REPORT OF THE NCAA DIVISION III MEN’S BASKETBALL COMMITTEE JUNE 4-5, 2018, MEETING

ACTION ITEMS.

1. Legislative items.

(1) Recommendation. That Sam Atkinson, associate athletics director for communications at Gallaudet University, be approved as the Division III Men’s Basketball Committee chair for the 2018-19 academic year.

(2) Effective date. September 1, 2018.

(3) Rationale. Mr. Atkinson has served on the committee for two years and has provided valuable leadership during his tenure. He will replace Tim Fitzpatrick, the director of athletics at the U.S. Coast Guard Academy, whose term expires August 31, 2018.

(4) Estimated budget impact. None.

(5) Student-athlete impact. None.

INFORMATIONAL ITEMS.

1. 2017 annual meeting report. The Division III Men’s Basketball Committee reviewed and approved the 2017 annual meeting report as written.

2. Regional alignment, sponsorship list, pool allocations, bracket and preliminary-round game times. The committee discussed the pool allocations, regional alignment and bracket size/format for 2018-19. The committee also discussed staggering preliminary-round game tip-off times, especially if the host institution is on spring recess.

3. Site selection criteria. The committee discussed the site selection criteria, as well as the strategy of selecting institutions. The committee will continue with prep work the week of selections to determine the top 16 institutions and mock bracketing. The committee also discussed the evaluation process of the remaining schools heading into the sectional round. SUPP. NO. 1

First- and second-round priority goes to women’s basketball in 2019.

4. Team selection criteria. The committee discussed the team selection criteria, as well as the priority and calculations. The committee reviewed all the tools available for rankings and selections.

5. Regional advisory committees. The committee agreed that the national RAC training call should take place at the beginning of the new year and that an introductory call will take place at the beginning of the basketball season. In addition, committee members and NCAA staff are working with conference commissioners to fill RAC vacancies for each region. The committee will also stress with each RAC member that they are expected to be available as a site representative during preliminary rounds.

6. 2018 championship review.

a. Salem. After 23 years in Salem, Virginia, the championship will be moving to Fort Wayne, Indiana. The committee is grateful for the work that Salem performed under Carey Harveycutter’s leadership for more than two decades.

b. Game times; CBS Sports Network. After much discussion with Fort Wayne’s local organizing committee, the committee has decided to change the game times for the semifinals (6 and 8 p.m.) and final (7 p.m.) in an attempt to increase attendance. Members support future live broadcasts on CBS Sports Network.

7. Officiating. Jim Haney, the Division III men’s basketball national coordinator of officials, was present throughout the duration of the meeting. Mr. Haney updated the committee on his plans and goals for Division III men’s basketball officiating. For the 2018 tournament, Mr. Haney leaned on the regional coordinators to assign officials for the first- and second- round games. Mr. Haney assigned the officials for the sectional games and the finals. In addition, official evaluators were present at each 2018 sectional site. For the 2019 tournament, Mr. Haney will assign each game of the tournament. Mr. Haney will outline his goals and plan for the year with the coordinators at the September conference coordinators meeting.

8. Championship game at the Men’s Final Four. The committee discussed future opportunities to conduct the championship game in conjunction with the Division I Men’s Final Four. Staff indicated that the proposal is currently being discussed with 2020 or 2021 as possibilities. The committee continues to be very supportive of the concept. SUPP. NO. 1

9. 2019 championship planning.

a. Selection Sunday. Committee members determined that RAC calls will be held Sunday morning, February 24. The national call will begin at 11 a.m. Eastern time and continue throughout the day while monitoring the progress of the day’s conference championship games.

b. Selection Monday. The committee call will be Monday, February 26, at 8:30 a.m. The final bracket is due Monday at 10 a.m., with the announcement following at 12:30 p.m.

c. Tournament schedule. The committee discussed the schedule for the preliminary rounds and semifinals/final in Fort Wayne, Indiana.

d. Preliminary-round ticket prices. The committee will continue with the preliminary-round ticket prices: minimum of $10 for adults and $5 for children/students/seniors.

