2017 EABC Business Delegation to Canberra Parliament House, Canberra 24-25 October 2017 Mission Report Overview On Tuesday 24 and Wednesday 25 October 2017, a delegation of EABC Members visited Parliament House in Canberra to meet with members of the Federal Government and Opposition. The delegation provided opportunities for members to engage in direct dialogue on the broad economic and business agenda, as well as the preparations underway for launching negotiations for an Australia-EU FTA. Programme The delegation programme on Tuesday 24 October included roundtable discussions with the Hon Michael McCormack MP, Minister for Small Business and the Hon Darren Chester MP, Minister for Infrastructure and Transport; followed by a Cocktail Reception with Guests of Honour the Hon Barnaby Joyce MP, Deputy Prime Minister, Minister for Agriculture and Water Resources, Minister for Resources and Northern Australia; the Hon Keith Pitt MP, Assistant Minister for Trade, Tourism and Investment; the Hon Chris Bowen MP, Shadow Treasurer; and Senator the Hon Mathias Cormann, Minister for Finance and Deputy Leader of the Government in the Senate. The programme continued with a working dinner with ministerial guests including the Hon Kelly O’Dwyer MP, Minister for Revenue and Financial Services; the Hon Craig Laundy MP, Assistant Minister for Industry, Innovation and Science; and Justin Brown, Deputy Secretary, Department of Foreign Affairs and Trade. 18 February 2015 The Hon Peter Dutton MP Minister for Immigration and Border Protection PO Box 6022 Parliament House Canberra ACT 2600 Dear Minister, I am writing to you out of a sense of frustration and as a last resort in relation to the Joint Review of Border Fees, Charges and Taxes (the Review) which was notified to industry on 7 September 2014. In relation to the Review, the Customs Brokers and Forwarders Council of Australia Inc. (CBFCA) represents its members who in the first instance, are the entities responsible for the payment of any costs, charges and/or taxes levied by the Australian Customs and Border Protection Service (ACBP) in its cost recovery arrangements or by the Department of Agriculture in fee for service delivery. The CBFCA provided a commentary to the Review which is led by the ACBP and has, on a variety of occasions, communicated to the ACBP on issues referenced in discussion papers and industry forums. Correspondence and e-mails to the project lead on particular aspects and concerns as to the Review have failed to elicit any return communication. Not only does this wall of silence not give effect to any appropriate consultation, it fails the key test in stakeholder engagement. There are significant impacts, not only on service providers to international trade logistics and supply chain management, but also to importers of record, and eventually the impact on end consumers as to these charges. Some of the key determinations in the Review also relate to the current public debate on the low value imports driven out of online international sales via e-commerce transactions. -

Let Her Finish: Gender, Sexism, and Deliberative Participation In Australian Senate Estimates Hearings (2006-2015) Joanna Richards School of Government and Policy Faculty of Business, Government and Law University of Canberra ABSTRACT In 2016, Australia ranks 54th in the world for representation of women in Parliament, with women accounting for only 29% of the House of Representatives, and 39% of the Senate. This inevitably inspires discussion about women in parliament, quotas, and leadership styles. Given the wealth of research which suggests that equal representation does not necessarily guarantee equal treatment, this study focuses on Authoritative representation. That is, the space in between winning a seat and making a difference where components of communication and interaction affect the authority of a speaker.This study combines a Discourse Analysis of the official Hansard transcripts from the Senate Estimates Committee hearings, selected over a 10 year period between 2006 and 2015, with a linguistic ethnography of the Australian Senate to complement results with context. Results show that although female senators and witnesses are certainly in the room, they do not have the same capacity as their male counterparts. Both the access and effectiveness of women in the Senate is limited; not only are they given proportionally less time to speak, but interruption, gate keeping tactics, and the designation of questions significantly different in nature to those directed at men all work to limit female participation in the political domain. As witnesses, empirical measures showed that female testimony was often undermined by senators. Results also showed that female senators and witnesses occasionally adopted masculine styles of communication in an attempt to increase effectiveness in the Senate. -

Anne Ruston Minister for Families and Social Services Minister for Women’s Safety Manager of Government Business in the Senate JOINT MEDIA RELEASE Wednesday 7 April 2021 AUSTRALIANS INVITED TO HELP SHAPE A FUTURE FOR WOMEN FREE FROM VIOLENCE The Morrison Government has opened public consultation on the next National Plan to reduce family, domestic and sexual violence in Australia. From tonight, all Australians can add their views and voices to the consultation via an online questionnaire, available on the Engage website. Women who have experienced violence, family safety advocates, service providers and other stakeholders will also be invited to take part in a two-day National Women’s Safety Summit to be held on 29 and 30 July. The Summit was agreed as part of the establishment of the Taskforce on Women’s Safety in December last year. The summit will include keynote addresses, panel discussions and workshops focused on issues affecting women’s safety as well as a series of roundtables that will contribute insights and help determine priorities for the next National Plan. These roundtables will focus on issues including prevention of violence and sexual violence, online abuse, coercive control, policing and justice systems, respectful relationships, frontline service responses and violence experienced by Aboriginal and Torres Strait Islander women. Prime Minister Scott Morrison said the National Women’s Safety Summit is vital to build on the existing National Plan in a way that addresses evolving issues and protects women and children from the scourge of family, domestic and sexual violence. -

Even serious journalists began referring to the national legislature metaphorically as the “monkey house” to encapsulate the farcical behaviour they were obliged to report. With Tony Abbott being pre-emptively ousted from the prime ministership by Malcolm Turnbull in 2015, Turnbull himself was, in turn, unceremoniously usurped in bizarre circumstances in August 2018, handing over the leadership to his slightly bemused Treasurer Scott Morrison. Suddenly, Australia was being branded as the notorious “coup capital of the Western democracies”, with five prime ministers in five years and only one losing the high office at a general election. -

Submission to the Senate Select Committee into the Political Influence of Donations Dr Charles Livingstone & Ms Maggie Johnson Gambling and Social Determinants Unit School of Public Health and Preventive Medicine Monash University 9 October 2017 1 Introduction Gambling in Australia is a prime cause of avoidable harm, with the harms of gambling estimated to be of the same order of magnitude as alcohol, and far higher than that associated with illicit drug consumption. (Browne et al, 2016; 2017). The gambling industry is a major donor to Australian political parties and politicians and appears to hold considerable cachet with many political actors, at both federal and state level. In this, it appears to be similar to other industries that produce harmful products, such as alcohol and tobacco. Its purpose in donating to political parties and politicians is similar; it seeks to deny the harmful effects of its products, delay or wind back reform, avoid effective regulation, and continue to extract profits for as long as possible. a) The level of influence that political donations exert over the public policy decisions of political parties, Members of Parliament and Government administration; The Australian gambling industry has utilised political donations as a mechanism to exert considerable influence over relevant public policy. This has been facilitated by the current donations regime, which has numerous flaws from the perspective of transparency and support for policy that acts in the genuine interest of the public. The industry is both significantly resourced and politically organised, and has actively sought opportunities for political engagement via donations to politicians and political parties. -
