I,S Mashihini , Member of the Executive Council responsible for the Department Police, Roads and Transport, hereby give notice of my intension to increase Impoundment fees from the initial R 2 000.00 two Thousand Rand to R 10 000.00 to anybody intending to use his/her vehicle for reward without being the holder of legal Operating Licence/permit in terms of Section 90 (2) (a), (b), (d), (e ), or (0) of subsection (1) of the National Land Transport Land Transport Act 05 of 2009. Section 87(1); “an Authorised officer who is satisfied on reasonable grounds that a motor vehicle is being used by any person for the operation of public transport without the necessary operating license or permit or contrary to the conditions thereof, may impound the vehicle pending the investigation and prosecution of that person for an offence mentioned in section 90 (1) (a) or (b). In terms of Section 87 (3) the impoundment fee must be increased accordingly, for the second or subsequent impoundment of a vehicle”. The amount will increase up to Hundred Thousand Rand R100, 000.00. In terms of the same Act and Sections. Storage fee will be R100.00 (One Hundred Rand) per day/night from the date of impoundment. Please note that these changes are not linked to the special measures that MEC imposes in terms of Section 101 (1) of Free State Public Transport Act 04 of 2005. S. Mashinini MEC: Police, Roads and Transport ADVERT 253 APPLICATIONS FOR PUBLIC ROAD CARRIER PERMITS Particulars in respect of applications for public road carrier permits (as submitted to the respective local road transportation board) indicating, firstly, the reference number and then – (a) the name of the applicant, (b) the place where the applicant conducts his business or wishes to conduct his business, as well as his postal address: (c) the nature of the application, that is whether it is an applicant for - (C1) the grant of such permit, (C2) the grant of additional authorisation, (C3) the amendment, of a route, (C4) the amendment, of a timetable, (C5) the amendment of tariffs, (C6) the renewal of such permit, (C7) the transfer of such permit, (C8) the change of the name of the undertaking concerned, (C9) the replacement of a vehicle, (C10) the amendment of vehicle particulars, or (C11) an additional vehicle with existing authorisation; -as well as, in the case of an application contemplated in C6 of C7, - (C12) the number of the permit concerned. (d) the number and type of vehicles, including the carrying capacity or gross vehicle, mass of the vehicles involved in the application, (e) the nature of the road transportation or proposed road transportation, (f) the points between or the route or routes along or the area or areas within which the road transportation is conducted or the proposed road transportation is to be conducted where any of (a) to (f) are applicable, are public able, are published below in terms of section 14(1) of the road Transportation Act, 1977 (Act 74 of 1977). In terms of regulation 4 of the Road Transportation Regulations, 1977, written representations supporting these applications must within 21 days from the date of this publication, be lodged by hand with, or dispatched by registered post to, the local road transportation board concerned in quadruplicate, and lodged by hand with, or dispatched by registered post to, the applicant at his advertised address (see (b)) in single copy.     The development and expansion of urban theory has drawn upon the experiences of a handful of global or world cities in the developed north. Conversely, cities of the south have been interpreted and theorised through the lens of development theory. Seldom, if ever, are these two different conceptual realms seen as mutually constituted theorised within the same discursive realm, aiding a more complete understanding of how cities function and change. A similar observation can be made about how our understanding of cities in the developing south have evolved. Large cities in more influential developing countries are nearly always the empirical base from which our understanding of cities in the south takes place. The collection of essays in this book is set against the backdrop of calls for a more inclusive theorisation and understanding of cities, that transcend the dichotomous urban narrative which characterises current academic and policy engagements with cities.
