    Chapter from DPIR/DEIR dated 2-18-20 Bunker Hill Housing Redevelopment – DEIR-NPC/DPIR 5 Transportation This chapter provides an assessment of the Project’s transportation characteristics. The chapter includes evaluations of existing conditions and projected future conditions without and with the proposed Project (i.e., No-Build and Build conditions, respectively). Transportation improvements and mitigation measures are identified to address existing transportation problems in the area in addition to minimizing potential impacts of the Project. In addition to physical multi-modal transportation infrastructure improvements, the mitigation package includes a robust Transportation Demand Management (TDM) plan designed to reduce single- occupant vehicle (SOV) travel and encourage use of alternative transportation modes. The Proponent will commit to these improvements through the execution of a Transportation Access Plan Agreement (TAPA) with the City of Boston. Key Findings The key findings of the transportation analysis include the following: The Proponent seeks to obtain a Phase 1 waiver in order to start construction on the first phase of construction while the Full Build Master Plan continues through the MEPA regulatory review process: This transportation analysis has been completed for both Phase 1 and the Full Build Master Plan (inclusive of Phase 1). The Phase 1 Project is expected to generate approximately 702 net new daily vehicle trips, with approximately 58 and 82 net new vehicle trips occurring in the morning and evening peak hours, respectively; The Full Build Master Plan is expected to generate approximately 5,006 net new daily vehicle trips, with approximately 382 and 533 net new vehicle trips occurring in the morning and evening peak hours, respectively.

At a time when government is denigrated in the political discourse, Boston City Hall has developed programs and policies that have won acclaim for their pragmatism and effectiveness — including community policing, Main Streets business districts, nonprofit housing development, public-private partnerships in hospitals and community health centers, building-level reform of public schools, a small but significant growth in school choice, devel- opment of whole new neighborhoods and transit systems, and a renewal of citywide park sys- tems. These programs and strategies work because they create place-specific approaches to problems, where people are engaged in fixing their own communities and institutions. Mayor Thomas M. Menino, Police Commissioner Paul Evans, Schools Superintendent Thomas Pay- zant, the late Parks Commissioner Justine Liff, and others have provided very real leadership from City Hall — as have community leaders in all neighborhoods and even field of endeavor. One of the areas to experience the most striking renaissance is the area that we call the Heart of the City.

Overview of Transportation in Jackson Square The Jackson Square Coordinating Group (JCG) is producing planning and development guidelines for an area within a 1/4 mile radius of the Jackson Square MBTA Station. This section provides an overview of transportation issues in this part of the City of Boston. Jackson Square Coordinating Group Consensus on Transportation The Jackson Square Coordinating Group (JCG) was formed in June 1999, building on earlier planning work. A series of community meetings and charrettes were held and attended by hundreds of people. A final report, Putting the Pieces Together, was issued in July 2001. That report summarizes the final charrette of February, 2001, and contains the following statements: “In the spring of 2000, over 800 residents including youth from Roxbury and Jamaica Plain gathered at more than 80 community meetings to discuss Jackson Square… A clear majority … expressed … a preference for development that does not increase car traffic, but instead encourages alternatives such as walking and using public transportation.” (p.2-1) “The current traffic patterns present a barrier between neighborhoods and split the community in half. Charrette participants clearly communicated a strong desire to reduce the traffic load on Columbus Ave., thereby helping to re-knit the urban fabric.” (p.3-5) “The scale of Columbus Avenue generates a physical barrier that can be addressed by new development of the area. Many residents see the potential for creating connections by reducing traffic and creating a pedestrian environment in an area that is currently dominated by vehicular traffic.
