Bhopal City Geography – Bhopal is the capital of Madhya Pradesh. Geographically the city is located in the west-south of the state at 23° 15′ 0″ N, 77° 25′ 0″ E. Bhopal has an average elevation of 500 metres (1401 ft). It is located on the Malwa plateau, it is higher than the north Indian plains and the land rises towards the Vindhya Range to the south. The city has uneven elevation and has small hills within its boundaries. The prominent hills in Bhopal are Idgah hills and Shyamala hills in the northern region, Katara hills in southern region. City's geography has in it two lakes namely upper lake and lower lake. Bhopal city is divided into two parts where one part which is near the VIP road and lake is old Bhopal (north) and the other is where mainly malls are situated New Bhopal (South). The total area of the metropolis capital is 285.88 km2 .

Bhopal

Climate - Bhopal has a humid subtropical climate, with cool, dry winters, a hot summer and a humid monsoon season. Summers start in late March and go on till mid-June, the average temperature being around 30 °C (86 °F), with the peak of summer in May, when the highs regularly exceed 40 °C (104 °F). The monsoon starts in late June and ends in late September. These months see about 40 inches (1020 mm) of precipitation, frequent thunderstorms and flooding. The average temperature is around 25 °C (77 °F) and the humidity is quite high. Temperatures rise again up to late October when winter starts, which lasts up to early March. Winters in Bhopal are cool, and not very much comfortable like summers, with average daily temperatures around 16 °C (61 °F) . The winter peaks in January when temperatures may drop close to freezing on some nights. Lowest temperature ever recorded was 0.3C. Total annual rainfall is about 1146 mm (46 inches).

Environmental Quality Water – Water regime in the city is not exposed to chemical pollution as there is no major (chemical) industrial cluster in the city limits, however the water bodies are exposed to the domestic pollution load. The surface water quality of the lakes in the city falls under B or C category when compared with the standards laid in the IS 2296 (1982) as these water bodies are located in the dense urban areas and are dependent on rains. Nevertheless water supply in part of the city is being sufficed from the upper lake after conventional treatment. Ground water quality in the city is moderate.

Air: No major industrial or agriculture activities are being carried out in the city limits. The nearest major Industrial area Mandideep (District Raisen) is located at about 15 Km from the city boundary. The only Industrial Activities being carried out within the city limits are: a) Govindpura Industrial Area (most of the units are fabricating units) b) Unit of BHEL (no major source of air pollution) c) Unit of Sanchi Dugdha Sangh – (the unit has switch over fuel from furnace oil to LPG in the boiler) The hot-spots identified with respect to the congested traffic zones include: a) Hamidia Road b) Bairagarh c) Kolar Road d) Hoshangabad Road e) M.P. Nagar

The ambient air quality of the city is being monitored by the Regional Office M.P. Pollution Control Board Bhopal at following 06 points: 1. Hamidia Road 2. Arera Colony 3. Kolar Road 4. Bairagarh 5. Barkaullaha University Hoshangabad Road 6. Govindpura Industrial Area

The results reveal that the concentration of gaseous pollutants viz. SO2 and NOx has always remained within the limits as prescribed in the standards. The concentration of particulate matter has shown higher values at some instances. The apparent cause for higher particulate matter in the air is traffic of the city and 7

to some extent the infrastructure development activities going on in the city. It is also noteworthy to state that several long-term as well as short-term infrastructure development activities under the smart city project are also in progress in the centre part of the city occasionally resulting in the increase in particulate matter in ambient air. A gradual improvement in the air quality is observed from 2014 onwards with implementation of various plans such as:  Execution of the plans for traffic management of the city, these plans include – widening of identified roads, removal / reduction of rotaries, construction of fly-over bridges / cable bridges, regular PUC check-up camps, synchronization of signal lights etc.  Execution of the plans under the ‘Ujwalla Yojna’ - replacement of fossil fuel with the LPG gas in the domestic sector thus controlling the fugitive emissions from domestic sources.  Total control on the burning of agriculture residues in the farms located on the out skirts of the city.  Total control on the burning of MSW at the dumping site located at Bhanpura Khanty.  All air polluting industries from the industrial area operating in the city have been shifted / closed. The unit of Sanchi Dugdha Sangh located in the centre of the city has switched over the fuel from FO to LPG.

Here it is noteworthy to state that the ambient air quality of the city is continuously observed to be improving for last 02 years and the same is expected to improve further with execution of various plans as proposed in this report.

