Briefing 16 July 2015 Ukraine: Follow-up of Minsk II A fragile ceasefire SUMMARY Four months after leaders from France, Germany, Ukraine and Russia reached a 13-point 'Package of measures for the implementation of the Minsk agreements' ('Minsk II') on 12 February 2015, the ceasefire is crumbling. The pressure on Kyiv to contribute to a de-escalation and comply with Minsk II continues to grow. While Moscow still denies accusations that there are Russian soldiers in eastern Ukraine, Russian President Vladimir Putin publicly admitted in March 2015 to having invaded Crimea. There is mounting evidence that Moscow continues to play an active military role in eastern Ukraine. The multidimensional conflict is eroding the country's stability on all fronts. While the situation on both the military and the economic front is acute, the country is under pressure to conduct wide-reaching reforms to meet its international obligations. In addition, Russia is challenging Ukraine's identity as a sovereign nation state with a wide range of disinformation tools. Against this backdrop, the international community and the EU are under increasing pressure to react. In the following pages, the current status of the Minsk II agreement is assessed and other recent key developments in Ukraine and beyond examined. Efforts to facilitate a peaceful resolution to the conflict in the Donbas began five years ago with the meeting of the Trilateral Contact Group on Ukraine. This framework, developed by the Organization for Security and Co-operation in Europe (OSCE), attempted to facilitate a dialogue between Russia and Ukraine through the mediation of an impartial actor, and it culminated in the Minsk I (September 2014) and then Minsk II (February 2015) agreements. The Minsk II agreements comprised a 13-point peace plan, chief among which is an arrangement specifying support for the restoration of the Ukrainian-Russian border. While the implementation of the military portions of the Minsk II agreements were finalized within three months of signing, the political and security portions remained unresolved. Though President Vladimir Putin has declared his intent to protect the Russian-speaking peoples of the region, he has also stated he has no interest in reclaiming Eastern Ukraine. -

adcmemorial.org With the support of the Centre for Social and Gender Research Alternative Report for the 66th Session of the UN Committee on the Elimination of Discrimination against Women February 2017 Ukrainian Women: Caught Between New Challenges and Long-Standing Discrimination Overview The situation of women in Ukraine is connected with the overall situation in the country – the significant political changes of recent years, the economic crisis, and aggression from neighboring Russia (manifested in the annexation of Crimea and military actions in Eastern Ukraine) have impacted the quality of life for millions of women. War, poverty, unemployment, and instability have hit women hard and heightened the vulnerability of this group that is already discriminated against. The situation of vulnerable groups remains complicated, in spite of the steps Ukraine has taken to implement European requirements to improve the norms of anti-discrimination laws and to attain the required human rights standards. The law “On Principles of Prevention and Combatting Discrimination in Ukraine” (No. 5207-VI of 6 September 2012) contains a ban on discrimination on the basis of gender; however, women’s rights are restricted both in practice and in legal labor norms left over from Soviet times. The Ministry of Health orders “On the Approval of the List of Arduous, Dangerous, and Harmful Occupations Banned for Women” (of 29 December 1993)1 and “On the Approval of Limits for the Lifting and Moving of Heavy Objects by Women”2 (No. 194 of 22 December 1993; this ban on lifting heavy objects may serve as official grounds for denying a woman a position of interest to her; instead of a ban, there should be measures in place to protect women’s health and – if necessary – to warn about health risks). -

Twelve Steps Toward Greater Security in Ukraine and the Euro-Atlantic Region
February 2020 STATEMENT BY THE EURO-ATLANTIC SECURITY LEADERSHIP GROUP (EASLG) Twelve Steps Toward Greater Security in Ukraine and the Euro-Atlantic Region he conflict in and around Ukraine is a tragedy for all affected by the violence. It is a flashpoint for catastrophic miscalculation and is a continuing threat to security and stability in the Euro-Atlantic region. A political resolution is fundamental to ending the armed conflict in the Donbas region, Tto improving prospects for constructive Ukraine-Russia dialogue more broadly including on Crimea, and to improving Euro-Atlantic security. Action to help those in harm’s way and to establish a foundation that resolves the conflict must be taken now to address urgent security, humanitarian, economic, and political concerns. Such action also will help reduce tensions between Russia and the West and help build a sustainable architecture of mutual security in the Euro-Atlantic region, including enhanced cooperation on nuclear threat reduction. The lack of political will of the parties and technical chal- lenges have led to a stalemate in the implementation of the Minsk agreements, signed under international pressure. Unpacking the complexity of the Minsk Process allows for a better understanding of the challenges and modest results achieved so far. By Anna Hess Sargsyan The armed conflict in and around Ukraine entered its fifth year with ongoing ceasefire violations and with no political resolution in sight. The multi-format peace process dealing with the conflict, known as the Minsk Process, has very modest outcomes to show for it, despite regular meetings within the Trilateral Contact Group for- mat, the mechanism mandated to work out modalities of implementation of the Minsk agreements. In the run-up to presidential and parliamentary elections in Ukraine, the implementation of the security and politi- cal provisions of the Minsk agreements, signed under international pressure, remain elusive. HERBST, DANIEL FRIED, AND ALEXANDER VERSHBOW Introduction US President Joseph R. Biden, Jr., knows Ukraine well. His victory was well- received in Kyiv. Many in Kyiv see the next four years as an opportunity to reestablish trust between the United States and Ukraine and push Ukraine’s reform aspirations forward while ending Russia’s destabilization of Ukraine’s east. Ukrainian President Volodymyr Zelenskyy is greatly interested in reestablishing a close US-Ukraine relationship, which has gone through a bumpy period under former US President Donald J. Trump when Ukraine became a flash point in US domestic politics. Resetting relations with Kyiv will not be simple. As vice president, Biden oversaw Ukraine policy, visited the country six times, and knows most of its players and personalities, which is an obvious advantage. But Zelenskyy is different from his immediate predecessor. He hails from Ukraine’s Russian- speaking east, was not an active participant in the Revolution of Dignity, has had little contact with the West, and took a battering during Trump’s first impeachment in which Ukraine was front and center. However, Zelenskyy is keen to engage with the new Biden team and seeks recognition as a global leader. The Biden administration would be wise to seize this opportunity. The first priority for the new Biden team should be to get to know the players in Ukraine and Zelenskyy’s inner circle (Zelenskyy’s team and his ministers are not household names in Washington) and to establish a relationship of trust after the turbulence of the Trump years. -
