WELCOME to the second edition of 2DAY AMBASSADOR - THE LAUDER CONFERENCE ON DIPLOMACY AND INTERNATIONAL AFFAIRS FOR HIGH SCHOOLS-, MARCH 12-14, 2013

Dear friends and partners, distinguished guests and speakers, dear students, teachers and members of the 2Day Ambassador Organizing Committee, Here we are now at the second edition of the 2Day Ambassador Conference at Lauder, dedicated to promoting diplomacy and international relations studies among all high school students in and abroad. As many of you know, Lauder-Reut students enjoy an exclusive educational offer that is unique in preuniversity academics: accredited Diplomacy, International Relations, Business, Media, and Communication studies. Our Lauder-Reut students follow these studies during 3 of the 4 high school years, all thanks to the exclusive academic partnerships that the Ronald S. Lauder Foundation concluded upon opening the high school in 2006 – with prestigious Romanian and foreign universities, the Romanian Ministry of Foreign Affairs, the Romanian Diplomatic Institute, the Raphael Recanati International School and the Lauder School of Government, Diplomacy and Strategy in Israel, the British Council Romania, the Lauder Business School of , the Weizmann Institute of Science in Israel, and the Cannes Lions Romania. Today, we pride ourselves with three graduating high school classes that specialized in this field and discovered how fascinating it is. They want to continue to share their experiences, the joy of study and of the exchange of knowledge and ideas, with their peers in Romania, as well as abroad. On the anniversary 7 years of diplomacy, international relations, and business at Lauder-Reut High School, we wanted to create a celebratory program that will popularize the study of these fields among all high school students. During this second edition of the Conference, we have been thrilled with excitement by the large support given by the Romanian highest central and local authorities, who responded with much sympathy and effective contribution to our idea of a high school Conference on diplomacy and international relations. Celebrating the seventh year of exclusive academic partnership between the Lauder Foundation Romania and the Ministry of Foreign Affairs/Romanian Diplomatic Institute, on one hand, and the Interdisciplinary Center (IDC) Herzliya, Israel – the Raphael Recanati International School and the Lauder School of Government, Diplomacy & Strategy, on the other hand; a partnership which offers certified courses in diplomacy and international relations for the students of Lauder- Reut Bucharest high school. 3. Introducing the students to the daily missions in a diplomatic mission, so that they form an impression about the problems challenges and satisfactions of the diplomatic profession. 2. Students will prepare beforehand for the visit by studying the defining historical and cultural landmarks of your country, and they will also be familiar with its contemporary political, economic, and diplomatic priorities

The Lauder School of Government, Diplomacy and Strategy

The Lauder School of Government, Diplomacy and Strategy at IDC Herzliya offers undergraduate programs in Diplomacy and Strategy, Public Administration and Politics, Security and Terrorism, Middle East, and International Conflict Resolution. In addition, as of the 2007 academic year the school offers a masters degree program that allows students to choose one of two tracks: M.A. with thesis or M.A. with specializations. Students who choose the M.A. with specializations track may choose one of two areas of specializations: Diplomacy and Conflict Studies or Counter-Terrorism and Homeland Security Studies. All the programs provide students with the knowledge and skills to contribute to improving government and advancing society.

The Raphael Recanati International School (RRIS)

The Raphael Recanati International School (RRIS) was established in order to allow students from around the world to benefit from the excellent academic programs at IDC Herzliya by offering several of these programs in English. Dr. Jonathan Fine – Short Bio

Current Position Dr. Jonathan Fine is the undergraduate advisor of both, the international program in Government, Diplomacy, and Strategy at the Raphael Recanati International School and the Lauder Government School at the IDC (the interdisciplinary center, Herzlyia, Israel) and a researcher at the ICT (The International Institute for Counter Terrorism). He was recently appointed as the academic advisor to the joint program between the IDC and the Maxwell Government School at the University of Syracuse USA. He is a member of ICTAC (the International Counter-Terrorism Academic Community) and the ICSR (The International Center for Study of Radicalization and Political Violence) in Kings College, London. Dr. Fine is also a former advisor on arms control and conflict resolution at the IDF strategic division planning branch. He often lectures Elite IDF units and courses such as the IDF air force pilot course, naval officer course, IDF Commando units, and the IDF Tactical Command College.

Academic Training and Major Fields of Interest Dr. Fine received his PhD from the Hebrew University of Jerusalem, and is a graduate of the Executive Course in Counter Terrorism at the ICT, and the special program in Intelligence Services and International Security sponsored by the University of Cartagena in Spain. In 2006 he was also ordained as Conservative Rabbi at the Solomon Schechter School for Jewish Studies in Jerusalem. He has a wide background in History, Comparative Religion, Political Science and International Relations, and specializes in comparative politics with special emphasis on the transition from secular agenda political violence to religious agenda political violence, focusing on both global and regional perspectives, with special emphasis on Judaism, Christianity, and Islam and their concept of Holy War. He is also an expert on the Middle East and Israeli Studies, with special emphasis on US and EU policies in the region, arms control, and the transition from colonial rule to independence, focusing on government structures on a comparative regional level.