e. Preliminary-round host personnel. The committee discussed the need for a timeout coordinator at each preliminary-round site to help the fourth official throughout the game. The committee also discussed the need to require each host to have a doctor on site.

f. Preliminary-round practice times. The committee discussed having each preliminary-round host offer uniform practice times on the second day of competition.

g. Fort Wayne. The committee traveled to Fort Wayne, Indiana, on the first day of the meeting. Nathan Dennison, vice president of sales at the Allen County War Memorial Coliseum, led the group on a tour of the competition venue. Stephanie Coleman, group sales manager for sports at Visit Fort Wayne, and Emily Stuck, program and events manager at Visit Fort Wayne, led the group on a tour of the team, officials, and committee hotels. The committee was very grateful for the opportunity to visit the new championship site before March and is very excited about what Fort Wayne has to offer the student-athletes.

h. DVSport usage. The committee would like to begin discussions with DVSport for replay services at the finals site and sectional sites initially. The DVSport contract expires in 2019. SUPP. NO. 1

10. National Association of Basketball Coaches (NABC) report and all-star games. Pat Cunningham, head men’s basketball coach at Trinity University (Texas) and a member of the NABC, joined the committee via teleconference to recap the 2018 All-Star Game and to provide details for the 2019 All-Star Game. The NABC will have a dedicated section of seats in Fort Wayne at the championship.

11. 2019 annual meeting. Committee members agreed to meet June 3-4 in Indianapolis.

Division III Championships Regional Realignment Project Discussion and Feedback Document for Sport Committees

Background The championships sub-committee of the Division III Commissioners Association (D3CA) began to examine possible regional realignment changes as it was exploring the Division’s selection criteria. In the process, the committee revisited work on regional realignment conducted by the Division III Championships Committee several years ago (around 2011). The commissioners were engaged with the championships committee at the time; however, those regional proposals were not implemented. Since that time, concerns continue to surface about inconsistencies in the number of schools per regions and schools not being in the same regions for comparable sports.

Further, the sub-committee identified several reasons to reinitiate the regional realignment study:

• Recent studies by several sport committees looking for ways to accommodate growth in membership and address specific concerns about unbalanced regions in order to provide better efficiency in the selection process (i.e., fewer schools per region would allow better review by the RAC and national committee chairs); • The increased importance of regions that focus on geography (distance between regional opponents); • Unexplained regional allocation in some sports (e.g., men’s with two regions to account for 220 sponsoring institutions); and • The exponential growth in some sports (e.g., women’s lacrosse) since the last regional realignment.

The D3CA championships sub-committee collected past data, met on numerous occasions and explored several models on its way to the current proposal. The group focused on three guiding principles in its deliberations:

• Balancing the number of institutions across all regions; • Placing importance on geographic proximity for regional placement; and • Maintaining conference members in the same regions.

Competitive balance was not considered as a primary principle understanding that strength changes from year to year and regions should be primarily based on geography.

Project Development The sub-committee prepared a 10-region model (without consideration of the sponsorship numbers by sport) as well as a scaled model dependent on sport sponsorship. Results from the 2017-18 season were considered to better understand scheduling tendencies between conferences. The sub- committee believed the scheduling habits would help identify conferences that might need adjustment in the new format along with direction for where to place conferences as the number of regions change in a sport. The sub-committee also asked commissioners to identify their most frequent conference opponents. Ultimately, the sub-committee moved forward the scaled model. SUPP. NO. 2a

Feedback Process In October and November of 2018, two members of the sub-committee communicated via sport- specific teleconferences with all Division III championship liaisons and sport committee chairs. Some sports, including rowing, ice hockey and men’s , were not included as they did not merit changes. The project background and guiding principles were outlined before feedback was gathered from the teleconference participants.

