Rigolets Pass Bridge ~ Test Pile Program RIGOLETS PASS BRIDGE ~ TEST PILE PROGRAM By: Chris Nickel, P.E. LA DOTD Pavement & Geotechnical Services Louisiana Department of Transportation & Development • BACKGROUND ~This state project consists of the construction of the new Rigolets Pass Bridge located in Orleans Parish along route US 90 near Chalmette, which is northeast of New Orleans. The Rigolets Pass waterway connects Lake Pontchartrain with the Gulf of Mexico. ~The existing bridge was built in 1931 and consists of two narrow traffic lanes along with a swing span to control major waterway traffic. In order to safely improve roadway and waterway traffic flow, a new two-lane high-rise structure will be built west of the existing structure. The new structure will consist of 63 bents with a total bridge length of 5,489 feet. Louisiana Department of Transportation & Development MS.     A Medley of Cultures: Louisiana History at the Cabildo Chapter 1 Introduction This book is the result of research conducted for an exhibition on Louisiana history prepared by the Louisiana State Museum and presented within the walls of the historic Spanish Cabildo, constructed in the 1790s. All the words written for the exhibition script would not fit on those walls, however, so these pages augment that text. The exhibition presents a chronological and thematic view of Louisiana history from early contact between American Indians and Europeans through the era of Reconstruction. One of the main themes is the long history of ethnic and racial diversity that shaped Louisiana. Thus, the exhibition—and this book—are heavily social and economic, rather than political, in their subject matter. They incorporate the findings of the "new" social history to examine the everyday lives of "common folk" rather than concentrate solely upon the historical markers of "great white men." In this work I chose a topical, rather than a chronological, approach to Louisiana's history. Each chapter focuses on a particular subject such as recreation and leisure, disease and death, ethnicity and race, or education. In addition, individual chapters look at three major events in Louisiana history: the Battle of New Orleans, the Civil War, and Reconstruction. Organization by topic allows the reader to peruse the entire work or look in depth only at subjects of special interest. For readers interested in learning even more about a particular topic, a list of additional readings follows each chapter. Before we journey into the social and economic past of Louisiana, let us look briefly at the state's political history.

Introduction Lake Pontchartrain is a brackish estuary located in southeastern Louisiana, United States. It is the second-largest saltwater lake in U.S. The lake covers an area of 1630 square km with a mean depth of 4.0 meters. It is an oval-shaped quasi-enclosed water body with the main east-west axis spanning 66 km, while the shorter north–south axis is about 40 km. It is con‐ nected to the Gulf of Mexico via Rigolets strait, to Lake Borgne via Chef Menteur Pass, and to Lake Maurepas via Pass Manchac. These lakes form one of the largest estuaries in the Gulf Coast region. It receives fresh water from a few rivers located on the north and north‐ west of the lake. The estuary drains the Pontchartrain Basin, an area of over 12,000 km2 situ‐ ated on the eastern side of the Mississippi River delta plain. Lake Pontchartrain has served the surrounding communities for more than two centuries. The coastal zone of the Lake and its basin has offered opportunities for fishing, swimming, boating, crabbing and other recreational activities. The Lake Basin is Louisiana's premier ur‐ ban estuary and nearly one-third of the state population live within this area. Over the past decades, rapid growth and development within the basin have resulted in significant envi‐ ronmental degradation and loss of critical habitat in and around the Lake.

In previous months we’ve investigated Milneburg, Spanish Fort, and West End; here we consider hamlets farther east. Though mostly gone now, these communities remind us that New Orleans, while not on the Gulf Coast, is and always has been a coastal city. Seabook. Edge Lake. Citrus. Little Woods. South Point. Lee. Micheaud. Chef Menteur. Rigolets. Sound familiar? Some yes, some no? These were all tiny communities in eastern New Orleans a century ago. Some were fishing enclaves or recreational facilities; others were train stops serving hunting and fishing clubs. Nearly all have since disappeared or transformed utterly, such that New Orleanians today may be surprised to learn of their city’s historic “rural coast.” And coastal it was (and remains): lakes Pontchartrain, Catherine, and Borgne are all brackish tidal lagoons connected to the Gulf of Mexico, and while we call them “lakes,” they are really bays, making New Orleans a coastal city and its eastern flanks an estuarine marsh. Present-day eastern New Orleans originally comprised two basins separated by a ridge created by a former channel of the Mississippi River, and later by its since-abandoned Bayou Gentilly/Bayou Sauvage distributary. This wending upland, barely a few feet above sea level but high enough to enable foot passage, underlies today’s Old Gentilly Road and Chef Menteur Highway.

