23. DRAFT OUTLINE FOR THE TRIAL JUDGES IN THE CASE OF INTERNATIONAL CRIMINAL COURT V. WHITELAND AND BLUELAND SOLDIERS. This International Criminal Court training document for trial judges was presented on behalf of Professor Edwards in February in Amman, Jordan, at the February 2006 Regional Training Conference on the International Criminal Court and Arab National Systems. This was an invitation-only conference for judges, government officials, academics and lawyers from the Region. The work was presented in conjunction with the Simulation Exercise on the International Criminal Court, which was prepared for the training program by Columbia University Professor Roy S. Lee, who is also an official of the United Nations Institute on Training and Research (UNITAR). (13 – 15 February 2006, Amman, Jordan).

24. INTERNATIONAL CRIMINAL COURT AND THE ARAB WORLD. Participated as an international criminal law expert facilitator a conference/training workshop conducted in Amman, Jordan for approximately 30 judges, lawyers, academics, ministry officials and others from countries in the Region including Syria, Oman, the UAE, Jordan, Yemen, and Iraq. Served as Co-Coach (with a counterpart from Syria) for the Team of Judges in the Simulated ICC Proceeding. The workshop was funded by the governments of The Netherlands, Germany, Ireland, and Canada, and was organized by various organizations from Jordan, the International Criminal Law Network (The Hague, The Netherlands), and other groups. Delivered invited presentation as a Plenary Speaker at the PRESIDENTIAL WORKSHOP ON GLOBALIZING THE CURRICULUM, held Saturday, January 5, 2013 at the Association of American Law Schools (AALS) Annual Meeting in New Orleans, Louisiana. The Workshop was designed around the AALS Annual Meeting theme, "Global Engagement and the Legal Academy", and the title of the Workshop is "Do Law Schools Need a Paradigm Shift?" Meeting Planning Committee, which noted that “[Professor Edwards was the] enthusiastic and unanimous choice of the Committee, given [his] administrative experience with, and recent book on, LLM programs”: LL.M. Roadmap: An International Student’s Guide to U.S. Law School Programs (Wolters Kluwer Law & Business, 2011, www.LLMRoadMap.com). The presentation identified the many stakeholders involved in international legal education, and highlighted specific U.S. law school policies and practices that threaten the ability of LL.M. programs to meet stakeholder needs. It highlighted characteristics of U.S. law schools to avoid, including cash cow, diploma mill, bait & switch, and LL.M. creep characteristics. Further, it proposed the possibility of LL.M. program accreditation by the ABA or other agency, development of an LL.M. program Code of Conduct, creation of a national council or association of international LL.M. students in the U.S. (with local chapters at different schools and in different cities, states and regions), and other mechanisms to help ensure that reasonable expectations of all LL.M. program stakeholders.

264. GUANTANAMO BAY, PERIODIC REVIEW BOARD (PRB) HEARINGS MONITOR. Travel to the Pentagon to monitor Periodic Review Board (PRB) hearings at which Guantanamo detainees plead that they are not a threat to the national security of the U.S. and s hould be repatriated to their home country or resettled in a third country. The Program in International Human Rights Law, which I founded at Indiana University McKinney School of Law, was granted status to send IU McKinney Affiliates (faculty, staff, students and graduates) to the Pentagon to monitor PRBs at the Pentagon from 2016 – present. IU McKinney students and graduates have also monitored PRBs at the Pentagon. We monitored cases of the alleged mastermind of the Bali bombing that killed hundreds of patrons of nightclubs and the Jakarta Marriott bombing, and the cases of many other detainees who have not been charged with crimes at the Guantanamo Bay, Cuba U.S. Military Commissions.

The panel on which Professor Edwards spoke was chaired by William H. Taft, IV (former US Deputy Secretary of Defense and Legal Advisor to the Department of State). The Dialogue took place on Tuesday and Wednesday, 10 and 11 November 2010.