1. BACKGROUND

1.1 Central Pollution Control Board vide its letter dated 01.07.2016, identified Bhopal as “Non Attainment City” and issued directions u/s 18(1)(b) of the Air (Prevention & Control of Pollution) Act, 1981 to ensure the time bound action on various “Action Points”, in order to improve the Air quality of Bhopal so as to confirm the prescribed standards. 1.2 In compliance to the above directions issued by CPCB, the department of environment Govt. of M.P. organized a meeting on dated 16-09-2016 under the Chairmanship of Chief Secretary of Govt. of M.P. Secretaries from various stake holder departments were present in the meeting. 1.3 A Committee was formed by the Chief Secretary Govt. of M.P. under the chair of Bhopal Divisional Commissioner comprising members from various stake holder departments. To streamline & identify the exact actions required meetings were called by the Divisional Commissioner Bhopal. Later administrative order was issued by the Divisional Commissioner constituting the district level committee to review the executions and finalize the action plan pertaining to left out works with different departments. Since, November 2016 four collective meetings have been conducted, in addition to the same continuous inter-action with the concerned officers of respective departments is being observed to update the compliance status.

2.0 NGT Case No. 681/2018

2.1 Hon’ble National Green Tribunal, Central Zonal Bench, New Delhi, in the matter of original application no. 681/2018 (News Item Published in the “Times of India” authored by Shri Vishwamohan Titled “NCAP with multiple timelines to clear Air in 102 cities to be released around August- 15” passed an order on 08/10/2018. The para 14 & 15 of this order are relevant to comply. In para 10 of the above order, it is stated that CPCB 9

has identified Bhopal city as non attainment city for pollutant PM10 parameter exceeding the prescribed norms.

2.2 That in para 08 of the above order, it is mentioned that CPCB gave presentation before Hon’ble Green Tribunal on 05.09.2018 and the data of air quality from 2011-2015 were considered in the above presentation and thus on the basis of air quality data for year 2011-15, Bhopal city has been considered as non attainment city by CPCB.

2.3 In para 15 (i, ii, iii, iv & v), Hon’ble National Green Tribunal has issued following directions:-

i. All the states & Union Territories with Non Attainment Cities must prepare appropriate action plans within 02 months aimed at bringing the standards of air quality within the prescribed norms within 06 months from date of finalization of the action plan.

ii. The Action Plans may be prepared by six-member committee comprising of Directors of Environment, Transport, Industries, Urban Development, Agriculture and Member Secretary, State Pollution Control Board or Committee of the concerned State. The Committee may be called Air Quality Monitoring Committee (AQMC). The AQMC will function under the overall supervision and coordination of Principal Secretary, Environment of the concerned State/Union Territory. This may be further supervised by the Chief Secretaries concerned or their counterparts in Union Territories by ensuring intra-sect oral co-ordination.

like vehicular pollution, industrial pollution, dust pollution, construction activities, garbage burning, agricultural pollution including pollution caused by burning of crop residue, residential and indoor pollution etc. The action plan shall also consider measures for strengthening of Ambient Air Quality (AAQ) monitoring and steps for public awareness including issuing of advisory to public for prevention and control of air pollution and involvement of schools, colleges and other academic institutions and awareness programmes.

iv. The Action Plan will indicate steps to be taken to check different sources of pollution having speedy, definite and specific timelines for execution.

v. The Action Plan should be consistent with the carrying capacity assessment of the non-attainment cities in terms of vehicular pollution, industrial emissions and population density, extent of construction and construction activities etc. The carrying capacity assessment shall also lay emphasis on agricultural and indoor pollution in rural areas. Depending upon assessed carrying capacity and source apportionment the authorities may consider the need for regulating number of vehicles and their parking and plying, population density, extent of construction and construction activities etc. Guidelines may accordingly be framed to regulate vehicles and industries in non-attainment cities in terms of carrying capacity assessment and source apportionment. After several meetings with stake holder departments and based on the information furnished on the completed/ on-going/ proposed activities an action plan with compliance status has been prepared and finalized so as to attain the air quality of Bhopal City as per the prescribed standards. The same is submitted with this report.

About Dewas City..

