Flag Football Rules Flag Football Rules A. Officials a. The officials have authority over player, coach and fan conduct. This authority includes pre-game, actual game and post-game. B. Equipment a. Metal cleats are not allowed b. Teams must have matching shirts/jerseys with a 6” non-repeating, permanent number on the back. Shirts/jerseys must remain tucked in throughout the game. c. Football gloves are allowed C. Players a. Each team will field five (5) players D. Game Play a. Coin Toss – A coin toss will determine first possession. Choice of Offense, Defense, Defend a Goal, or Defer to Second Half. b. Timing i. Twenty (20) minute halves, clock runs except during time-outs and delay of game penalties. Half time is a five-minute period. Time-outs will last one (1) minute. Two time-outs per half, no carry over from first half to second half. Second half time-outs can carry over to overtime. ii. Overtime - Five (5) minute overtime period. Possession will be determined by a coin toss. 1. If there is still at tie at the end of five (5) minutes the game will be called a tie. c. Teams will change directions at halftime. d. The offensive team must have at least three (3) players on the line of scrimmage at the snap of the ball. e. Any defensive player that rushes must be at least seven (7) yards from the line of scrimmage at the snap of the ball. E. Downs a. Non-turnover possessions will start from the 5 yard line; the offensive team will have four (4) downs to cross midfield and earn a fresh set of downs. Once the offense passes midfield they will have another four (4) downs to score. b. If on fourth down the offense has not reached midfield or the endzone they can choose to “punt” and the opposing team will get the ball at their own 5 yard line. (there will be no actual kicks.) c. If the offense fails to convert on a 4 th down the opposing team will take over from where the ball was downed. d. If the Defense intercepts a pass but does not run it back for a touchdown that team will take possession at the spot where the ball was downed. F. Scoring a. Each touchdown will be worth six (6) points. b. Extra points attempted from the 5 yard line will be worth one (1) point c. Extra points attempted from the 12 Yard line will be worth two (2) points. d. A safety is worth two (2) points. G. Running a. Running the ball is not allowed in the no run zones 5 yards on either side of midfield and 5 yards in front of the endzone. b. Direct handoffs are permitted. Multiple direct handoffs are allowed. c. Laterals or pitches are only allowed behind the line of scrimmage. d. Players may not block for a running teammate. e. Players may not leave their feet to avoid a defender or advance the ball. NO DIVING f. A player who has taken a handoff can then pass the ball as long as they remain behind the line of scrimmage. g. Once the ball is handed off all defensive players can rush. h. The ball will be spotted where the runner’s feet are when their flag is pulled; not where the ball is. H. Passing a. All players are eligible receivers, including the quarterback once he has handed the ball off. b. Players must have control of the ball and at least one foot in bounds to count as a reception. c. Screen passes are allowed but players cannot block they can only screen off defenders. d. If the quarterback drops back to pass he may not run until he is rushed by the defense. e. Interceptions are allowed and result in a change of possession. Interceptions can be returned. I. Dead Ball a. There are NO FUMBLES , when the ball hits the ground the play is over. J. Fouls a. Non-contact – Flag football is a NON-CONTACT sport! i. Blocking is not allowed ii. Bumping the receivers before, during, or after the catch is not allowed iii. Lowering the shoulder, or using a “stiff arm” during a run is not allowed iv. Any other physical contact deemed excessive by the referee will result in a penalty or ejection from the game. b. Offensive i. Illegal Motion – More than one person moving, false start: 5 yard penalty and loss of down. ii. Illegal Forward Pass – Pass thrown beyond the line of scrimmage: 5 yard penalty and loss of down. iii. Offensive Pass Interference – Illegal pick play, pushing off/away defender: 10 yard penalty and loss of down. iv. Flag Guarding – Holding flags or deflecting a flag pull attempt: 10 yard penalty from line of scrimmage and loss of down. v. Delay of Game – Not snapping the ball before the thirty (30) second play clock expires: Clock stops, 10 yards and loss of down. c. Defensive i. Offsides – Crossing the line of scrimmage before the snap: 5 yard penalty and automatic 1 st down. ii. Interference – Hampering the receivers’ ability to catch the ball: 10 yard penalty and automatic 1 st down. iii. Illegal Contact – Holding or pushing through a screen: 10 yards penalty and automatic 1 st down iv. Illegal Flag Pull – Pulling a flag before a player has the ball: 10 yard penalty and automatic 1 st down. v. Illegal Rushing – rushing from within seven (7) yards of the line of scrimmage: 10 yard penalty and automatic 1 st down. d. Sportsmanship/Roughing i. Any acts of tackling, elbowing, cheap shots, blocking or other unsportsmanlike acts will result in a foul or ejection as determined by the referee. ii. Trash talking is not allowed: the referee will give one warning per team and then make ejections. K. Field .

