Since the Supreme Court’s Citizens United decision in 2010 paved the way for the super PAC era, there has been a proliferation of corporate super PAC donors — including scores of opaque and obscure companies that allow the people behind them to remain hidden. Such secretive entities provide especially ideal cover for foreigners wishing to evade the existing prohibition on their involvement in U.S. elections. A new Issue One analysis shows why this loophole needs to be closed. -

Let Her Finish: Gender, Sexism, and Deliberative Participation In Australian Senate Estimates Hearings (2006-2015) Joanna Richards School of Government and Policy Faculty of Business, Government and Law University of Canberra ABSTRACT In 2016, Australia ranks 54th in the world for representation of women in Parliament, with women accounting for only 29% of the House of Representatives, and 39% of the Senate. This inevitably inspires discussion about women in parliament, quotas, and leadership styles. Given the wealth of research which suggests that equal representation does not necessarily guarantee equal treatment, this study focuses on Authoritative representation. That is, the space in between winning a seat and making a difference where components of communication and interaction affect the authority of a speaker.This study combines a Discourse Analysis of the official Hansard transcripts from the Senate Estimates Committee hearings, selected over a 10 year period between 2006 and 2015, with a linguistic ethnography of the Australian Senate to complement results with context. Results show that although female senators and witnesses are certainly in the room, they do not have the same capacity as their male counterparts. Both the access and effectiveness of women in the Senate is limited; not only are they given proportionally less time to speak, but interruption, gate keeping tactics, and the designation of questions significantly different in nature to those directed at men all work to limit female participation in the political domain. As witnesses, empirical measures showed that female testimony was often undermined by senators. Results also showed that female senators and witnesses occasionally adopted masculine styles of communication in an attempt to increase effectiveness in the Senate. -

This perspective, rooted in constructivist epistemology, implies that nations are not unquestionable ancient natural quasi-objective entities, as primordialist nationalists claim, but rather cognitive constructions shaped by stories their members imagine and relate.1 This was famously illustrated by Benedict Anderson’s study of nationalism that reached the compelling conclusion that any community “larger than that primordial village of face-to-face contact” can only be imagined (Anderson 1983: 6). From tonight, all Australians can add their views and voices to the consultation via an online questionnaire, available on the Engage website. Women who have experienced violence, family safety advocates, service providers and other stakeholders will also be invited to take part in a two-day National Women’s Safety Summit to be held on 29 and 30 July. The Summit was agreed as part of the establishment of the Taskforce on Women’s Safety in December last year. The summit will include keynote addresses, panel discussions and workshops focused on issues affecting women’s safety as well as a series of roundtables that will contribute insights and help determine priorities for the next National Plan. These roundtables will focus on issues including prevention of violence and sexual violence, online abuse, coercive control, policing and justice systems, respectful relationships, frontline service responses and violence experienced by Aboriginal and Torres Strait Islander women. Prime Minister Scott Morrison said the National Women’s Safety Summit is vital to build on the existing National Plan in a way that addresses evolving issues and protects women and children from the scourge of family, domestic and sexual violence. -

Trump, although foretold by Matt Groening’s The Simpsons,1 was a surprise to many.2 But the shock, disbelief, and horror were especially acute for the intelligentsia. They were told, guaranteed really, that there was no way for Trump to win. Yet he prevailed, pulling off what poker aficionados might call a back- door draw in the Electoral College. Since his victory, the reverberations, commotions, and uproars have never ended. Some of these were Trump’s own doing and some were hyped-up controversies. We have endured so many bombshells and pur- ported bombshells that most of us are numb. As one crisis or scandal sputters to a pathetic end, the next has already commenced. There has been too much fear, rage, fire, and fury, rendering it impossible for many to make sense of it all. Some Americans sensibly tuned out, missing the breathless nightly reports of how the latest scandal would doom Trump or why his tormentors would soon get their comeuppance. Nonetheless, our reality TV President is ratings gold for our political talk shows. In his Foreword, Professor Michael Klarman, one of America’s fore- most legal historians, speaks of a degrading democracy.3 Many difficulties plague our nation: racial and class divisions, a spiraling debt, runaway entitlements, forever wars, and, of course, the coronavirus. Trump, American hegemony and the future of the liberal international order DOUG STOKES* The postwar liberal international order (LIO) has been a largely US creation. Washington’s consensus, geopolitically bound to the western ‘core’ during the Cold War, went global with the dissolution of the Soviet Union and the advent of systemic unipolarity. Many criticisms can be levelled at US leadership of the LIO, not least in respect of its claim to moral superiority, albeit based on laudable norms such as human rights and democracy. For often cynical reasons the US backed authoritarian regimes throughout the Cold War, pursued disastrous forms of regime change after its end, and has been deeply hostile to alternative (and often non-western) civilizational orders that reject its dogmas. Its successes, however, are manifold. Its ‘empire by invitation’ has helped secure a durable European peace, soften east Asian security dilemmas, and underwrite the strategic preconditions for complex and pacifying forms of global interdependence. Despite tactical differences between global political elites, a postwar commit- ment to maintain the LIO, even in the context of deep structural shifts in interna- tional relations, has remained resolute—until today. The British vote to leave the EU (arguably as much a creation of the United States as of its European members), has weakened one of the most important institutions of the broader US-led LIO. More destabilizing to the foundations of the LIO has been the election of President Trump. His administration has actively