The city is located on the level plains of the Malwa plateau; to the south, the land rises gently to the Vindhya Range, of the Indian state of Madhya Pradesh. It is located 22.97 latitude and 76.06 longitudes and it is situated at elevation 544 meters above sea level and spread area approx 102 Sq.KM. and has a population of Dewas city is 289,550. As per census 2011. which is the source of the Chamble and Kali Sindh rivers that flow north through the district on their way to the Ganga. The main river in Dewas is Kshipra. Dewas is a city on the malwa plateau in the west-central part of the India state of M. P.. It is the 6th most populous city of Madhya Pradesh. It is located about 142 km southwest from Bhopal and 33 km from Indore and is the administrative center of the Dewas District The city was formerly the seat of two 15-Gun- Statue princely state during the Bristish Raj,Dewas Junior State & Dewas Senior State. Dewas is an industrialized city and houses a government bank note press which is the largest of its kind in Asia. Dewas is known for Devi Chamunda temple and Devi Tulaja Bhavani temple situated on a 300-foot (91 m) hilltop, Tekri. A broad flight of stone steps leads to two shrines to the goddesses, Choti Mata (Chamunda Mata) and Badi Mata (Tulja Bhavani Mata). Numerous other temples spread over Tekri can be explored on foot.Shri Sheelnath Dhuni at the Tekri foothills is a place of worship for followers of Saint Sheelnath Maharaj's of Gorakh Nath Sumpradaya. Sheelnath Maharaj belonged to a royal family of Jaipur and later became a Yogi of Gorakh Nath Sumpradaya, who lived in Dewas in his old age. The Pawar Chatries near the Meetha talab of Dewas are examples of Maratha architecture in the area. Keladevi or Kailadevi temple at Dewas is the largest in the state. It is situated at Mishri Lal Nagar (Agra Bombay Road), south- westerly. It was established in December 1995 by businessman Mannulal Garg. This modern temple was built by South Indian artists; it houses a 51-foot (16 m) statue of

Lord Hanumanji. The original Kaila Devi Temple is located on the banks of the Kalisil river in Karauli District of Rajasthan. The temple is devoted to the tutelary deity of the former princely rulers of the Karauli state, Kaila. Mahadev mandir is a temple in Shankar Gadh built by the Dewas ruler Shrimant Sadashive Rao Maharaja (Khase Saheb) in 1942. The temple is located on a small hill south of the city. Mahakaleshwar temple, Bilwali - Bilavali village is situated 3 km North of Dewas. Dewas Junction (DWX), is a standard broad-gauge railway station which belongs to Ratlam Division of the Western Railway Zone. It connects to all major cities in India. Dewas Junction lies on the Indore Junction BG – Ujjain Junction branch line. It has one line originating at Maksi Junction which connects Nagda Bhopal Junction western–central railway link line.Dewas is well connected to major cities of Madhya Pradesh state through an extensive network of national highways (NH) and state highways. NH 3 passes through the town. NH 86 connects Dewas to Kanpur. Dewas is connected to the state's political capital of Bhopal by the 4-lane expressway known as the Dewas–Bhopal Corridor. The major source of air pollution in Dewas is vehicular emission, construction activities, industrial emission etc. M P Pollution Control Board is regularly monitoring the Ambient Air Quality at Dewas through three manual NAMP stations installed at Vikas Nagar (Residential) , Gajra Gears Ltd (Commercial) and Rocca Pareey ware.Ltd (Industrial),as well as one Continuous Ambient Air Quality Monitoring Station (CAAQMS) installed at K.P.College Near Bhopal Chouraha Dewas.

1.0 BACKGROUND

1.1 Central Pollution Control Board vide its letter dated 01.07.2016, identified Dewas as “Non Attainment City” and issued directions u/s 18(1)(b) of the Air (Prevention & Control of Pollution) Act, 1981 to ensure the time bound action on various “Action Points”, so as to include the Air quality of Dewas to confirm the prescribed standards.

1.2 To comply the above directions issued by CPCB, the department of environment Govt. of M.P. organized a meeting on dated 16-09-2016 under the Chairmanship of Chief Secretary of Govt. of M.P. in this meeting the secretaries of various stake holder departments were present. In this meeting Chief Secretary, gave direction to constitute a committee at district level under the chairmanship of respective Divisional Commissioner and the heads of various nodal departments responsible for implementing the action plan for non-attainment cities. 1.3 Various meetings of regarding “Non Attainment City”NGT Case No. 681/2018 passed an order on 08/10/2018 held time to time with all the departments to implement action plan in time by Chairmanship of Collector Dewas, The committee consists of Collector Dewas S.P (Police),RTO, Commissioner MCD, MD-AKVN Ujjain, Food Officer Dewas, EE-PWD,GM-DIC,DD-Agriculture & RO-MPPCB Dewas, Gas Authority of India Ltd (GAIL) Dewas. This committee meeting held time to time with all the departments to implement action plan in time. The air quality of Dewas city is being monitored by MPPCB under National Ambient Air Quality Monitoring Programme at 03 locations continuously.The Air Quality Index is being observed in “Satisfactory Category” monthly average

