UNDERSTANDING THE GENERAL WILL RICHARD DAGGER Arizona State University EW CONCEPTS in the historyof politicalthought have proved so troublesome as Rousseau's notion of the general will. Rousseau must bear much of the blame for this, of course, for the discussion of the general will in his Social Contractis uncharacteristicallyterse and abstract. Troublesome as it has been, though, there is reason to believe that we are now approaching an adequate understanding of the general will. I say this because there seems to be growing agreement among Rousseau's commen- tatorsthat the general will not only can be understood,but that it can best be understood in rationalisticterms.' Indeed, where explications once were couched in termsof "real" and "higher" wills,one is now more likelyto find the general will explained in terms of the prisoners' dilemma and Pareto- optimality.2 While I do not accept all of these rationalisticreadings of the general will, I do share the general convictionthat we can make sense of Rousseau's concept, and his argument,without resorting to metaphysicsor psychology. What I shall offerhere, accordingly,is in some respectsonly a variationon a theme now well known to studentsof Rousseau's politicalphilosophy. It is an importantvariation nonetheless, for it enables us to reconcile passages in the Social Contractwhich otherwiseappear to be contradictory.That, at least, is what I shall argue in this essay. I proceed in the followingmanner. First I set out a general account of what Rousseau means by "the general will"- an account which resembles in its main lines, if not all its details, Brian Barry's analysis of the general will.3 This account is defended in the second part of the essay, where I show how it helps us to understand two of the more controversialaspects of Rousseau's argument in the Social Contract.In part three I extend this account (and provide the variationmentioned in the last paragraph) by drawing a distinc- tion, implicitand almost unmarked in Rousseau's writings,between thegen- eral will and a general will. With the aid of this distinction,I argue, we can make sense of Rousseau's baffling and apparently contradictoryremarks about voting. Everyone,in Rousseau's view, may be thoughtof as both a man - an actual, identifiableperson - and a citizen. Insofar as we are men, we are each unique; each of us, that is, has his own particular identityand set of interests.Insofar as we are citizens,however, we are alike in thatwe are membersof the public; and as membersof the public we share a common interest in the welfare of the body politic. Everyone, con- sequently,has both a particularinterest as a man and a general interestas a citizen. From the distinctionbetween man and citizen Rousseau moves to a correspondingdistinction between the particularor privatewill and the gen- eral will. The private will aims at the fulfillmentof the particularinterest of a man, an actual individual,while the general will seeks to furtherthe inter- est of the citizen. Since the interestsof all citizensare the same, the object of the general will may be said to be the common good or public interest- that is, the interestwe all share as members of the public. Rousseau distinguishes the private fromthe general will in this manner: "the privatewill tends by its nature toward preferences,and the general will toward equality." (II,1:59.)4 As men withprivate wills, we naturallytend to grant precedence to our own interestsand desires. The private will is partial both because it is the will of an identifiable individual, one who is only part of the body politic, and because it is biased: it places a higher value on the interestsof the self than on the interestsof others. The general will, in contrast,tends to equality because it necessarilygrants equal consideration to everyone's interests;or, at least, to everyone withinthe body politic. Because it focuses on the com- mon interestwe share as citizens, the general will is impartial:it considers only the interestsof the abstractperson Rousseau calls the citizen. Since we are all the same qua citizen,the general will is devoted equally to all. An example may help to clarifythis distinction.Consider the case of someone who has the abilityto be an unusually adept burglar. Such a person may well find it in his interest,as a man, to put his skills to use. His private will may then be to steal fromothers in order to satisfyhis own desires. The general will,however, directs our potentialburglar to obey the law. Since it is the will of the citizen, the general will requires us to ignore at times our particular interestsand personal attributes- our possessions, our position in society,our abilities- and to think of ourselves onlyas members of the public. Laws against burglary are in the interestsof all citizens, if not all men; and if our potentialburglar thinksof himselfonly as a citizen,he will recognize that he ought to respect the law. As I understand it, then, the general will performs much the same functionas John Rawls's "veil of ignorance."5 Rawls argues that a hypotheti- cal social contract will produce generally acceptable principles of justice if the parties to that hypotheticalcontract choose these principlesfrom a prop- erly defined "initialsituation." The main feature of this situationis the "veil of ignorance,"which deprives the parties to the contractof most informnation about their personal identities.More precisely,the parties do not know what their socioeconomic positions are, what abilities or disabilitiesthey have, or 4All citations in parentheses refer to the book, chapter, and page number in On the Social Contract,ed. Thus Rawls asks the individual to blind himselfto his private interestsand to assume an abstract identityso that the principles he choosesfor all will be acceptable to all. Behind the veil of ignorance, Rawls points out, "No one knows his situation in societynor his natural assets,and thereforeno one is in a position to tailor principles to his advantage."6 In this way the veil of ignorance forces the parties to the contract to adopt a common viewpoint; or, to put it in Rous- seau's terms, the veil of ignorance leads the parties to promote their com- mon interestas citizensrather than theirprivate interests as men. The terms are different,but the point is much the same. There is also a moral dimension to the general will,just as there is to the veil of ignorance. Rousseau does not invoke the general will simply as a counterweightto selfishinterests. This would be futile,for one's interestas a man may well outweigh one's interestas a citizen. An industrialistmay find, for instance, that when all things are considered it is not in his interestto installpollution-inhibiting devices in his smokestacks,even though it is in his interestas a citizen to reduce air pollution. Rousseau's claim, however,is that in some cases we ought to consider onlyour interestsas citizens.The purpose of the general will, therefore,is to provide a principle which will lead to just public policy.