In 1995, the slip had a centerline controlling water depths, obstructions, buoys, other aids to navigation, and much depth of 22 feet to the lower end of the wharf, thence 18 feet to the more.     Tidal Flux Variation in the Lower Pearl River and Lake Pontchartrain Estuaries of Mississippi and Louisiana D. Phil Turnipseed1, Member ASCE Abstract Three tidal gages were constructed to collect hydraulic and water-quality properties that could be used to compute the tidal flux of the Pearl River and Lake Pontchartrain estuarine systems in Mississippi and Louisiana. The gages record continuous tidal stage, velocity, water temperature, specific conductance, and salinity, and transmit these data via the GOES satellite for output to a USGS real-time Internet portal. A 25-hour tidal study was completed during a maximum slack tide period in September 2001, which measured hydraulic and water-quality properties. These data were correlated with data recorded by the gages. Relations were developed for stage and area, and for an index acoustic velocity signal and average velocity. Continuous tidal inflow/outflow was computed for all three gages. Tidal effects were attenuated using a ninth-order Butterworth low-pass filter. Net inflows were recorded at two of three sites during the tidal study. The data will be used to help calibrate a regional RMA2 flow model. Introduction During 2000-2001, the U.S. Geological Survey (USGS), in cooperation with the Ocean Modeling and Prediction Division of the U.S. Naval Oceanographic Office (NAVOCEANO), constructed tidal gages at the East Pearl River at CSX Railroad near Claiborne, Mississippi, at the Rigolets at CSX Railroad near Rigolets, Louisiana, and at the Chef Menteur Pass at CSX Railroad at Chef Menteur, Louisiana, to collect data that could be used to compute the tidal flux of the Pearl River and Lake Pontchartrain estuarine systems in Mississippi and Louisiana.

    NEW ORLEANS NOSTALGIA Remembering New Orleans History, Culture and Traditions By Ned Hémard The Borgne Identity In the kingdom of the blind, the one-eyed man is king. Or, as they say in France: “Au royaume des aveugles, les borgnes sont rois.” Une borgne in French, you see, is “one who is blind in one eye.” And so it is with the historian, the truth often being murky and not all that easy to see. In the case of the naming of Lake Borgne, the large lagoon connecting the Gulf of Mexico with Lake Pontchartrain, what follows are just a few of the explanations, that have come down through the ages. The Cleveland Plain Dealer, on May 18, 1895, printed the following: “Dingy” or “shady” is another definition apart from “one-eyed.” Un hôtel borgne is a “shady hotel,” while une fenêtre borgne is “an obstructed window,” or one not in plain view. Louisiana historian (and grandson of Étienne de Boré) Charles Gayarré (January 9, 1805 – February 11, 1895) had this to say about Lake Borgne in his History of Louisiana (1867): “From Lake Pontchartrain, Iberville arrived at a sheet of water which is known in our days under the name of Lake Borgne. The French, thinking that it did not answer precisely the definition of a lake, because it was not altogether land-locked, or did not at least discharge its waters only through a small aperture, and because it looked rather like a part of the sea, separated from its main body by numerous islands, called it Lake Borgne, meaning something incomplete or defective, like a man with one eye.” Clare D‟Artois Leeper, writing in the Baton Rouge Sunday Advocate, February 18, 1968, after repeating Gayarré‟s explanation, offered that it was “possible, however that Lake Borgne may have been named for some French official, as were nearby lakes Pontchartrain and Maurepas.