air quality data with respect to PM10,. 2.0 Compliance status of Direction issued by CPCB under section 18(1) (B) of the Air (Prevention & Control of Pollution) Act, 1981 regarding prevention and control of pollution in non-attainment cities on 01.07.2016

Implementation Status.

As stated here in above the action plan made for non-attainment city Dewas is being implemented.The city Dewas has been declared no.68 in India during “Swachh Survekshan” in the survey conducted for the year 2017 & 2018 continuously. The AQI of Dewas is being observed in “Satisfactory Category” throughout last 03 years. Hence, The point wise compliance status of action plan has been forwarded to MPPCB, Head Office, Bhopal vide letter no. 2745 dated 24.02.2018 & 9211 dated 31.08.2018 .

3.0 NGT Case No. 681/2018 3.1 Hon’ble National Green Tribunal, Central Zonal Bench, New Delhi, in the matter of original application no. 681/2018 (News Item Published in the “Times of India” authored by Shri Vishwamohan Titled “NCAP with multiple timelines to clear Air in 102 cities to be released around August-15” passed an order on 08/10/2018. The para 14 & 15 of this order are relevant to comply. In para 11 of the above order, it is stated that CPCB has identified Dewas city as non

attainment city for pollutant PM10 parameter exceeding the prescribed norms. 3.2 In para 15 (i, ii, iii, iv & v), Hon’ble National Green Tribunal has issued following directions:-

agricultural pollution including pollution caused by burning of crop residue, residential and indoor pollution etc. The action plan shall also consider measures for strengthening of Ambient Air Quality (AAQ) monitoring and steps for public awareness including issuing of advisory to public for prevention and control of air pollution and involvement of schools, colleges and other academic institutions and awareness programmes.

iv. The Action Plan will indicate steps to be taken to check different sources of pollution having speedy, definite and specific timelines for execution.

3.3 All the above Action Plans made for improvement of the Air Quality of city dewas have been implemented by various stake holders. The AQI of Dewas is being observed in “Satisfactory Category” throughout last 03 years.

3.4 As mentioned here in above, Hon’ble National Green Tribunal has issued directions to submit the Action Plan for non attainment city Dewas to achieve Ambient Air Quality standards.

3.5 The Regional Office,Dewas issued letters vide dated 12.12.2018 to all the stake holders viz. S.P(Police),RTO,Commissioner MCD, DSP Traffic Police,

DD. Agriculture Department, MD- AKVN,GM-DIC, EE.PWD Dewas, Gas Authority of India Ltd (GAIL) Dewas and F.O Food Department Dewas to submit the proposed Action Plan in the lines of order issued by Hon’ble National Green Tribunal.

3.6 A meeting of main stake holders like S.P (Police),RTO, Commissioner MCD, DSP Traffic Police, DD. Agriculture Department, MD.AKVN, GM-DIC , EE.PWD Dewas, Gas Authority of India Ltd (GAIL) Dewas and F.O. Food Department Dewas, MPPCB organized on 14.12.2018 under Chairmanship of Collector Dewas to formulate the Action Plan as directed by Hon’ble NGT. On the basis of discussion held in the meeting following action plan is submitted. It is pertinent to mention here that the main focus has been given to formulate action plan regarding such points which were not attended in the action plans made earlier to improve the Air Quality of the city. Gwalior is located at 26.221667N 78.182660E. It has an average elevation of 197 metres (646 feet). Gwalior is a historical Indian city - is located on the periphery of Madhya Pradesh State, 321 Kms (199.5 Miles) from Delhi and 121 Kms (76 Miles) from Agra.

Gwalior is a city in Madhya Pradesh in India. It lies 76 miles (122 km) south of Agra and has a population of over 12 lakh (1,200,000). The Gwalior metropolitan area is the 46th most populated area in the country. Gwalior occupies a special mention in India's medieval history and freedom struggle. The city also enjoys a unique position with regard to education and boasts of several colleges and schools well known across the country.