The following questions were posed in advance so that participants were prepared and had time to consider any additional questions:

• Do the number of regions for your sport look about right? The number of schools per region? • If your committee is simultaneously considering region changes, how does this proposal compare to your committee’s work? Anything from your committee’s work that should be considered in the proposal? • (If your sport includes a proposal to increase the number of regions) Do you have any concerns about a corresponding increase to committee members? (refer to p. 4 for a summary of the net region changes) • Can you anticipate any unintended consequences with the proposed changes for your sport? In rankings? In selections? • If the project received support from the championships committee later this year (consider Feb 2019), when is it optimal to implement? • Do you have any considerations or suggestions to offer in the review process? For example, one idea offered was to consider sharing the project with coaches associations so that they can consider whether to adjust their regions for awards, etc.

Several participants suggested changes due to independents having moved into member conferences. Likewise, several noted a few competitive/traditional rival concerns for the sub- committee to consider. These changes were noted and submitted to the sub-committee prior to drafting the final version for consideration by the entire D3CA. None of the competitive-based suggestions were incorporated based on the original decision of the sub-committee to avoid balancing regions using competitive factors.

Notably, some sports (women’s , women’s lacrosse and men’s lacrosse) were in the process of discussing changes to their regional alignments. The sub-committee, staff liaisons and committee chairs with those sports worked collaboratively to finalize models. In addition, the sub- committee reached out to the executive directors of all the coaches associations in December to inform them of the ongoing work. And, the sub-committee maintained dialogue with and provided updates to the championships committee and staff liaison Liz Turner Suscha throughout the process.

Regional Realignment Plan and Next Steps Upon refinement of the plan based on the principles outlined above, the sub-committee moved the discussion to the full DC3A for endorsement (refer to Attachment for proposals by sport). Once approved at the DC3A meeting in January, the proposal was, in turn, supported by the championships committee at its February 2019 meeting. With consultation from staff, the SUPP. NO. 2a

determination was made to present a model to the governance structure (i.e., the championships committee) without first seeking formal positions from sport committees.

After the February championships committee meeting, a few sport committees expressed concerns that ranged from wanting to adjust one or two conferences within the proposed alignment to significant concerns about how the proposed model would affect competitive balance overall. Championships committee members affirmed the proposal’s stated principles. However, the committee agreed that more uniform input from all sport committees is optimal and that it will help determine whether any proposed alternatives fit the guiding principles. To this end, sport committees are asked to review and provide responses to the questions posed below. The championships committee requests that responses be submitted no later than May 31st so that they may be reviewed in total at the championships committee’s June in-person meeting. At that point, the committee will make a final determination about a formal recommendation to submit to the Management Council in July. SUPP. NO. 2b Men's Basketball

NCAA Division III Provisional and Reclassifying Membership Frequently Asked Questions

I. Definitions.

Question No. 1: What is the exploratory year?

Answer: The exploratory year represents an opportunity for an institution to learn about the NCAA and Division III and to determine if Division III membership is appropriate for the institution and if the campus is prepared to begin the provisional or reclassifying membership process.

Question No. 2: What is a provisional member institution?

Answer: A provisional member institution is a four-year college or university or a two-year upper-level collegiate institution accredited by the appropriate regional accrediting agency and that has applied for active membership in the NCAA (NCAA Division III Constitution 3.02.3.2).

Question No. 3: What is a reclassifying member institution?

Answer: A reclassifying member institution is an active NCAA Division I or Division II member institution that has applied for active membership in Division III.

II. Division III Exploratory Year.

Question No. 1: How long is the entire process to join Division III?

Answer: Typically five years. An institution must serve an exploratory year (NCAA Constitution 3.6.3.1) and then four years in the provisional or reclassifying membership process (Bylaw 20.3.3).

Question No. 2: What is the timeline for the exploratory year?

Answer: For an institution intending to explore Division III during the upcoming academic year, the exploratory year application is due not later than January 15. The application for the exploratory year may be found on the NCAA Division III Membership webpage in the “Division III Membership Links” section.

Question No. 4: Is there a cost associated with the exploratory year?

Answer: A $500 nonrefundable fee must be submitted with the exploratory year application.

Question No. 5: Is an institution automatically accepted to participate in the exploratory year when it submits an application?

