Protecting Politics Deterring the Influence of Organized Crime on Elections Protecting Politics: Deterring the Influence of Organized Crime on Elections Elections are essential elements of democratic systems. Unfortunately, abuse and manipulation (including voter intimidation, vote buying or ballot stuffing) can distort these processes. However, little attention has been paid to an intrinsic part of this threat: the conditions and opportunities for criminal interference in the electoral process. Most worrying, few scholars have examined the underlying conditions that make elections vulnerable to organized criminal involvement. This report addresses these gaps in knowledge by analysing the vulnerabilities of electoral processes to illicit interference (above all by organized crime). It suggests how national and international authorities might better protect these crucial and coveted elements of the democratic process. Case studies from Georgia, Mali and Mexico illustrate these challenges and provide insights into potential ways to prevent and mitigate the effects of organized crime on elections. Reference: FS50197952 Freedom of Information Act 2000 (Section 50) Decision Notice Date: 28 January 2010 Public Authority: Cabinet Office Address: 70 Whitehall SW1A 2AS London Summary The complainant asked the Cabinet Office for information relating to an undertaking given by Michael, now Lord Ashcroft in March 2000 concerning his intention to take up permanent residence in the United Kingdom on taking his seat in the House of Lords. The complainant specified the information he wanted to have, namely, the form in which the undertaking was given and identity of the person to whom it was given. The public authority confirmed that it held the information the complainant requested but determined that it should be withheld in reliance of the exemptions contained in sections 37(1)(b), 40(2) and 41 of the Freedom of Information Act 2000 (‘the Act’). The Commissioner has decided that the Cabinet Office was wrong to rely on the exemptions provided by sections 37(1)(b), 40(2), 40(4) and 41 in order to withhold the requested information. In consequence of this, the Commissioner finds that the Cabinet office breached section 1(1)(b) of the Act. The Commissioner requires the Cabinet Office to disclose the information which it has improperly withheld. The Commissioner has also decided that the Cabinet Office breached of section 17(1) of the Act by failing to provide a refusal notice to the complainant, citing the exemptions on which it was relying, within the time for complying with a request. The Commissioner’s Role 1. The Commissioner’s duty is to decide whether a request for information made to a public authority has been dealt with in accordance with the requirements of Part 1 of the Freedom of Information Act 2000 (the “Act”). -

However, independent journalists and civil society activists risk harassment and violent attack, and the government has struggled to address high rates of violent crime and disproportionate violence against and economic exclusion of minorities. Corruption is endemic at top levels, contributing to widespread disillusionment with traditional political parties. Societal discrimination and violence against LGBT+ people remains a serious problem. Key Developments in 2019 • In June, revelations emerged that Justice Minister Sérgio Moro, when he had served as a judge, colluded with federal prosecutors by offered advice on how to handle the corruption case against former president Luiz Inácio “Lula” da Silva, who was convicted of those charges in 2017. The Supreme Court later ruled that defendants could only be imprisoned after all appeals to higher courts had been exhausted, paving the way for Lula’s release from detention in November. • The legislature’s approval of a major pension reform in the fall marked a victory for Brazil’s far-right president, Jair Bolsonaro, who was inaugurated in January after winning the 2018 election. It also signaled a return to the business of governing, following a period in which the executive and legislative branches were preoccupied with major corruption scandals and an impeachment process. -

The condition of roads, the quality of local schools, the availability of leisure facilities like swimming pools and libraries, and whether or not our bins are emptied efficiently should be daily reminders about the state of our local democracy. And yet, it is all too rare to hear debate about the performance of the council, at least in anything other than a general sense, the choices which are available, or about the potential power of the ballot box to change things. Democracy, like charity, begins at home. If citizens feel disconnected from the democratic processes closest to home, then what hope is there for wider engagement? If government in all its forms can’t do anything about the dog dirt and paving slabs, how can anyone have confidence in its ability to deal with a global economic crisis, environmental degradation and threats to our security? After being closely involved with local government for almost 20 years, it is my belief that genuine local democracy in this country is in terminal decline. -

Unlock Democracy Constitution As amended at the Annual General Meetings held on 21 November 2009, 26 November 2011, 10 November 2012, 9 November 2013, 8 November 2014, 7 November 2015, 12 November 2016, 18 November 2017, 24 November 2018, and 23 November 2019. 1. Purpose Unlock Democracy argues and campaigns for a vibrant, inclusive democracy that puts power in the hands of the people. We seek a democratic participative process resulting in a written constitution that serves and protects the people. That constitution would define the roles of, and relationships between, the Executive, Legislature and Judiciary. It would determine how, and to what extent, power is shared between representatives at local, national and United Kingdom levels, and with international organisations. It would enshrine basic liberties and human rights for all. We campaign: • for fair and open elections; • for transparency in public decision making • to ensure that power is exercised as close to people as is practicable • to empower individuals and their communities to have a greater say over the decisions that affect them • for democratic accountability of all elected representatives, government and public bodies • for universal human rights for all. We promote: • a new culture of informed political interest and responsibility, paving the way for increased enthusiastic public participation • a pluralist democracy that is responsive to the problems and aspirations of all people, valuing and accommodating difference, diversity and universal human rights. Everyone has the right to live their life in dignity under the law, and free from fear. This is an Accepted Manuscript of a book chapter published by Routledge/CRC Press in The Struggle for Labour’s Soul on 13 June 2018, available online: https://www.routledge.com/9781138047358 The Progressives Matt Beech The essay on New Labour in the first edition of this volume was finished in 2003.1 Tony Blair resigned in 2007 and Gordon Brown left office in 2010. This essay seeks not to cover previous ground but to take the long view. By that I mean to explain New Labour and its successors as a project which, in the fullest sense, sought to revise Labour ideology from the mid-1990s. This revisionist project focused on emphasising economic, social and constitutional liberalisms. This project would make Labour more centrist and therefore appealing to floating voters. It would also give this new breed of Labour politicians, if elected, a mandate to reform the United Kingdom. In the post-New Labour era this type of Labour worldview continues. It is espoused by Labour politicians such as Liz Kendall, Alison McGovern, Chuka Umunna; think-tanks such as Policy Network and Progress; contributors to The Purple Book: A Progressive Future for Labour2; and by many intellectuals and activists. In the first edition I argued New Labour was the ‘new right-wing of the Labour Party’.3 Whilst no longer a new addition to the broad church of Labour thought, I maintain it was, and is the correct designation. The successors to New Labour including former Blairites and Brownites are best described as the Progressives. This is a tricky label.4 I use it because New Labourites and their successors self-identify as progressive preferring it to social democrat and this, in itself, is significant. -

Officially, no. In reality, we just don’t know. The heavy emphasis placed on overseas corruption in recent years has taken our eye off the ball at home. The data are sketchy, the infrastructure non-existent, and no-one is in charge. And what about all of the everyday activity which, whilst not strictly illegal, undermines openness, integrity and fair dealing in politics, government and business? What if, when we do look more closely (and think more clearly), we are in for a nasty shock? 1 Defining corruption Corruption is hard to pin down. Domestic corruption all the more so. That’s why we have a Bribery Act, not one that tries to define the term and offence of ‘corruption’. Nor is there agreement on a working definition.