Gwalior occupies a strategic location in the Gird region of North India, and the city and its fortress have served as the center of several of North India's historic kingdoms. At present also its strategic location is marked by the presence of major air base at maharajpura. Gwalior is the administrative headquarters of Gwalior district and Gwalior division.

At the heart of Gwalior is its fortress (Gwalior Fort), built by Raja Man Singh Tomar, of the Tomar dynasty. This formidable structure had the reputation of being one of the most invincible forts of India. It occupies an isolated rock outcrop. The hill is steepended to make it virtually unscalable and is surrounded by high walls which enclose buildings from several periods. The old town of Gwalior lies at the eastern base of the fortress. Lashkar, formerly a separate town that originated as a military camp, lies to the south, and Morar, also a formerly separate town, lies to the east. Gwalior, Lashkar and Morar are presently part of Gwalior Municipality.

Areas of the City

The Old Town

The old town of Gwalior, commonly called Hazira, which is of considerable size, but irregularly built, lies at the eastern base of the rock. It contains the tomb of the Sufi saint Mahommed Ghaus, erected during the early part of Mughal emperor Akbars reign, and the tomb of Mian Tansen, a great singer and one of the 'Nine Jewels' of Akbar's court.

Close to the heart of the city is splendid Jai Vilas Palace, patterned on the French palace of Versailles. The town has a museum situated in the Gujari Mahal.

Lashkar

Lashkar is derived from the Persian lashkar, meaning army, or camp, as it was originally the camp, and later the permanent capital, of the Scindia dynasty of Gwalior state. Jayaji Chowk is the central focus of Lashkar, with a large square, a former opera house, banks, tea, coffee and juice stands and a municipal market building. Thriving bazaars surround the chowk. Many jewellery shops are situated near Jayaji Chowk aka Maharaj bada. A source of water for the city Tighra is 10 km north of here. The Gajra Raja Medical College, founded in 1946 by the Maharaja Jiwaji Rao Scindia and the Maharani Vijayaraje Scindia, is situated in Lashkar on Palace Road, near Katora Taal, together with a group of many hospitals.

Morar

Morar, formerly a separate town, lies three miles east of the old city. It was formerly a British military cantonment. Morar was the scene of the most serious uprising in Central India. By 1900 it had become a centre for local trade and had an important training industry, with a population of 19,179 in 1901.

The second Temple of the Sun in India is situated in Morar at Residency Road after The Konark Sun Temple. This Sun Temple was built by the Aditya Birla Trust.

The cantonment area makes up a large area of Morar which is official residences for the Indian Army. It has many canteens for Army personnel. Near it is located one of the best known schools in Gwalior: The St. Paul's School.

Morar is generally a rural farming town. There is a big Galla Mandi. There are some beautiful places in Morar also and the area is known as the green part of Gwalior because much of the area is still rural.

The major source of air pollution in Gwalior is vehicular emission, construction activities, industrial emission etc. M P Pollution Control Board is regularly monitoring the Ambient Air Quality at Gwalior through two manual NAMP stations installed at Maharaj Bada and D.D. Nagar. Two another CAAQMS proposed one at Phool Bagh another at City Centre area.

1.0 BACKGROUND

1.1 Central Pollution Control Board vide its letter no. 18965 dated 21.03.2018, has directed to make action plan for Gwalior city when is listed as one the most polluted city in the world, may be sent to CPCB latest by 28/03/2018. CPCB also conduct study of Ambient Air Quality at four locations of city but status of ambient air quality still in light in office neither any direction received in this regard. 1.2 To comply the above direction issued by CPCB a meeting was organized on 23/03/2018 at Collector Office in Chairperson of Collector, Gwalior, where all concern departments were present in this meeting. As per direction of Collector concern all departments produce action plan to implement AQI of Gwalior city. This office has compiled action taken plan & report sent Board on dated 27/03/2018. 1.3 Further Chairman of CPCB Shri R. S. Parihar was reviewed action taken plan on 28/07/2018. In this regard review meeting was organized at Collector Office, where 19 nos. of concern departments were present. Collector Gwalior has present implementation status of action plan through power point presentation. They told in their presentation that all departments is going on to implement their action plan & shall achieve satisfactory AQI as earliest.

The air quality of Gwalior city is being monitored by MPPCB under National Ambient Air Quality Monitoring Programme at 02 locations continuously. The Air Quality Index is being mostly observed satisfactory on monthly average air quality

data with respect to PM10, PM2.5.