    LCIRSA Flag Football Rules Certain risks of injury are inherent to participation in sports and recreational activities. These types of injuries may be minor or serious and may result from one’s own actions, the actions of others, or a combination of both. In Intramural Sports, injuries to ankles, knees, and shoulders, and the head are common. Serious injuries, (including death, broken bones, broken ankle, back & neck injuries, head injuries, and paralysis) can occur from, but not limited to, contact with other participants (such as colliding), contact with the ground while sliding and/or tripping, severe injuries due to running on an uneven field. LCIRSA playing rules and interpretations are governed directly by those established by NIRSA. Below are modifications deemed necessary. Rules/interpretations not addressed here will be governed by the NIRSA NATIONAL TOUCH AND FLAG FOOTBALL RULE BOOK. GAME PLAY Equipment o No protective equipment may be worn; i.e. helmets, shoulder or hip pads. The game official must approve all protective materials (tape, pads, etc.) Casts are illegal equipment. Mouth and teeth mouthpiece are strongly recommended. o Shoes must be worn at all times. Shoes with metal or screw-in cleats are not allowed. Shoes must be one piece molded plastic/rubber or regular tennis shoes. o Jewelry of any type is considered illegal equipment. o Shirts must be worn with the tails tucked inside pants. No cut off shirts will be allowed. Shirts may not be altered in any manner that produces a knot-like protrusion or creates a tear-away jersey. o Shorts or pants with belt loops drawstrings or pockets are NOT ALLOWED.

Standard football cleats with plastic or rubber spikes (no metal spikes) 2. Mouth guard – Unless facility requires a facemask then all players must wear a facemask and mouthguards are optional. 3. Soft shell helmets –The only exception, quarterback position is not required to wear a soft shell helmet during play. 4. Hats, or jewelry are not allowed on the field during game play. COACHES • Max 2 coaches allowed on the sideline during game • One offensive coach is allowed on the field and in the huddle with players, but must be a minimum of 5 yards behind quarterback before ball is snapped so there is no interference with game play or Referee. • Defensive coaches are not allowed on the field at any time. With the exception of K – 2nd. However, coaches must move out of the way prior to the snap of the ball. • Coaches are responsible for knowing all rules and educating their players on the rules and conduct. OFFICALS • Each game will have up to two officials. In addition, a Site Manager will be on the field to answer questions and resolve any on the field issues. • Referees will keep the 4-second clock, and score. • A Site Coordinator will be on-site to assist parents in the stands, while the Site Manager will assist with player, coach and referees on the field. • Officials and the Site Managers will ensure the games start on time and rules are being enforced.

