Disturbing a presentation by Eric Chavarie, he waved a .22- caliber rifle and ordered the men and women into opposite corners of the classroom. Thinking it was a joke arranged to relieve the tedium of the last hour of the term, no one moved. A single gunshot persuaded them otherwise. Next, Lepine ordered the men to leave. Alone with the women, he stated, "I am here to fight against feminism that is why I am here." Nathalie Provost, a 23- year-old mechanical engineering student, argued, "Look, we are just women studying engineering, not necessarily feminists ready to march on the streets to shout we are against men, just students intent on leading a normal life." Lepine responded, "You're women, you're going to be engineers. You're all a bunch of feminists. I hate feminists." He then opened fire, killing six women- -and closing the discussion. After leaving the classroom, Lepine stalked through the halls of the school saying, "I want the women." Lepine killed himself at approximately 5:35 p.m., his gun still loaded and the police not yet in sight. The total death count: fourteen women and Marc Lepine. And then the discussion reopened. The unexpected horror of this "American-style carnage" (Pelletier 33) shocked most Canadians and defied them to make sense of the worst one-day massacre in Canadian history.

    DRAFT for discussion only Not for publication without the permission of the author Strained Relations: The Conflict Between the Harper Conservatives and the Federal Bureaucracy Brooke Jeffrey Department of Political Science Concordia University Abstract A series of highly publicized confrontations between the Harper Conservatives and senior government officials, as well as their direct intervention in the operation of arms’ length agencies, elimination of advisory bodies and rejection of expert advice, have led many observers to conclude the Harper government is at war with its public service. These developments raise a number of broader questions. Is the Harper government’s troubled relationship with the federal bureaucracy merely a continuation of a trend established by previous Conservative governments, based on suspicion, mistrust and a deep-seated conviction that the public service is biased in favour of the Liberal Party? Or does it reflect a significant departure from the norm, grounded in differing values and beliefs about the appropriate role of government and public servants? Using empirical evidence and a comparative methodology, this paper will examine the record of the Mulroney and Harper governments in light of five fundamental principles of a modern merit-based bureaucracy – neutrality, anonymity, professional expertise, rules-based decision-making, and arms’-length relationships – in an effort to determine whether the Harper Conservatives are indeed taking a qualitatively different approach to the bureaucracy and the machinery of government.     1 Mulroney’s Shadows: The Many Images of Canada’s Eighteenth Prime Minister A paper prepared for the annual meetings of the Canadian Political Science Association, University of British Columbia, June 2008 Jonathan Malloy Department of Political Science Carleton University [email protected] All politicians leave mixed legacies. But among Canadian politicians, Brian Mulroney may stand unique. Other leaders have left contradictory images - John A. MacDonald as the nation-building alcoholic, or Mackenzie King, the great compromiser who talked to spirits and his dog. Pierre Trudeau stands especially as a compelling and remarkable figure that defies easy summary. But perhaps no leader has left such a marvelously complex, contradictory and still- evolving legacy as Canada’s eighteenth prime minister - Brian Mulroney. The public legacy of Brian Mulroney is truly multifaceted. It spans ideologies and deeply intertwines his own person with his policy accomplishments. Mulroney pleases few and angers many, but for different and at times contradictory reasons. Mulroney has multiple images - among them are a harsh ideologue, a milquetoast pleaser, an obsession with polls, deep indifference to public opinion, a slick operator whose slickness was exposed continually, a statesman and possibly a crook. At the core of all this instability and multiple images is a complex personality and ego that continually surprises and disappoints. Only Pierre Trudeau comes close to offering the same complexities. Cohen and Granatstein wrote in Trudeau’s Shadow (1998) that “No other Canadian public figure has ever retained such power to move his country almoist fifteen years after leaving office. No one else in office either has ever had his power to galvanize opinion.