2.0 NGT Case No. 681/2018

2.1 Hon’ble National Green Tribunal, Central Zonal Bench, New Delhi, in the matter of original application no. 681/2018 (News Item Published in the “Times of India” authored by Shri Vishwamohan Titled “NCAP with multiple timelines to clear Air in 102 cities to be released around August-15” passed an order on 08/10/2018. The para 14 & 15 of this order are relevant to comply. In para 11 of the above order, it is stated

that CPCB has identified Gwalior city as non attainment city for pollutant PM10 &

PM2.5 parameter exceeding the prescribed norms. 2.2 That in para 08 of the above order, it is mentioned that CPCB gave presentation before Hon’ble Green Tribunal on 05.09.2018 and the data of air quality from 2011- 2015 were considered in the above presentation and thus on the basis of air quality data for year 2011-15, Gwalior city has been considered as non attainment city by CPCB.

2.3 In para 15 (i, ii, iii, iv & v), Hon’ble National Green Tribunal has issued following directions:-

iii. The Action Plans may take into account the GRAP, the CAP and the action plan prepared by CPCB as well as all other relevant factors. The Action Plans may be placed before the Committee as directed in direction no. vi. The Action Plan will include components like identification of source and its apportionment considering sectors like vehicular pollution, industrial pollution, dust pollution, construction activities, garbage burning, agricultural pollution including pollution caused by burning of crop residue, residential and indoor pollution etc. The action plan shall also consider measures for strengthening of Ambient Air Quality (AAQ) monitoring and steps for public awareness including issuing of advisory to public for prevention and control of air pollution and involvement of schools, colleges and other academic institutions and awareness programmes.

iv. The Action Plan will indicate steps to be taken to check different sources of pollution having speedy, definite and specific timelines for execution.

2.4 It is pertinent to mention here that, in 2012 & 2016, Gwalior was declared as Critically Polluted Area by WHO and directed MPPCB to prepare comprehensive action plan for abatement of Air/Water Pollution of Gwalior. Accordingly MPPCB prepared the required action plan & submitted to MOEF & CPCB for consideration. It is also informed that a petition was filed before Hon’ble National Green Tribunal on the above subject matter & Hon’ble National Green Tribunal; Central Zonal Bench Bhopal had directed Chief Secretary of the MP State to submit Long Term Action Plan to mitigate the pollution of city Gwalior. Accordingly, Govt. of M.P. submitted long term action plan on 27.03.2018 before Hon’ble Green Tribunal. As mentioned here in above, CPCB directed to make action plan for non attainment city Gwalior. The action plan was framed as per CPCB guidelines and implemented by various stake holders under the chairmanship of Collector Gwalior. 2.5 All the above Action Plans made for improvement of the Air Quality of city Gwalior have been implemented by various stake holders and due to this the city The AQI of Gwalior is being observed mostly satisfactory throughout last 03 years.

2.6 As mentioned here in above, Hon’ble National Green Tribunal has issued directions to submit the Action Plan for non attainment city Gwalior to achieve Ambient Air Quality standards.

2.7 The Regional Office, Gwalior has obtained action plan from all the stake holders viz. Nagar Nigam Gwalior, RTO, Traffic Police, Collector, Forest Department, Agriculture Department, Food Department and IDA Gwalior in the lines of order issued by Hon’ble National Green Tribunal.

2.8 Regional Office, Gwalior has discussed to all stake holders like Nagar Nigam, RTO, Traffic Police, Forest, Horticulture, PWD and Food Controller about action plan of city Gwalior in compliance of Hon’ble NGT order dated 08/10/18. On the basis of discussion all concern stack holders, those such points which were not attended in the action plans made earlier to improve the Air Quality of the city. The Action Plan is submitted as below:

Action Plan for Control of Air Pollution In Non-Attainment City of Madhya Pradesh (Indore)

About City Indore

Indore is the “Cleanest City”of India. It has been ranked first in “Swachh Bharat Abhiyan” in the year 2017 and 2018 two years in a row. It is a commercial capital of the state Madhya Pradesh. In respect to population, vehicular population, industries and other activity, Indore ranks first. Indore has been selected as one of the 100 Indian cities to be developed as a smart city under the Smart Cities Mission. It also qualified the first round of Smart Cities Mission and was selected as one of the first twenty cities to be developed as Smart Cities.

