To the Honorable Senate and House of Representatives. With the operation of WGBH-TV on Channel 2 in Boston, educational television has become a reality in Massachusetts. This station is pioneering non-commercial educational tele- vision in New England entirely financed by private grants and subscriptions. Although state or municipal funds are not in any way in- volved in the operation of Channel 2 or other television stations, some credit must be given to the Commonwealth itself for encouragement of educational television in Massa- chusetts.
