On 27 October 2018, the High Commission in collaboration with Education Malaysia Sydney (EMA) conducted a special briefing on Malaysia followed by lunch at a Malaysian restaurant. M O B I L E O F F I C E P R O G R A M The Immigration Office in Australia organised a Mobile Office Program in Brisbane on 9 and 10 August 2018 and in Sydney on 27 and 28 August 2018. The yearly program, initiated since 2013, aimed to assist Malaysians with regard to Passport application and renewal registration of birth and Emergency Certificate (special cases) for Malaysians residing in Australia. The visit aimed to share experiences and best practices with their counterparts in the Australian Parliament on good governance, parliamentary practice and parliamentary oversight. The Speaker and members of the delegation also had an informal session with the Malaysian community in Canberra at Rumah Malaysia. The session provided the opportunity for engagement and dialogue between the Speaker and members of the Malaysian community on developments in Malaysia. The ceremony was officiated by Lord Mayor Sally Capp. P A G E 1 0 M U H I B B A H H A R I R A Y A Muhibbah CNY A Muhibbah Hari Raya Gathering was held on 14 July 2018 at Dewan Merdeka with the Malaysian diaspora in Canberra. Also in attendance were officials from the Australian National University Sydney Consulate Office. Around 300 Malaysians came to meet and enjoy Raya delicacies like ketupat palas, rendang, nasi minyak, lontong and kuih raya in a festive atmosphere. They also brought various types of dishes as part of the ‘bring a plate’ event. M A L A Y S I A P I C N I C 2 0 1 8 Australia Running Festival The Malaysia Picnic 2018 was held on Saturday, 17 November 2018, at Weston Park. Attended by nearly 250 Malaysians from around Canberra, the picnic provided an opportunity for all Malaysians to spend time with family and friends and share delicious Malaysian food. P A G E 1 1 Merdeka!! Muhibbah CNY The High Commission commemorated the 61st Anniversary of Hari Merdeka on 30 August 2018. The event began with the flag raising A M B A N G and the singing of Negaraku. The kids were M E R D E K A entertained with fun activities to reinforce the spirit and significance of Merdeka. At the end of the programme, patriotic songs were sung followed by the reading of Rukun Negara. Australia Running Festival High Commissioner Dato' Sudha M E R D E K A attended the Merdeka Gala Dinner in G A L A D I N N E R Adelaide on 26 August 2018. The Three top Malaysian students in dinner is an annual event organised by South Australia were recognised by the Australian-Malaysia Business the AMBC and award the Merdeka Council (AMBC) since 1999.

Prior to the 2018 elections, the BN faced public anger over the cost of living and a corruption scandal involving a state-owned investment fund that emerged in 2015. In January 2018, Mr. Mahathir announced that he would contest the 2018 elections as the Pakatan Harapan's premier candidate, with the stated goal of ousting his former protégé, Prime Minister Najib. During the election campaign, the BN promised more public holidays, no toll charges during Eid and tax exemptions for Malaysians under 26 years old.

The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates.

Over the past five years between 2016- 2020 there were two significant political development which has had a major impact on Malaysian political history but did not negatively impact development planning in Malaysia. The first is the change of the Malaysian government. After 61 years1 the political coalition, the Barisian National (BN) which secured independence from the British in 1957 fell in May 2018. The new government Pakatan Harapan (PH) promised institutional reform2 with a focus on human rights, democracy and good governance. They last for only 22 months The second political change took place when this newly elected PH government which came to power through the ballot box fell in early 2020 due to deflections from the PH coalition to form another new political coalition3, the Perikatan National (PN) which came to power during the COVID-19 crisis. The political crisis continued as they have a very small majority which is being contested by parliamentarians. In a new turn of events to address the rising COVID-19 cases, the PN government advised the Malaysian King to declare a state of emergency4 on Jan 12, 2021 for six months till August 2021.

Meeting with the Secretary General Of GEFC On 19 July 2018, HE Dr. Yury P. Sentyurin, Secretary General of the Gas Exporting Countries Forum (GECF) had a session with Ambassador Dato’ Ahmad Fadil at the Embassy of Malaysia. Prior to joining the GECF, he was State Secretary and Deputy Minister of Energy of the Russian Federation and State Secretary. The Secretary General has invited the Malaysian government to join the GECF which Malaysia was one of the founding members in 2001 Courtesy Call on Director- General of QNA Director-General of Qatar News Agency (QNA) Youssef Ibrahim al Malki met with Ambassador of Malaysia to Qatar HE Ahmed Fadil bin Shamsuddin. During the meeting, the two sides reviewed media relations between the two countries. (QNA) 1 The Chair of Asean Committee in Doha (ACD), Ambassador Dato’ Ahmad Fadil hosted the ACD dinner among the Asean Ambassadors in Doha. The dinner to bid farewell to the outgoing Brunei Ambassador, HE Haji Nordin Ahmad. The Embassy of Malaysia hosted the ASEAN Day Celebration on 8 August 2018 at the Sheraton Hotel Doha. The event was attended by Mr. Rashid Al Dehaimi, representative of Asian Affairs Department, ASEAN Ambassadors and ASEAN Community Leaders residing in Doha. The ASEAN Day Celebration speech was delivered by H.E. It is my hope that this newsletter could give you a glimpse of the various activities and engagements of the Embassy for the first half of the year from January to June 2019. For the first half of the year, the historical event in Japan saw the accession of Prince Naruhito to the Chrysanthemum Throne on May 1, following the ab- dication of his father, Emperor Akihito. According to Japan's traditional order of succession, he is the 126th monarch. Naruhito’s accession also marked the beginning of the Reiwa [interpreted as “beautiful harmony”] era. Bilateral relations with Japan have grown from strengthen to strength with various ministerial and official visits undertaken during the period. The Hon- ourable Prime Minister Tun Dr. Mahathir Mohamad visited Japan - the fourth visit since his assumption of the premiership in May 2018 - to attend the annual Nikkei Conference on 30 May 2019.

    PH coalition not affected by infighting within component parties - Dr Mahathir Mahathir BERNAMA 22/01/2019 VIENNA, Jan 22 (Bernama) -- Pakatan Harapan (PH) chairman Tun Dr Mahathir Mohamad said the coalition would not be affected by any infighting in certain parties and so far, the coalition has been functioning well as the government. "Within the parties themselves there maybe some fights for positions (and) so on but that has not affected the PH coalition. We have four parties and one not in the coalition but in the government (Warisan). "The four parties are equally strong and we have to reach (a) consensus whenever we have anything to decide... there might be differences but we can live with it and up to now we are functioning quite well in the government," he said during a Dialogue Session with Malaysians residing in Austria and the Slovak Republic here last night. He was responding to a question from the floor whether the coalition had infightings after being elected the government since May last year. PH comprises four parties – PKR, DAP, Pertubuhan Pribumi Bersatu Malaysia (Bersatu) and Parti Amanah Negara (Amanah). Replying to another question, Dr Mahathir Mohamad said nuclear power would not be the source of energy for Malaysia until experts and science find a solution for treating nuclear waste and reverse the process of extracting the radiation so it would not affect people's health. The prime minister said the waste generated by nuclear power was dangerous and trying to get rid of it would be a problem. "Because up to now science has not managed to reverse the process, you can activate the material to function and have radiation ( for power but) no way to reverse it.