In a 45-minute speech in Moncton Saturday night, he praised new leader Stephen Harper -- an implacable ideological enemy in the 1980s -- as a man who can take the Conservatives back to power. "This is the kind of party Stephen Harper is leading: a moderate, successful Conservative party," he told about 600 people who had paid $500 per plate. "I tell you, that in this room and every room like this across Canada, if we rise together in solidarity and support, the Conservative Party will live again!" Mulroney was believed to be supporting auto parts executive Belinda Stronach behind the scenes during her unsuccessful run for the Conservative leadership. He was a public supporter of the effort to merge the Tories and the Canadian Alliance. Harper, Mulroney and New Brunswick Premier Bernard Lord, who some had wanted to see run for the new party's leadership, mingled together during the fundraiser, a symbol of unity. "That's the way it used to be, for 125 years. Then it took a 10-year hiatus, and now we're all back together," Mulroney told CTV. The right-wing split Mulroney won a massive landslide in 1984, after people decided they had enough after almost 16 unbroken years of Liberal rule (Tory leader Joe Clark formed a minority government in 1979, but it only lasted eight months).

But when the homegrown Canadian show formally titled The Commission of Inquiry into the Sponsorship Program and Advertising Activities, with Mr. Justice John H. Gomery presiding, went the same route, it was anything but appropriate. The above thought crept across my mind as the addictive U.S. movie awards show plodded along. The Academy Awards are all about recognizing art in the rendering of artifice. But Gomery is supposed to get at the truth in matters pertaining to spoiled public trust in this country - yet there he was at one point, seemingly giving interviews and making quips about an inquiry over which he is supposed to preside with judicial reserve. There he was, offering the public observations that Chuck Guité was "a charming scamp" and that former PM and likely epicenter of the scandal, Jean Chrétien, was "small-town cheap" for passing out golf balls with his name on them. I don't know which was more discouraging - the knowledge that Gomery harboured such a cavalier opinion of the actions of Guité, a man involved with public accounts which have not been properly accounted for, or the mockery of what is suppose to be an impartial, unbiased hearing to seek out those who have undermined the public good.

By and large, general surveys of public opinion indicate that the RCMP is widely respected by Canadians. In contrast, there have been several studies, as well as occasional pub- lic complaints, showing that the RCMP is in crisis and is drastically underfunded. Accounts vary as to the nature of that crisis, the extent to which the organization is underfunded, and the reason that it is underfunded. Among the most serious reasons advanced for the current problems in the Force is that it has become politicized in the sense that it responds directly to politi- cal instructions. This is especially serious because the RCMP is above all a “guard- ian” institution, like the Canadian Forces and the courts of law. Once the police take political direction, the rule of law is subverted. And the rule of law, it hardly needs be mentioned, is a pillar, perhaps the very foundation, of constitutional democracy.     1 Lost and Forgotten: Sex Workers on Vancouver’s Downtown Eastside Jori Dusome ABSTRACT: From 1978 to 2002, more than 60 women went missing from Vancouver’s Downtown Eastside, an area that has often been described as “Canada’s poorest postal code”. For decades, families of the area’s missing women filed police reports and engaged with the media about their vanished loved ones, however little headway was made in the case until ten years later, when the Vancouver Sun began publishing a series of stories on the women that drew provincial and national attention. Motivated by citizen dissent and accusations of negligence, The Vancouver Police Department and the RCMP finally launched a joint task force, resulting in the arrest and conviction of Robert “Willie” Pickton, a pig farmer from Port Coquitlam, for the serial murders of street-involved women. The subsequent excavation of the Pickton property became the largest criminal investigation in Canadian history, spanning several years and costing tens of millions of dollars. However, the danger and violence that plagued women on the Downtown Eastside remained largely the same for many years after Pickton’s arrest. While media coverage narrated Pickton as a single deranged male, this narrative effectively eliminated the context of the broader social background that thrust these women into harm’s way. In this paper, I will discuss the racialization, spatialization, and class distinctions that heavily influence women's participation in the sex trade, as well the media narratives that enable an understanding of Pickton as a violent outlier. The research shows that despite these narratives, violence against marginalized women is a part of the normative social order, which is precisely what allows violent men to function without apprehension in these communities for so long.