    Plausibility of the “General Will” By: Nemanja Todorovic Submitted to: Central European University, Department of Philosophy In partial fulfillment of the requirements for the degree of Master of Arts in Philosophy Supervisor: Andres Moles CEU eTD Collection Hungary, Budapest, 2011 1 Abstract: Rousseau’s influence on social and political philosophy has been formidable, and yet throughout his life and to this day his theoretical effort was constantly re-evaluated. Due to lack of clarity in his writings, his commitment to democratic ideals that seemed obscure and outdated for much of the 20 th century, and especially due to misunderstandings that accompanied his concept of the general will, Rousseau’s conception of legitimate society has received some serious and seemingly devastated criticisms. In this paper I will address myself with the most important question that seems to underline all those criticisms, namely : is the idea of the society regulated by a general ill a consistent political ideal, or does it necessarily conflate with the ‘will of all’ (will of the majority)? I address this concern, first by providing a conceptual background to Rousseau’s ideal society, specifying normative constraints that determine its subsequent framework. Second, I test the plausibility of the idea of the general will, in principle, by questioning its role in as a solution to the ‘fundamental problem’ – the possibility of reconciliation of political authority and personal autonomy. Although, I recognize that this idea has some plausibility, I conclude that it rests on some contentious epistemic considerations that need to be accounted for. I introduce these epistemic considerations in the last chapter, and I argue that Rousseau’s ideal society can in fact generate appropriate epistemic support, under the assumptions that a set of normative constraints has been satisfied.

    What Was ‘The Enlightenment’? We hear about it all the time. It was a pivotal point in European history, paving the way for centuries of history afterward, but what was ‘The Enlightenment’? Why is it called ‘The Enlightenment’? Why did the period end? The Enlightenment Period is also referred to as the Age of Reason and the “long 18th century”. It stretched from 1685 to 1815. The period is characterized by thinkers and philosophers throughout Europe and the United States that believed that humanity could be changed and improved through science and reason. Thinkers looked back to the Classical period, and forward to the future, to try and create a trajectory for Europe and America during the 18th century. It was a volatile time marked by art, scientific discoveries, reformation, essays, and poetry. It begun with the American War for Independence and ended with a bang when the French Revolution shook the world, causing many to question whether ideas of egalitarianism and pure reason were at all safe or beneficial for society. Opposing schools of thought, new doctrines and scientific theories, and a belief in the good of humankind would eventually give way the Romantic Period in the 19th century. What is Enlightenment? Philosopher Immanuel Kant asked the self-same question in his essay of the same name. In the end, he came to the conclusion: “Dare to know! Have courage to use your own reason!” This was an immensely radical statement for this time period. Previously, ideas like philosophy, reason, and science – these belonged to the higher social classes, to kings and princes and clergymen.