    ACFL Flag Football 8-ON-8 Immediate Rush League Rules (Revised February 12 ,2019) 2 Referees per game = $55 per team, per game. 1. HEAD COACH: The head coach is responsible for making every player aware of every rule prior to any participation in any game or any portion of a game or activity. The Head coach and Assistant Coach are responsible to pay the league fee prior to the start of the season. If the league fee is not paid prior to the start of the season, the league can charge a late fee that will be determined by the League Office. If arrangements are made with the League Office to pay the league fee after the start of the season, it must be satisfied by week 3. After week 3, the team will not be included in the schedule and the team will forfeit all games until the entire league fee has been satisfied. 2. PLAYER: Every player must sign both the pre-season insurance waivers/registration forms and the on-field insurance waiver/game registration form prior to participating or receiving a forfeit win in any ACFL game or activity. The pre-season waiver must be presented to the league at the league address (ACFL, 48 Bi-State Plaza, #136, Old Tappan, NJ 07675) or in person to a league official prior to the start of season. The league provides no medical, liability nor disability insurance of any form. If you do not have personal medical insurance, the league recommends that you do not play or participate.

Offensive players not involved with a play down field must attempt to get out of the way or stand still. • A coin toss determines first possession. • Play starts from the 5 yard line. Half time will be 1 minutes. • Overtime; 1st overtime from 5 line, 2nd overtime if still tied from 10 yard line, 3rd overtime if still tied 15 yard line. After 3rd time if still tied game is scored as a tie. • Spot of ball is location of the ball when play is ruled dead Section 2 – Attire • Teams may use their own flags. • Shirts with numbers are mandatory for stats RULE 2: PLAYERS/GAME SCHEDULES, SCORING & TIME OUTS Section 1 – Players/Game Schedules • If a team or teams are more than 10 minutes late for their scheduled games they will be forfeited. After 10 minutes the game will be forfeited and the score recorded as 10-0.

    University of California, Merced - Intramurals Flag Football Rules Intramural flag football games will be conducted under the rules of the NIRSA – National Intramural/Recreational Sports Association – with the following modifications. GENERAL INFORMATION 1. All participants must have their current valid UCM ID with them to participate. No player will be allowed to play without their own valid UCM ID. Players must have also completed the registration process and joined the team on IMLeagues. 2. The players must check-in with the supervisor on duty, which will check their UCM ID and verify completion on IMLeagues. 3. A player may play for ONE men’s or women’s team. Any intercollegiate football player that participated in the 2017 football season at any collegiate institution is ineligible to participate in intramural football. 4. Teams may add players under the following circumstances: a. The player must not have played for another team in their respective division. b. The player must have a joined the team for that sport. c. The player must show his/her valid UCM ID to the supervisor to check-in prior to the game. 5. All men’s and women’s divisions play 7 on 7 flag football. 6. See the attached diagram for field layout and dimensions. Protests: Protests are not allowed on judgment calls. Team managers may protest a misapplication of the rule before the snap of the next play to staff on duty. The supervisor and officials will decide before the next play. The team manager may protest the game at that point if they believe that the decision is still incorrect.

    Elementary School Sports Flag Football Rules Overview Elementary School Flag Football is a five-on-five game filled with fun and action. In this game, the offensive team plays for a first down at midfield and a touchdown in the end zone. Running and passing plays are allowed, although there are “no-running zones” at midfield and near each goal line. The defensive team covers receivers, rushes the passer and grabs flags to make “tackles.” The Basics - A coin toss determines first possession. - The offensive team takes possession of the ball at its 5-yard line and has three plays to cross midfield. Once a team crosses midfield, it has three plays to score a touchdown. If the offense fails to score, the ball changes possession and the new offensive team takes over on its 5-yard line. - If the offensive team fails to cross midfield, possession of the ball changes and the opposition starts its drive from its 5-yard line. - All possession changes, except interceptions, start on the offense’s 5-yard line. - Teams will change sides after the first half (20 minutes of game play). Possession changes to loser of coin toss and the clock does not stop. Players/Scoring Teams must field a minimum of five players at all times. Timing/Overtime Games are played in (2) 20 minute halves with running time. If the score is tied at the end of 40 minutes, teams move directly into overtime. Overtime is sudden death meaning the first team to score wins. Possession will be determined by a coin toss.