The metropolitan city, Indore lies in the heart of Malwa Plateau. It is also considered as an education hub of the state and first city to have campuses of both the Indian Institute of Technology and the Indian Institute of Management. The city is distributed over a land area of just 530 square kms. and having population of 19.94 lakh in 2011 (municipal corporation), and 21.70 (urban agglomeration), making Indore the most densely populated major city in the central province. At present the population of the city is around 28 lakh.

It is bounded by N latitudes 22˚ 31’ and 23˚05’ and E longitudes 75˚25’ and 76˚15’. The district is bounded by Ujjain district in the north, Dewas district in the east, Khandwa district in the south and Dhar district in the west. The district is divided into 4 Tehsils, 4 Development Blocks having 661 villages. Indore city is divided into 12 zones and 85 wards by Municipal Corporation, Indore. The district is drained by four tributaries of River Ganga, viz., the Chambal, the Gambhir, the Khan and the Kshipra. These rivers are generally flowing from south to north. The southern fringe of the district, south of the Vindhya hills is drained by the river Narmada, flowing from east to west. The district lies 75% in the Chambal sub basin and 25% in the Narmada basin.

The major source of air pollution in Indore is vehicular emission, construction activities, industrial emission etc. M P Pollution Control Board is regularly monitoring the Ambient Air Quality at Indore through three manual NAMP stations installed at Vijay Nagar, Kothari Market and Sanwer Road, as well as one Continuous Ambient Air Quality Monitoring Station installed at Pologround Industrial Area.

2 1.0 BACKGROUND

1.1 Central Pollution Control Board vide its letter dated 01.07.2016, identified Indore as “Non Attainment City” and issued directions u/s 18(1)(b) of the Air (Prevention & Control of Pollution) Act, 1981 to ensure the time bound action on various “Action Points”, so as to include the Air quality of Indore to confirm the prescribed standards. 1.2 To comply the above directions issued by CPCB, the department of environment Govt. of M.P. organized a meeting on dated 16-09-2016 under the Chairmanship of Chief Secretary of Govt. of M.P. in this meeting the secretaries of various stake holder departments were present. In this meeting Chief Secretary, gave direction to constitute a committee at district level under the chairmanship of respective Divisional Commissioner and the heads of various nodal departments responsible for implementing the action plan for non-attainment cities.

1.3 Divisional Commissioner Indore constituted a committee of 14 departments vide letter no. 4364 dated 28.11.2016. The committee consists of ADG (Police), Collector Indore, RTO, Commissioner MCI, CEO- IDA, MD- AKVN, Food Controller, CE-PWD, GM-DIC, JD-T&CP, CMHO, JD-Agriculture & RO-MPPCB. Various meetings of above committee held time to time and divisional commissioner directed all the departments to implement action plan in time. Most of the work related to various departments has been completed. It is stated that many of the works belonged to municipal corporation Indore (MCI). MCI completed the works in time & due to this, the city has been rated the Cleanest City of the India in year 2017 and 2018, two years in row.

The air quality of Indore city is being monitored by MPPCB under National Ambient Air Quality Monitoring Programme at 03 locations continuously. The Air Quality Index is being observed in “Satisfactory Category” monthly average

air quality data with respect to PM10, PM2.5.

3 2.0 Compliance status of Direction issued by CPCB under section 18(1) (B) of the Air (Prevention & Control of Pollution) Act, 1981 regarding prevention and control of pollution in non-attainment cities on 01.07.2016

As stated here in above, during 2013, the city was kept under critically polluted Area. MPPCB prepared a comprehensive short term and long term action plan and implemented it with the help of various stake holder departments. Also, as per directions issued by CPCB about Non Attainment City, the action plan prepared in the lines provided by CPCB. The implementation of this action plan was assessed by Divisional Commissioner time to time. Swachh Survekshan started by the honorable PM of India gave momentum to the cleanliness of the city Indore. Nagar Nigam, Indore implement various pollution control measures along with the daily cleaning of roads, widening of roads, increasing free left turns in various crossings, construction of flyovers, construction of metalled/RCC roads in the city as well as in industrial areas. MPPCB issued notices to Industries having small boiler to install Bag dust collectors and surveillance of the industries is being done. RTO increased the regular checking of the vehicles and the 15 years of old public transport vehicles has been banned. This collective approach has decreased the air pollution level of the city drastically. It has been observed that the AQI of Indore remains in satisfactory category as prescribed by CPCB.

