Canada Abstract This dissertation is based on data collected through informal conversations, formal interviews, and participant observation at community events over sixteen months of fieldwork with Arab Canadians living in Ottawa, Ontario. Most literature on Canadian national identity focuses on the institutional reproduction and circulation of national identity discourses. Moreover, the few scholars who have recently written about the lives of Arabs in Canada and the United States tend to take a "post 9/11" approach which sometimes dehistoricizes the use of security discourses in Canadian and American governance. Rather than begin from the premise that "post/ 9/11" security discourses are most salient for constituting the subjectivities of Arab Canadians, I employ a multidimensional and multi-scalar analysis to investigate how research participants encountered, (re)interpreted, and negotiated numerous historically and institutionally produced Canadian and Arab national identity discourses. My focus is on the multidimensional experiential scale at which they encountered discourses that are institutionally (re)produced at, and through the interactions of, global, national, and local scales. Although institutionally produced and circulated national identity discourses - whether or not they are about "security" - might aim to govern immigrants' behaviours and desires in ways that keep them subservient to "the Canadian nation," I argue, these discourses do not shape immigrants' subjectivities in unidirectional or predictable ways. Indeed, such discourses intersect with other, equally salient, multi-scalar and multidimensional discourses in ways that shape research participants' subjectivities and produce their agency. Research participants' commitments to and desires for social and political change in Canada and the Middle East were particularly important for their ii interpretations of Canadian and Arab national identity discourses. Thus, the meanings they attributed to their immigration narratives and senses of national identity cannot be fully understood without paying attention to multiple dimensions of their social experiences and the intersections between the broad geographic, socio-historical, and political contexts in which they have lived in the past and live presently. iii Acknowledgements I would like to thank the Social Sciences and Humanities Research Council of Canada for their generous financial support of this project in the form of a Canada Graduate Scholarship (award 767-2005-1791). Much of the world is experiencing war and ongoing conflict, including genocide and apartheid, as new powers challenge the historic dominance of the West. Unnatural disasters threaten human and other life on planet Earth. A very small proportion of humanity holds most of the wealth and the world’s resources while others live in misery. There are new, bold expressions of old hatreds. Socialisms in all their variety matter today because they seek justice and peace for humanity, which is only possible through sustainable relationships with the natural world of which we are all a part. These struggles demand critical analyses of the unequal and ecologically destructive world we have inherited, as well as practices that prefigure a more just world to come in new circles of solidarity. For more than 50 years, the Society for Socialist Studies has endeavoured to open and maintain spaces for socialist and allied critical analyses and reflection, among both scholars and activists.

Mobility, as the ability among newcomers and citizens to move temporarily and circularly across international borders and between states, has become a pervasive norm for a significant portion of Canada’s population. Despite its pervasive nature and the growing public interest, however, current research has been limited in how Canadian policies are reacting to the ability of citizens and newcomers to move. This thesis seeks to fill that gap by analyzing Canada’s treatment of mobility within and across policies of immigration, citizenship and foreign affairs. An analytical mobility framework is developed to incorporate interdisciplinary work on human migration and these policy domains. Using this framework, an examination of policy developments in each domain in the last decade reveals that they diverge in isolation and from a whole-of-government perspective around the treatment of mobility. In some instances policy accommodates or even embraces mobility, and in others it restricts it.   • Canada and the Middle East Today: Electoral Politics and Foreign Policy
    CANADA AND THE MIDDLE EAST TODAY: ELECTORAL POLITICS AND FOREIGN POLICY Donald Barry Canadian Prime Minister Stephen Harper came to power in 2006 with little experience in foreign affairs but with a well developed plan to transform his minority Conservative administration into a majority government replacing the Liberals as Canada’s “natural governing party.”1 Because his party’s core of Anglo-Protestant supporters was not large enough to achieve this goal, Harper appealed to non- traditional Conservatives, including Jews, on the basis of shared social values. His efforts were matched by those of Jewish leaders and the government of Israel to win the backing of the government and its followers in the face of declining domestic support for Israel and the rise of militant Islamic fundamentalism. These factors accelerated a change in Canada’s Middle East policy that began under Prime Minister Paul Martin, from a carefully balanced stance to one that overwhelm- ingly favors Israel. Harper’s “pro-Israel politics,” Michelle Collins observes, has “won the respect—and support—of a large segment of Canada’s organized Jewish community.”2 However, it has isolated Canada from significant shifts in Middle East diplomacy and marginalized its ability to play a constructive role in the region. Harper and the Jewish Vote When he became leader of the Canadian Alliance party, which merged with the Progressive Conservatives to form the Conservative Party of Canada in 2004, Tom Flanagan says that Harper realized “The traditional Conservative base of Anglophone Protestants [was] too narrow to win modern Canadian elections.”3 In a speech to the conservative organization Civitas, in 2003, Harper argued that the only way to achieve power was to focus not on the tired wish list of economic conservatives or “neo-cons,” as they’d become known, but on what he called “theo-cons”—those social conservatives who care passionately about hot-button issues that turn on family, crime, and defense.

I am now wearing my hat as the representative of the Canadian Arab Federation (CAF), and also the board member of the Steering Committee of the National Anti-racism Coalition of Canada. I have to say that I am very shocked after hearing the minister speak earlier today, that he completely ignored the challenges faced by the Arab and the Muslim community in Canada. This is more shocking coming from a government who just recently had to apologize on behalf of the Canadian population to Maher Arar and his family, for the ordeal they were put through. The government recognizes the Canadian Security Agency’s responsibility in sending Maher Arar for one year to Syria, where he was imprisoned and tortured. This is again surprising from the government who just launched another public inquiry in the cases of three other Arab Muslim men who went through the same injustices as Maher Arar. Arabs and Muslims are currently one of the most targeted groups by Racism, Intolerance, and Islamophobia. A recent pool conducted by a major media outlet revealed that Arabs are the most hated ethnic group in Canada.
