If made by the Secretary of State, the DCO would grant development consent for the Applicant to construct, operate and maintain a new bascule bridge highway crossing, which would link the areas north preliminary Navigation Risk Assessment (NRA) based on the reference design brought forward for DCO application. It covers both the construction and operational phases of the Scheme. The site comprises a triangular piece of land located at the northern tip of Peto’s Marsh at the point where the River Waveney and Oulton Dyke meet and these waterways form the boundaries to the west and east respectively. In 2018, the Suffolk Wildlife Trust (SWT) purchased Peto’s Marsh as part of a wider land purchase scheme to extend the nature reserve at Carlton Marshes.

The Applicant is Suffolk County Council. The application was accepted for examination on 9 August 2018. The examination of the application began on 5 December 2018 and was completed on 5 June 2019. The Proposed Development comprises a new multi-span single carriageway opening bascule bridge highway crossing which, via associated approach roads and new roundabout junctions connecting into the existing road network, would link the areas north and south of Lake Lothing, Lowestoft. The opening bascule bridge design, facilitated by a bridge control tower on the south quay, would enable large vessels to continue to use the Port of Lowestoft. The Proposed Development also includes new mooring within the inner harbour for recreational vessels. The Proposed Development would accommodate all types of vehicular traffic as well as non-motorised users, such as cyclists and pedestrians. It would also include a new access road linking Waveney Drive to Riverside Road on the south side of Lake Lothing. Summary of recommendation: The Examining Authority recommends that the Secretary of State should make the Order in the form attached.

    WE DIDN’T MEAN TO GO TO HARWICH KINGFISHER’S SUMMER CRUISE 2020 Kingfisher anchored off East head, Chichester harbour Introduction This was to be our second summer cruise in Kingfisher, which we acquired in Falmouth in 2019. We cruised in the West Country and the Scillies during August that year to find out what we had purchased, and then had her extensively refitted by Stirling & Son at Plymouth during the winter. So badly corroded were the keelbolts on removal that Will Stirling told us that he could only assume that the laws of gravity had been in abeyance for us during August! Her launch in March this year preceded the announcement of lockdown by exactly 4 hours, so back she went into her winter shed/tent until Whitsun, when we were able to get her back to Chichester harbour, to join Mikado, our 1904 Fife racing cutter. Kingfisher is a 1935 Clyde-built teak on oak 42ft Silver Leaf, in very original condition. She was advertised (correctly) as accommodating 2 in utter luxury, 4 in comfort and 8 at a pinch. With central heating and towel rails, hot and cold running water and all the mod cons behind the teak panelling, we went for the luxury option of two of us for cruising the rivers, lakes and canals of Europe, and the 8 berth variant for accommodating the racing crew of Mikado, which sleeps only 2 and has become just a bit too character-forming for us as a cruising platform for our advancing years. Kingfisher has modern engines and navionics, including auto pilot, radar and AIS.

This statement relates to concurrent applications by Associated British Ports and the Broads Authority for Harbour Revision Orders (“the HROs”) in order to effect in law the transfer of jurisdiction for, and ownership of, a lock at Lowestoft from Associated British Ports to the Broads Authority. This Statement should be read with the related Statement for the application for the proposed The Port of Lowestoft (Transfer of Mutford Lock) Harbour Revision Order 2017. The Port of Lowestoft order is required to transfer ownership of Mutford Lock and adjoining land together with associated rights and liabilities and statutory responsibilities under local legislation from Associated British Ports to the Broads Authority and to remove Mutford Lock from the jurisdiction of Associated British Ports, and the second Broads Authority order is required to confer jurisdiction in the Broads Authority.
