I,S Mashihini , Member of the Executive Council responsible for the Department Police, Roads and Transport, hereby give notice of my intension to increase Impoundment fees from the initial R 2 000.00 two Thousand Rand to R 10 000.00 to anybody intending to use his/her vehicle for reward without being the holder of legal Operating Licence/permit in terms of Section 90 (2) (a), (b), (d), (e ), or (0) of subsection (1) of the National Land Transport Land Transport Act 05 of 2009. Section 87(1); “an Authorised officer who is satisfied on reasonable grounds that a motor vehicle is being used by any person for the operation of public transport without the necessary operating license or permit or contrary to the conditions thereof, may impound the vehicle pending the investigation and prosecution of that person for an offence mentioned in section 90 (1) (a) or (b). In terms of Section 87 (3) the impoundment fee must be increased accordingly, for the second or subsequent impoundment of a vehicle”. The amount will increase up to Hundred Thousand Rand R100, 000.00. In terms of the same Act and Sections. Storage fee will be R100.00 (One Hundred Rand) per day/night from the date of impoundment. Please note that these changes are not linked to the special measures that MEC imposes in terms of Section 101 (1) of Free State Public Transport Act 04 of 2005. S. In terms of regulation 4 of the Road Transportation Regulations, 1977, written representations supporting these applications must within 21 days from the date of this publication, be lodged by hand with, or dispatched by registered post to, the local road transportation board concerned in quadruplicate, and lodged by hand with, or dispatched by registered post to, the applicant at his advertised address (see (b)) in single copy.