Answer: No. Although most applicant institutions are invited to participate in the exploratory year, none are automatically accepted.

Question No. 6: When is an institution notified of its status to participate in the exploratory year?

Answer: An institution is notified of its status to participate in the exploratory year process following the NCAA Division III Membership Committee’s in- person meeting held every February.

Question No. 7: When does an institution officially begin the exploratory year?

Answer: September 1 of the academic year in which the institution serves its exploratory year. For example, if an institution serves its exploratory year during the 2018-19 academic year, September 1, 2018 is when the exploratory year officially begins.

Question No. 8: Is an institution required to publicly announce its participation in the Division III exploratory year? If so, when?

Answer: The NCAA Division III Presidents Council requests (but does not require) an institution to publicly announce its decision to explore Division III to provide transparency for all institutional stakeholders, and to ensure all prospective and current student-athletes are aware of potential athletically related financial aid implications if the institution ultimately decides to apply for Division III provisional or reclassifying membership status. the exploratory year has been accepted by the Division III Membership Committee.

Question No. 9: Is an institution considered a Division III member during the exploratory year?

Answer: No. An institution is not considered a Division III member in any regard during the exploratory year. Therefore, if an institution is a member of another athletic association (e.g., NAIA) or another NCAA division, the institution should continue to adhere to the rules and regulations of the association or NCAA division to which it belongs.

Question No. 10: Must an institution adhere to Division III legislation during the exploratory year?

Answer: No.

Question No. 11: What is an institution required to do and/or attend during the exploratory year?

Answer: During an institution’s exploratory year, an institution is required to either:

1: Send the chancellor or president and director of athletics (other institutional guests are welcome) to an all-day exploratory orientation at the NCAA national office in Indianapolis, typically in September or October; or

2. Host a representative of the Division III Membership Committee and NCAA staff during an all-day visit to the institution’s campus, typically in September or October.

The Division III Membership Committee shall determine whether an institution must attend an exploratory orientation at the NCAA national office or host a campus visit based on whether the institution’s exploratory application demonstrates a commitment to the Division III philosophy and evidence of the resources necessary to conduct a viable Division III athletics program. If the institution’s exploratory application does not demonstrate a commitment to the Division III philosophy and evidence of the resources necessary to conduct a viable Division III athletics program, the Division III Membership Committee may wish to conduct a visit to the institution’s campus. Question No. 12: Is an institution required to attend the NCAA national convention during the exploratory year?

Answer: Yes. An institution is required to attend the NCAA national convention as a non-Division III member.

Question No. 13: Is an institution required to attend the NCAA Regional Rules Seminars during the exploratory year?

Answer: No. However, an institution is welcome to attend the NCAA Regional Rules Seminars as a non-Division III member.

Question No. 14: Is there a way for an institution to waive the Division III exploratory year?

Answer: Yes. An institution may apply for a waiver of the exploratory year not later than May 15 following the submission of the exploratory year application. The Division III Membership Committee may grant waivers of the exploratory year based on a determination that the institution demonstrates a commitment to the Division III philosophy and evidence of the resources necessary to conduct a viable Division III athletics program. See Bylaw 20.3.1.1.3 for specific application criteria.

Question No. 15: If an institution is accepted to participate in the exploratory year, but ultimately changes course, may the institution defer its exploratory year?

Answer: No. If an institution prefers to participate in a subsequent exploratory year, the institution must reapply, including an additional $500 nonrefundable fee.

Question No. 16: If an institution applies for a second exploratory year, does it negatively impact the institution’s chances of being accepted to participate in the provisional or reclassifying membership process?

Answer: No. There is no consequence (good or bad) for an institution that participates in multiple exploratory years. The Division III Membership Committee recognizes the philosophical, political, fiscal, and operational complexities of joining Division III, and encourages institutions to explore Division III at their own pace.

III. Division III Provisional Membership Process.

Answer: For an institution intending to be a provisional member for the upcoming academic year, the provisional membership application is due not later than January 15. Question No. 3: Is there a cost associated with the provisional membership process?

