Policy Statement Rutgers, The State University of New Jersey, is committed to fostering an environment that is safe and secure and free from sexual and gender-based discrimination and harassment, sexual violence, dating and domestic violence, stalking and other related misconduct. The University recognizes its responsibility to increase awareness of such misconduct, prevent its occurrence, support victims, deal fairly and firmly with offenders, and diligently investigate reports of misconduct. In addressing these issues, all members of the University must come together to respect and care for one another in a manner consistent with our deeply held academic and community values. This Policy sets forth how the University defines and addresses sexual and gender-based harassment, sexual violence, stalking and relationship violence and related misconduct involving University students. 2. Reason for Policy The University is required to comply with Title IX of the Higher Education Amendments of 1972, which prohibits discrimination on the basis of sex in education programs and activities. Similarly, the Violence Against Women Reauthorization Act of 2013 (VAWA) requires prompt, fair and impartial investigation and resolution of allegations of sexual assault, stalking, dating violence, and domestic violence. -

The neglect that Rutgers students face due to the lack of care from Rutgers Counseling and Psychiatric Services (CAPS) has reached an overwhelming level. As a public health major but also as a part of the Rutgers community myself, I truly appreciate your concern for the wellbeing of the undergraduate population, especially in regards to your role as the Vice Chancellor for Health and Wellness. As discussed in the presentation, much of the psychiatric dilemmas that the average college student face today are great, but the challenges universities face to help them can be even greater. At Rutgers, I have found that many of the methods that the Counseling and Psychiatric Services executes can have serious deficiencies. For many students, CAPS does not provide mental aid, and rather lacks necessary accessibility and quality of care. Many students find it extremely difficult to find an adequate date for an appointment, and when they finally get to a service center, they are treated with virtually the same regimen as their peers, with no differentiation between each patient. -

H CURRENT HISPANIC-AMERICAN MEMBERS H Robert Menendez 1954– UNITED STATES REPRESENTATIVE 1993–2006 UNITED STATES SENATOR 2006– DEMOCRAT FROM NEW JERSEY The son of Cuban immigrants with a keen mind for foreign policy, Robert Menendez rose steadily through the world of New Jersey politics to fulfill his childhood dream of becoming a United States Senator. “I have walked in the shoes of the average New Jerseyan all of my life,” Menendez said in 2005, “and I know the challenges they face.”1 Image courtesy of the Member Robert Menendez was born on January 1, 1954, in New York City, one of three children born to Mario, a carpenter, and Evangelina Menendez, a seamstress. The couple emigrated from Havana, Cuba, to New York, eventually settling across the Hudson River in Union City, New Jersey. Menendez graduated from Union Hill High School in 1972 and went on to earn his bachelor’s degree in political science from St. Peter’s College in Jersey City in 1976. Three years later, he was awarded a J.D. from Rutgers University’s School of Law in Newark. Menendez is divorced, with two children, Alicia and Robert, Jr. Menendez became involved in community issues early on, and in college he won a spot on the Union City Board of Education. He served on the school board from 1974 to 1978, and once he completed his law degree, he took a job with Union City’s mayor. After racketeering charges were leveled against his boss, Menendez ran for mayor in 1982 but lost to his embattled mentor. -
