Multiculturalism, Cosmopolitanism and Exclusion Identity from the Perspective of Montreal's Ethnocultural and Linguistic Minorities Andy Catalano A Thesis Submitted to the Faculty of Graduate and Postdoctoral Studies in Partial Fulfillment of the Requirements for the Degree of Masters of Arts in Political Studies School of Political Studies Faculty of Social Sciences University of Ottawa ©Andy Catalano, Ottawa, Canada, 2016 Abstract This thesis explores the meaning of the Montreal identity from the perspective of Montreal's ethnocultural and linguistic minorities. Generally speaking, it is commonplace for authors in the academic literature on Montreal to describe the city and its identity in terms of its multicultural and cosmopolitan sensibilities. While this forms part of what it means to be a Montrealer, this is not the only significance that this project accounts for. In examining the opinion sections of the Montreal Gazette from the period of September 4th, 2012 to the period of April 7th, 2014 this thesis reveals that the meaning of the Montreal identity is tied to both the aforementioned multicultural and cosmopolitan sensibilities, as well as a sentiment of exclusion rooted in an ethnic interpretation of the Québec nation. Accordingly, this research also shows how these aspects of Montrealness contribute to the building of a Montreal identity that is meant to be distinct and even opposed to Québec identity. ii Acknowledgements Firstly, I would like to thank the University of Ottawa and the School of Political Studies for their generous financial support and for providing me with an enriching academic experience. Losing Relevance: Quebec and the Constitutional Politics of Language Abstract This article asks whether Quebec has lost relevance in the constitutional politics of language. It proposes a doctrinal analysis of the Supreme Court’s Charter jurisprudence, with an emphasis on the most recent body of case law, and an assessment of its political consequences in the area of language policy in Quebec. The ra ticle argues that constitutional review has increasingly protected individual rights over Quebec’s collective right to maintain its language and culture. This can be explained by the move towards an implacable parallel constitutionalism and a redefinition of official minority linguistic rights in the jurisprudence, as well as by the exhaustion of Quebec’s legislative counterattacks to court rulings. The ra ticle concludes that Quebec is no longer driving concepts of Canadian citizenship.

Conclusion 65 3 Chapter 1: Introduction-The Future of Quebec The Quebec separatist movement has been debated for decades and yet no one can seem to come to a conclusion regarding what the future of the province holds for the Quebecers. This thesis aims to look at the reasons for the Quebec separatist movement occurring in the past as well as its steady level of support. Ultimately, there is a split within the recent literature in Quebec, regarding those who believe that independence is off the political agenda and those who think it is back on the agenda. This thesis looks at public opinion polls, and electoral returns, to find that the independence movement is ultimately off the political agenda as of the April 2014 election, but continues to be supported in Quebec public opinion. I will first be analyzing the history of Quebec as well as the theories other social scientists have put forward regarding separatist and nationalist movements in general.