Answer: A provisional member institution must pay a nonrefundable fee of $37,500 for the provisional/reclassifying member education program. At the time of application for the exploratory year, a $500 nonrefundable fee is due. The remaining $37,000 fee is due by September 1 of the first year of the provisional membership process. This educational fee covers travel and other expenses for NCAA staff and Division III Membership Committee members. It also funds staff time and material costs associated with the provisional/reclassifying membership program. It is important to note a provisional member institution must also pay NCAA annual dues during each year of the provisional membership process (Constitutions 3.6.3.1.1 and 3.7).

Question No. 4: How many institutions are accepted as provisional or reclassifying members each year?

Answer: There is a maximum of four institutions admitted to the provisional/reclassifying membership process in any one year, and a maximum of 12 provisional or reclassifying institutions participating in the program in total. (NCAA Bylaw 20.3.2).

Question No. 7: Is an institution required to publicly announce its participation in the provisional membership process? If so, when?

Answer: It depends on the rules and policies of the particular conference.

Question No. 19: Is a provisional member institution eligible for NCAA catastrophic-injury insurance?

Answer: A provisional member institution is not eligible for NCAA catastrophic- injury insurance. However, a provisional member institution must certify insurance coverage for medical expenses resulting from athletically related injuries sustained by a student-athlete participating in a covered event in an intercollegiate sport as recognized by the participating institution. Covered benefits are described in Constitution 3.2.4.8.3 and include such events as team travel, competition, practice and conditioning sessions. Such insurance coverage must be of equal or greater value than the $90,000 deductible of the NCAA catastrophic-injury insurance and may be provided through the participant’s personal insurance coverage or the institution’s insurance program.

Question No. 20: May athletics department staff or student-athletes at a provisional member institution serve on a Division III committee?

Answer: No.

Question No. 21: May a provisional member institution maintain membership in other athletics associations?

Question No. 22: Is there any information that a provisional member institution must provide to the national office statistics staff?

Answer: Provisional member institutions must submit score reporting to the national office statistics staff during each of the four years of provisional membership. The NCAA statistics staff contacts institutions via email at the beginning of each season and outlines which requirements are expected of all institutions.

Question No. 23: Is there a way for an institution to reduce the four-year provisional membership process?

Answer: Yes. At the completion of year two of the provisional membership process, an institution may apply to waive one year of the four-year provisional membership process. The Division III Membership Committee may grant waivers of the four-year process based on compelling evidence that the institution has satisfied several requirements. See Bylaw 20.3.3.1.1 for specific application criteria.

IV. Division III Reclassifying Membership Process.

Question No. 1: How long is the entire process to join Division III?

Answer: Typically five years. An institution must serve an exploratory year (Constitution 3.6.3.1) and then four years in the reclassifying membership process.

Question No. 2: When is the application for reclassifying membership due?

Answer: For an institution intending to be a reclassifying member for the upcoming academic year, the reclassifying membership application is due not later than January 15. The application for reclassifying membership may be found on the Division III Membership webpage in the “Provisional and Reclassifying Resources” section.

Question No. 3: Is there a cost associated with the reclassifying membership process?

Answer: A reclassifying member institution must pay a nonrefundable fee of $37,500 for the provisional/reclassifying member education program. At the time of application for the exploratory year, a $500 nonrefundable fee is due. The remaining $37,000 fee is due by September 1 of the first year of the reclassifying membership process. This educational fee covers travel and other expenses for NCAA staff and Division III Membership Committee members. It also funds staff time and material costs associated with the SUPP. provisional/reclassifying membership program. It is important to note a reclassifying member institution must also pay Division III annual dues during each year of the reclassifying membership process (Constitutions 3.6.3.1.1 and 3.7).

Question No. 4: How many institutions are accepted as provisional or reclassifying members each year?

Answer: There is a maximum of four institutions admitted to the provisional/reclassifying membership process in any one year, and a maximum of 12 provisional or reclassifying institutions participating in the program in total. (Bylaw 20.3.2).

