This is based on a project evaluation, to inform our funders and all our partners, but it also tells the story of a voyage of discovery for everyone involved in these two brilliant projects. They were interlocking programmes of work that were highly ambitious, challenging at times, and richly rewarding for the many people involved. A county of stunning coastline, rich countryside and canals that cut through historic cities and industrial towns, Lancashire is a place of unique contrasts and credibility. It is home to the UK’s first mass leisure resort as well as its oldest continual festival. It originated the Spinning Jenny in the nineteenth century and the jet engine in the twentieth century, and, where once the industrial spirit and passion of its people brought cotton and textiles to the world, they now attract international renown for their research into new and emerging technologies and Michelin stars and awards for their world class food and drink. We are incredibly proud of Lancashire’s culture. As a sector, culture and the arts attract over £7 million investment from ACE, augmenting the £34 million County Council and Local Authority combined total spend on culture. -

From gourmet short breaks, culinary canal cruises, opera and strawberries to steam train lunches, ale trails and medieval food markets; thousands of food lovers will experience gastronomic adventures across the county as the area celebrates its fantastic food and culture like never before. In just three years, the festival has become a feature of the regional culinary calendar, with over 100,000 people experiencing this colourful cultural carnival of great food and drink. Once again we are indebted to the fantastic lift provided by our partners, sponsors and supporters across Pennine Lancashire. 1. Introduction
1. INTRODUCTION 1.1 The Visitor Economy is a significant growth industry nationally and has a key part to play in changing the image and economic fortunes of Burnley and East Lancashire as a whole. The mid term review in 2005 of Burnley’s Economic Development Strategy concluded that: “Tourism has been the Cinderella of economic development and has received limited funding and is still working to a 1991 Tourism Strategy”. 1.2 A key action arising out of the review was that the Council, together with Burnley Action Partnership and the Attractions Consortium (now Burnley Tourism Group) should lead the production of a new Tourism Strategy and that this new Strategy makes clear the ways in which the contribution of tourism to the local economy can be increased and to identify the necessary resources to achieve this. 1.3 Although led by the Borough Council, this document is very much a partnership document and is dependent on the commitment and support of the private, public and voluntary sectors. The Tourism sector is complicated and no single organisation can deliver such a complex agenda. The Strategy provides an overview of the current tourism sector in Burnley, its contribution to the local economy and the strategic context in which it operates. The strategy includes detailed action plans setting out what is required to grow the sector and its contribution to the local economy. 1.4 For the purposes of this strategy, tourism is defined as: “People travelling to a destination from their homes for a variety of reasons. It encompasses: • Business, conferences, exhibitions and meetings • Socialising, visiting friends and family • Culture, sightseeing and entertainment • Shopping • Sports and Recreation • Health treatments and indulgence • Education and “self improvement” A visit may or may not involve an overnight stay; in fact the majority of tourists to Burnley are day visitors. -

AA SSppaattiiaall GGuuiiddee August 2011 Executive Summary Introduction 1. This Spatial Guide is a non-statutory planning document and has three main purposes: a. To set out a spatial interpretation of other Pennine Lancashire wide strategies, focussing on the area’s geography and the roles of places. b. To complement the economic focus of the Multi Area Agreement by considering environmental issues and recognising the potential conflict between economic growth and environmental protection. c. To provide a framework to guide Pennine Lancashire authorities’ spatial planning activity and to help align their Local Development Frameworks. 2. Pennine Lancashire as an economic footprint comprises the Boroughs of Blackburn with Darwen, Hyndburn, Burnley, Ribble Valley, Pendle and Rossendale. Covering an area of over 120,000 hectares, and home to over half a million people, the sub- region is located to the east of Preston and to the north of the Manchester City Region. Pennine Lancashire does not have one dominant town, rather it comprises of a rich array of various settlements, all with important and complementary roles to play in the future of the area. 3. Spatially, Pennine Lancashire consists of three major areas defined by physical geography, economic history, and relationships to places elsewhere: a “central belt” of industrial-revolution towns along the M65 corridor running through Blackburn to Colne; the largely rural Ribble Valley to the north; and Rossendale to the south with strong links to Manchester. Although bound together by economic linkages, their physical setting and a number of shared challenges, the three areas also have different characteristics and present different opportunities.