Locke vs Rousseau: Revolutions in Property By Stephen Pierce The writings of 18th-century political theorists John Locke and Jean Jacques Rousseau were critical to the Age of Enlightenment period of the 18th century. These writings influenced two of the significant Atlantic Revolutions in both America and France especially when it came to the topic of property. This paper will talk about the differences between both theorists when it comes to property, along with government structures. It will start with John Locke’s theories on property and how property influenced the actions of the American Revolution. Then how Rousseau’s ideas on property influenced the French Revolution. Finally, what both theorists agree/disagree on. John Locke writes in the Second Treatise of Government that in the state of nature man is in perfect freedom to do whatever they want. It is anarchic, but it has some sense of morality, unlike Thomas Hobbes state of nature depicted in his work Leviathan.

Rousseau himself notes that his illegitimate social contract is not intended to be historically accurate. But this casts doubt on the methodological validity of his argument. According to Ronald Coase's (1981) criticism of Milton Friedman (1953) statements on the methodology of positive economics, theoretical models, to be valid, must possess a certain degree of realism which Rousseau's does not. This same criticism applies to Carole Pateman's adaptation of Rousseau in her Sexual Contract (1988). Jean-Jacques Rousseau (1712-1778) is most famous for his work On the Social Contract (Du Contrat Social) (1762), where he expounds his theory of the General Will and its crucial role in the establishment of a social contract for legitimate government. However, Rousseau has another theory of the social contract as well, put forth in his “Second Discourse”, the Discourse on the Origin and Foundations of Inequality (Discours sur l'origine et les fondements de l'inégalité parmi les hommes) (1754). The two social contracts are very different and they play quite different roles in Rousseau's thought.

Accordingly, it intends to consider in a new light his account of virtue and citizenship which cannot possibly be defined as systematic obedience to the general will. Weakness of the will, indeterminacy and prudence have not yet been adequately emphasized, despite some convincing evidence. Chapter XI, book III, of the Social Contract on the death of the body politic, for example, prompts us to reconsider the individuals’ allegiance to the general will.

EDEBİYAT FAKÜLTESİ (2019) PLATO, BENJAMIN CONSTANT AND JOHN STUART MILL ON JUSTICE AS A POLITICAL VIRTUE AND ON POLITICAL CONFORMITY Panos ELIOPOULOS ABSTRACT Most often political conformity is taken as a prerequisite for the establishment and implementation of justice, even in the most democratic of states. Nonetheless, it remains as a question whether the particular conformity meddles positively or negatively with the way individuals realize their political goals within a Polity. In our analysis, we attempt to explore how three different thinkers conceive of this necessity of the political conformity and to what degree. On the one hand, John Stuart Mill sides with a conception of justice that defends individual freedom and prevents a great deal of political conformity, whereas he wishes this freedom to be exercised along with reason. Like Plato, he defends the admission that a person’s character is paramount in social progress but also in the pursuit for human happiness. Constant, on the other hand, declines ancient theories of political participation and sovereignty as outdated, claiming that individual rights and the pursuit of personal interests are highly significant. As Constant risks a higher degree of conformity, with the further risk of abolishing justice under the rule of a demagogic government, Plato states as a necessity the hierarchical precedence of the Polis to the person but with an eye to the self-fulfillment of the individual, without disregarding the political basis.
