    bluemetropolis.org November 2011 Annual Report 2010-2011 Blue Metropolis Foundation 2 MESSAGE FROM THE CHAIR OF THE BOARD OF DIRECTORS Blue Metropolis is much more than a great literary festival. It is a crucial cultural institution in an ever changing cultural and demographic landscape. And so it is with great pleasure and honour that I chair the Board of Directors of this astonishing organization. Since no individual organization or actor has the resources to singlehandedly produce meaningful change in society, Blue Metropolis Foundation has, since its beginning, forged strong partnerships with a variety of stakeholders in Montreal, Quebec, Canada and internationally. It has maintained these partnerships in 2010-2011, which has been a transitional year for the Foundation. The Board of Directors is proud of, and has supported, several noteworthy achievements: • a successful new-look festival, with a 50 percent increase in ticket sales and over 22,000 visitors in attendance • the development of new and innovative partnerships for our educational programmes and digital ventures • a significant reduction of our fixed costs, including a restructuring of the staff for even better productivity and to begin repaying the accumulated deficit • a bold fundraising campaign resulting in close to $500,000 from private donors Thank you to William St-Hilaire and her team for a successful transition and a memorable Festival. And special thanks to Linda Leith, the remarkable founder of Blue Metropolis, who resigned at the end of 2010.     What Does it Mean to be a Montrealer? Multiculturalism, Cosmopolitanism and Exclusion Identity from the Perspective of Montreal's Ethnocultural and Linguistic Minorities Andy Catalano A Thesis Submitted to the Faculty of Graduate and Postdoctoral Studies in Partial Fulfillment of the Requirements for the Degree of Masters of Arts in Political Studies School of Political Studies Faculty of Social Sciences University of Ottawa ©Andy Catalano, Ottawa, Canada, 2016 Abstract This thesis explores the meaning of the Montreal identity from the perspective of Montreal's ethnocultural and linguistic minorities. Generally speaking, it is commonplace for authors in the academic literature on Montreal to describe the city and its identity in terms of its multicultural and cosmopolitan sensibilities. While this forms part of what it means to be a Montrealer, this is not the only significance that this project accounts for. In examining the opinion sections of the Montreal Gazette from the period of September 4th, 2012 to the period of April 7th, 2014 this thesis reveals that the meaning of the Montreal identity is tied to both the aforementioned multicultural and cosmopolitan sensibilities, as well as a sentiment of exclusion rooted in an ethnic interpretation of the Québec nation. Accordingly, this research also shows how these aspects of Montrealness contribute to the building of a Montreal identity that is meant to be distinct and even opposed to Québec identity. ii Acknowledgements Firstly, I would like to thank the University of Ottawa and the School of Political Studies for their generous financial support and for providing me with an enriching academic experience.

Meanwhile, in Quebec, every premier, from Jean Lesage to Philippe Couillard, has assumed that Quebec has a right to secede if such is the expressed wish of its population. That consensus shows a grievous misunderstanding of the requirements of a true liberal democracy that recognizes the supremacy of the rule of law. The result has been that the people of Quebec have been constantly confused and misled about the true conditions required for a legal and therefore peaceful secession. And the April 2018 decision by Quebec Superior Court Justice Claude Dallaire in the case of Henderson c. Québec (Procureur general) only intensified the confusion. She declared as impeccably constitutional Lucien Bouchard’s Bill 991, the law that, on the face of it, grants Quebec the right to secede unilaterally based on a mere majority vote.