Question No. 5: When is an institution notified of its status to participate in the reclassifying membership process?

Answer: An institution is notified of its status to participate in the reclassifying membership process following the Division III Membership Committee’s in-person meeting held every February.

Question No. 6: When does an institution officially begin the reclassifying membership process?

Answer: September 1 following acceptance by the Membership Committee into the reclassifying membership process. For example, if the Membership Committee accepts an institution into the reclassifying membership process in February 2018, the institution’s official start date of the reclassifying membership process is September 1, 2018.

Question No. 7: Is an institution required to publicly announce its participation in the reclassifying membership process? If so, when?

Answer: The Presidents Council requests (but does not require) an institution to publicly announce its reclassifying membership to provide transparency for all institutional stakeholders, and to ensure all prospective and current student-athletes are aware of potential athletically related financial aid implications. Public announcements may be issued once an institution is accepted by the Division III Membership Committee to participate in the reclassifying membership process.

Section 2•4 Selection Criteria

Countable Games. Only games listed on the institution’s originally submitted schedule will be considered for tournament-selection purposes. The addition of games not listed on the institution’s published schedule as an aid for selection shall not be considered.

In-Region Competition. (See In-Region Competition on page 16 for definitions of in-region competition.)

Selection Requirements. To be considered during the at-large selection process (Pools B or C), an institution must play at least 70 percent of its competition against Division III in-region opponents, unless a waiver has been approved by the Division III Championships Committee.

Bylaw 31.3.3.1 – Countable Competition. For NCAA team-championship selection purposes, competition is countable only when the teams played are varsity intercollegiate teams of four-year, degree-granting institutions that conduct a majority of their competition in that team sport against varsity intercollegiate teams (see Constitution 3.2.4.4) of United States four-year, degree-granting institutions. Competition against service teams, professional teams, semiprofessional teams, amateur teams, two-year colleges and club teams shall be excluded. In addition, only games listed on the institution’s originally submitted schedule will be considered for tournament selection purposes. The addition of games not listed on the institution’s published schedule as an aid for selection shall not be considered.

PRIMARY SELECTION CRITERIA

The primary criteria emphasize competition leading up to NCAA championships; all criteria listed will be evaluated (not listed in priority order).

 Win-loss percentage against Division III opponents.  Division III strength of schedule. o Opponents’ Average Winning Percentage (OWP). o Opponents’ Opponents’ Average Winning Percentage (OOWP). [See below for explanation of OWP and OOWP calculations.]

 Division III head-to-head competition.  Results versus common Division III opponents.  Results versus ranked Division III teams as established by the final ranking and the ranking preceding the final ranking. Post-season contests are included.  Nullification (Bylaw 31.02.4). Note: Contests versus provisional and reclassifying members in their third and fourth years shall count in the primary criteria. The strength of schedule is made up of two factors: the opponents’ winning percentage (OWP) and the opponents’ opponents’ winning percentage (OOWP).

Opponents’ Winning Percentage. Take each opponent’s won-lost record against other Division III teams (excluding the results against the team in question); add all wins and all losses to get the cumulative won-lost record that is used to determine the opponents’ winning percentage.

To Calculate. Team A’s schedule is as follows:

Opponents’ Opponents’ Winning Percentage (OOWP). The strength of each opponent’s schedule is measured by taking all of their opponents’ won-lost records and finding the winning percentage based on the total opponents’ opponents’ won-lost record. This recognizes the fact that two opponents with similar won-lost records may have played far different schedules (in terms of strength of opponents).

To Calculate. Using the total opponents’ won-lost record for Teams B, C, D, E and F (Team A’s opponents), perform the same calculation as the OWP.

It is important to note that the OOWP will support the OWP (i.e., if Teams A and C have the same OWP of .561; Team A has an OOWP of .505 and Team C has an OOWP of .456; it would indicate Team A has the stronger strength of schedule).