Implementation Status

As stated here in above the action plan made for non-attainment city Indore has been implemented & completed properly. The city Indore has been declared no. 01 clean city in India during “Swachh Survekshan” in the survey conducted for the year 2017 & 2018 continuously. The AQI of Indore is being observed in “Satisfactory Category” throughout last 03 years. Hence, as such no work is left to be implemented under prepared action plan as mentioned here in above. The point wise compliance status of action plan has been forwarded to MPPCB, Head Office, Bhopal vide letter no. 535 dated 18.06.2018; which subsequently forwarded by MPPCB to CPCB, Delhi.

4 3.0 NGT Case No. 681/2018

3.1 Hon’ble National Green Tribunal, Central Zonal Bench, New Delhi, in the matter of original application no. 681/2018 (News Item Published in the “Times of India” authored by Shri Vishwamohan Titled “NCAP with multiple timelines to clear Air in 102 cities to be released around August-15” passed an order on 08/10/2018. The para 14 & 15 of this order are relevant to comply. In para 11 of the above order, it is stated that CPCB has identified Indore city as non attainment city for pollutant

PM10 parameter exceeding the prescribed norms.

3.2 That in para 08 of the above order, it is mentioned that CPCB gave presentation before Hon’ble Green Tribunal on 05.09.2018 and the data of air quality from 2011-2015 were considered in the above presentation and thus on the basis of air quality data for year 2011-15, Indore city has been considered as non attainment city by CPCB.

3.3 In para 15 (i, ii, iii, iv & v), Hon’ble National Green Tribunal has issued following directions:-

iii. The Action Plans may take into account the GRAP, the CAP and the action plan prepared by CPCB as well as all other relevant factors. The Action Plans may be

5 placed before the Committee as directed in direction no. vi. The Action Plan will include components like identification of source and its apportionment considering sectors like vehicular pollution, industrial pollution, dust pollution, construction activities, garbage burning, agricultural pollution including pollution caused by burning of crop residue, residential and indoor pollution etc. The action plan shall also consider measures for strengthening of Ambient Air Quality (AAQ) monitoring and steps for public awareness including issuing of advisory to public for prevention and control of air pollution and involvement of schools, colleges and other academic institutions and awareness programmes.

iv. The Action Plan will indicate steps to be taken to check different sources of pollution having speedy, definite and specific timelines for execution.

3.4 It is pertinent to mention here that, in 2013, Indore was declared as Critically Polluted Area by Ministry of Environment & Forest and directed MPPCB to prepare comprehensive action plan for abatement of Air/Water Pollution of Indore. Accordingly MPPCB prepared the required action plan & submitted to MOEF & CPCB for consideration. It is also informed that a petition was filed before Hon’ble National Green Tribunal on the above subject matter & Hon’ble National Green Tribunal; Central Zonal Bench Bhopal had directed Chief Secretary of the MP State to submit Long Term Action Plan to mitigate the pollution of city Indore. Accordingly, Govt. of M.P. submitted long term action plan on 15.11.2013 before Hon’ble Green Tribunal. As mentioned here

6 in above, CPCB directed to make action plan for non attainment city Indore. The action plan was framed as per CPCB guidelines and implemented by various stake holders under the chairmanship of commissioner Indore. 3.5 All the above Action Plans made for improvement of the Air Quality of city Indore have been implemented by various stake holders and due to this the city Indore has been declared no. 01 clean city in India during “Swachh Survekshan” in the survey conducted for 2017 & 2018 continuously. The AQI of Indore is being observed in “Satisfactory Category” throughout last 03 years.

3.6 As mentioned here in above, Hon’ble National Green Tribunal has issued directions to submit the Action Plan for non attainment city Indore to achieve Ambient Air Quality standards.

3.7 The Regional Office, Indore issued letters vide dated 15.11.2018 to all the stake holders viz. Nagar Nigam Indore, RTO, Traffic Police, Collector, Forest Department, Agriculture Department, Food Department and IDA Indore to submit the proposed Action Plan in the lines of order issued by Hon’ble National Green Tribunal.

3.8 A meeting of main stake holders like Nagar Nigam, RTO, Traffic Police and MPPCB organized on 30.11.2018 under Chairmanship of Commissioner Nagar Nigam Indore to formulate the Action Plan as directed by Hon’ble NGT. On the basis of discussion held in the meeting following action plan is submitted. It is pertinent to mention here that the main focus has been given to formulate action plan regarding such points which were not attended in the action plans made earlier to improve the Air Quality of the city.
