(Tetra Tech) was contracted by Hecate Albany 1 LLC and Hecate Albany 2 LLC (herein collectively referred to as Hecate Albany), to complete a Phase IA archaeological investigation of the proposed Hecate Albany Solar Facility (Project). The Project is located off of County Route 101, Town of Coeymans, Albany County, New York (Figures 1 and 2). Tetra Tech completed a visual assessment and photo-documentation from September 25 through 27, 2017. The Phase IA archaeological investigation was conducted in accordance with cultural resource management practices as required on the federal and state level. Specifically, the Phase IA archaeological investigation was conducted in compliance with the National Historic Preservation Act of 1966, as amended; Executive Order 11593; the regulations of the Advisory Council on Historic Preservation (36 Code of Federal Regulations [CFR] 800); Section 14.09 of the New York State Parks, Recreation and Historic Preservation Law of 1980; and the New York Archaeological Council’s (NYAC) Standards for Cultural Resource Investigations and Curation of Collections (1994). The study included a reconnaissance survey, composed of a visual assessment, site walkover, and photo- documentation; background research; and archaeological site file searches. The purpose of a Phase IA archaeological investigation is to identify the likelihood of the existence of precontact or historic archaeological sites within the Project. The Phase IA archaeological investigation was completed under the direction of Principal Investigator Robert Peltier and Project Archaeologist Katy Stuck. Both archaeologists meet, or exceed, the NYS Office of Parks, Recreation, and Historic Preservation (OPRHP) standards for consulting archaeologists (36 CFR 61), as well as the Secretary of Interior’s Professional Qualifications Standards (48 FR 44738-9). Sean Johnston and Katy Stuck assisted with field reconnaissance and report preparation. Jennifer Laslovich performed the Geographic Information System (GIS) analysis and created the report graphics. 1.1 PROJECT DESCRIPTION Hecate Albany is proposing to construct the Project, a 40-megawatt (MW) photovoltaic (PV) solar energy generation facility. The facility is proposed within mostly undeveloped, agricultural land between County Routes 9 and 101 totaling approximately 146.0 hectares (ha) (360.8 acres [ac]). The Project will consist of solar arrays each sharing some project features including site roads and the electrical interconnection to the utility grid. Not all land included in the Project will be included in the final facility footprint, however the facility area represents the general Project area within which selected areas will be developed with solar facilities.