Home/Away Multiplier. A multiplier of 1.25 shall be added to the OWP and OOWP for those games played away from home. A multiplier of 1.0 (no positive or negative effect) will be included in the OWP and OOWP for all neutral games. A multiplier of 0.75 shall be included in the OWP and OOWP for all home games. SUPP. Strength of Schedule Calculation. To calculate the strength of schedule, add two-thirds of the OWP to one-third of the OOWP. Team A’s strength of schedule calculation is as follows: Value Weight SOS Value OWP .561 .667 .374 OOWP .505 .333 .168 Strength of Schedule .542

SECONDARY SELECTION CRITERIA

If the evaluation of the primary criteria does not result in a decision, the secondary criteria will be reviewed. All the criteria listed will be evaluated (not listed in priority order). The secondary criteria introduce results against all other opponents from other classifications (i.e., provisionals, NAIA, NCAA Divisions I and II).

PAIRINGS AND SITE SELECTION

Once automatic qualifiers are identified and the Pools B and C teams are selected, the following guidelines should be followed:

 Teams will be grouped in clusters according to natural geographic proximity. Teams will then be paired according to geographic proximity. A team may be moved to numerically balance the bracket if geographic proximity is maintained. Teams should be paired and eligible sites should be selected according to geographic proximity (within 500 miles).  Teams may be seeded on a regional basis using the regional selection criteria. However, geographic proximity takes precedence over seeding.  Teams from the same conference do not have to play one another in the first round as long as geographic proximity is maintained. The highest-seeded team that meets all selection criteria (and after a review of the submitted host materials) will be selected as the host institution, provided geographic proximity is maintained. It is the intent of the committee to create competition brackets with a maximum of eight teams competing in each bracket. Flights will be kept to a minimum. The host institution will play the second game when applicable. The higher-ranked team will be listed at the top of the competition bracket. The top team on the bracket is the designated home team and will wear the light- (white-)colored jersey in contrast with the visiting team’s dark uniform. SITE SELECTION

Any institution interested in hosting preliminary-round competition of the championship must submit a proposed budget, respond to sport-specific questions (if applicable) and ensure that the institution’s key contacts and facility information are complete and current in the Championships Bid and Profile System. Please note that in order to submit a bit, you must first locate the desired championship in the “Championships Available for Bidding” section and select “Start Bid.” Please note the change in process that allows all member institutions to regularly and easily access their profiles by visiting championships.ncaa.org. The Championships Committee has prioritized the following site-selection criteria for all championships:

 Complete bid;  Quality and availability of the facility and other necessary accommodations;  Geographical location (which may include such factors as rotation of sites, weather, accessibility and transportation costs);  Seeding; and  Attendance history, hosting history and revenue potential, which shall be considered necessary to assure fiscal responsibility. In addition, the Men’s Basketball Committee requires each host to record all contests at its site, with the intent to make available to each team a copy (DVD format) of the contest in which it participated. The committee also prefers sites that will not host conflicting events during the championship practice and competition. Sites will also be evaluated as to the availability of appropriate practice times for all SUPP. NO. 9

competing teams. To host first-round, second-round or sectional contests, a regulation court as defined in the 2017-18 and 2018-19 NCAA Men’s Basketball Rules and Interpretations must be used. To host sectional competition, arena seating for at least 1,000 spectators is required. Please also review the host operations manual for a detailed list of facility requirements. An evaluation will be made of institutional facilities to determine if they are acceptable for championship play. Selection of host sites will be based partly upon the quality of the playing facility. A facility evaluation form must be completed online with a deadline of Feb. 16. Instructions on accessing and completing the online facility evaluation will be sent to the directors of athletics of all eligible Division III institutions sponsoring men’s basketball. The facility evaluation is one of the tools used in determining site selection. Any institution or conference interested in hosting a preliminary round of the 2018 NCAA Division III Men’s Basketball Championship must submit a proposed budget, facility evaluation form, key contacts form and video board questionnaire (if applicable) to be considered to host. A separate proposed budget and key contacts form must be submitted for each round that an institution or conference is interested in hosting. SUPP. NO. 10
