It thus follows broadly the methodology of Alfred Thayer Mahan and, more recently, of such writers as Colin Gray and Geoffrey Till, in terms of using historical case studies to illuminate contemporary maritime strategic issues. After establishing the precise definition of a blockade, the thesis analyses key thematic elements in the history of economic blockade that may relate to the China case. These include issues influencing a state’s comparative vulnerability to economic blockade, such as international law, financial and economic factors, and political and moral considerations. It then discusses the role of economic blockade in wider strategy and the issue of strategic effectiveness, and these themes are subsequently applied in succession to the US-China scenario. The thesis utilizes a variety of historical and contemporary primary sources. The former include letters, personal papers, articles, memoirs, reports and diaries, some of which are available in the documentary resources published by the British Navy Records Society. -

Recent British debates about defence policy and military capabilities have revealed a lack of understanding of the roles of aircraft carriers and amphibious forces. This paper provides a historical survey aiming to offer some empirical evidence to help correct this weakness. Aircraft carriers and amphibious forces have a repeatedly proven ability to conduct the more common smaller-scale operations alone or to act as the foundation enablers of rarer, larger-scale operations; they are particularly well suited to long- term engagement, crisis prevention, deterrence and early action that can make larger scale intervention unnecessary; and air bases and overflight rights have again and again proved unavailable or inadequate despite policy assumptions to the contrary. This survey shows the options and flexibility that carriers and amphibious ships have provided for policy makers over many years in just the sort of activities and operations that are likely to be required of the British armed forces in the future. Carriers and amphibious forces are not a strategic panacea and have limitations in their ability to dominate ground and in the scale of effort that they can take on without the backing of land-based forces. Nevertheless, they offer unique advantages and are essential for a viable British strategy. Mlambo Department of Historical and Heritage Studies University of Pretoria Abstract The United Nations Security Council passed a series of resolutions condemning Rhodesia’s unilateral declaration of independence (UDI) in 1965, culminating in Resolution 253 of 1968 imposing comprehensive mandatory international sanctions on Rhodesia. With a few exceptions, notably South Africa and Portugal, most member states supported the resolution and pledged their commitment to uphold and enforce the measures. Yet, most countries, including those at the forefront of imposing sanctions against Rhodesia, broke sanctions or did little to enforce them. An examination of the records of the Security Council Committee Established in Pursuance of Resolution 253 (1968) Concerning the Question of Southern Rhodesia (the Sanctions Committee) shows that sanctions against Rhodesia were honoured more in the breach than in the observance. Facing mounting pressure to use force to topple the illegal regime in Rhodesia from the Afro-Asian lobby at the United Nations (UN), Britain opted, to impose economic sanctions on Rhodesia, instead. From its inception, the Security Council has authorized measures that have led to naval approaches or boardings of more than 50,000 ships, the destruction of 3,500 vessels, and the maritime rescue of 40,000 people in the pursuit of transnational security threats. While the Security Council has addressed maritime challenges over the past seven decades, a diplomatic renaissance began in 2008 with decisions impacting naval engagements unfolding with unparalleled frequency: From 1946 to 2007, resolutions were adopted about once every 1.7 years, and since, are now approved every 2.5 months. -

France in Rhodesia: French policy and perceptions throughout the era of decolonisation Joanna Warson This thesis is submitted in partial fulfilment of the requirements for the award of the degree of Doctor of Philosophy of the University of Portsmouth 2013 i Abstract This thesis analyses French policies towards and perceptions of the British colony of Rhodesia, from the immediate aftermath of the Second World War up until the territory’s independence as Zimbabwe in 1980. Its main objective is to challenge notions of exceptionality associated with Franco- African relations, by investigating French engagement with a region outside of its traditional sphere of African influence. The first two chapters explore the development of Franco-Rhodesian relations in the eighteen years following the establishment of a French Consulate in Salisbury in 1947. Chapter One examines the foreign policy mind-set that underpinned French engagement with Rhodesia at this time, whilst Chapter Two addresses how this mind-set operated in practice. The remaining three chapters explore the evolution of France’s presence in this British colony in the fourteen and a half years following the white settlers’ Unilateral Declaration of Independence. Chapter Three sets out the particularities of the post-1965 context, in terms of France’s foreign policy agenda and the situation on the ground in Central Southern Anglophone Africa. Chapter Four analyses how the policies of state and non-state French actors were implemented in Rhodesia after 1965, and Chapter Five assesses the impact of these policies for France’s relations with Africa, Britain and the United States, as well as for the end of European rule in Rhodesia. -