Major Publications Dr. Fine published in numerous academic journals such as the Middle East Quarterly in Washington and Middle Eastern Studies in London and has several chapters in books, both in Israel and abroad. His first book dealt with the establishment of the Israeli governmental system, and its English version, which is titled The Israeli Governmental System: the Establishment of a Sovereign State, 1947 – 1951, is forthcoming at the State University of New York – SUNY Press. Another book which is forthcoming in the Texas University Press at Austin is titled: "Holy War in Judaism, Christianity, and Islam – a Comparative Analysis: Past & Present".

Visiting Professor Events Dr. Fine has been a visiting Professor to both, academic and government agencies around the world on behalf of the IDC and the Israeli Ministry of Foreign Affairs, in The US, Europe, Latin America, The Russian Federation, and South Africa, where he was also 10

interviewed by the local media. Among other places, he has lectured at Georgetown University Edmund A. Walsh School for Foreign Service in Washington D.C., Chicago University Harris School of Government, Minnesota University's Hubert Humphrey Institute for Public affairs, Layola University - Chicago, The Sam Nunn School for International Affairs, Georgia, the Universities of Calgary, Carlton, Ottawa, Queens, and the Canadian Defense College in Canada, the University of Leipzig in Germany, Universidad Pontifica Cartagena and Universidad Pontifica Comillas in Spain, The Federal University of Rio de Janeiro and the IBMEC institute in Brazil, ITAM University in Mexico, and the universities of Belgrano, UADE, and Cordoba, in Argentina.

Ecaterina Andronescu

Ecaterina Andronescu (born 7 April 1948) is a Romanian engineer, professor and politician. A member of the Social Democratic Party (PSD), she sat in the Romanian Chamber of Deputies from 1996 to 2008, representing Bucharest, and has been a Senator since 2008, for the same city. In the Adrian Năstase cabinet, she was Education Minister from 2000 until June 2003. She held the same position in the cabinet of from 2008 to 2009, and once again in the cabinet during 2012.

Bogdan Lucian AURESCU

A career diplomat, Bogdan Aurescu was appointed Secretary of State for Strategic Affairs in the Ministry of Foreign Affairs on 4 February 2009. Between August 2010 and February 2012 he was Secretary of State for European Affairs, also coordinating the Security Policies Directorate. Between March and June 2012 he was Secretary of State for Global Affairs. Since June 2012 he is Secretary of State for Strategic Affairs. He joined the Ministry in 1996, starting his activity within the Legal and Treaties Directorate, as desk officer. Between 1998 and 2003 he was successively counsellor within the Minister’s Cabinet, deputy director of the Legal and Treaties Directorate, director of the Minister’s Cabinet, director of the Legal and Treaties/International Law and Treaties Directorate, director general of the General Department for Legal Affairs. Between 2003 and 2004 he was Under-Secretary of State within the Ministry – Government Agent for the European Court of Human Rights, and between 2004 and 2005 Secretary of State for European Affairs. Since September 2004, Bogdan Aurescu was the Romanian Agent before the International Court of Justice, coordinating – all along the procedures – the activity of the team which represented Romania in the case against Ukraine before the International Court of Justice on Maritime Delimitation in the Black Sea, finalized on 3 February 2009. Currently, he has the diplomatic rank of minister- counsellor. He is a member of the Permanent Court of Arbitration (The Hague), substitute member of the European Commission for Democracy through Law (Venice Commission) of the Council of Europe, alternate representative of Romania to the Danube Commission and arbitrator designated by Romania according to article 2 of Annex VII to the UN Convention of the Law of the Sea. He is also president of the International Law Section of the Association of International Law and International Relations of the Romanian Branch of the International Law Association (London), editor-in-chief of the Romanian Journal of International Law and member of the Editorial Board of the „Judicial Courier”. Since 2004, Bogdan Aurescu is professor lecturer within the Public Law Department of the Faculty of Law – University of Bucharest (where he taught or still teaches Public International Law, Diplomatic and Consular Law, International Organisations and International Relations, International Jurisdictions, the Law of Treatise and the Practice of Negotiations and International Law of Minority Protection) having started his teaching activity in 1998 (university assistant since 2002). He has also taught Public International Law and Law of Treaties classes within other academic institutions, such as the Diplomatic Academy/Romanian Diplomatic Institute or the National School of Political and Administrative Sciences. Since 2004 he is also associated professor at the “Nicolae Titulescu” University of Bucharest for the Master Program on International and EU Law, teaching International Jurisdictions. In July 2006 he was visiting professor at the Faculty of Law, University of Hamburg, Germany, within the ERASMUS Teaching Staff Mobile phoneity programme. He has a PhD in legal sciences with the qualification „very good” and the distinction “Summa cum Laude”, the title of the PhD thesis being “The Concept of Sovereignty and the Primacy of International Law” (2003). Bogdan Aurescu graduated the National College „Sfântul Sava” (1992), the Faculty of Law (in 1996, “with Merits”) and the Faculty of History of the University of Bucharest (in 1998), the Institut Franco-Roumain du Droit des Affaires et Cooperation Internationale “N.Titulescu-H.Capitant” (1996) and the National Defense College of Bucharest (2000). In 2002 he was awarded by the Ministry of Foreign Affairs the Diploma of merits for outstanding contribution to the diplomatic activity of Romania. He was conferred the 17

National Orders “Faithfull Service” (Serviciul Credincios) (2002), “Diplomatic Merit” (Meritul Diplomatic) (2007), “The Star of Romania” (Steaua României) (2009), in the rank of “Knight” and the “Commander Cross of the Order of Merit of the Republic of Poland” (2009). He is author, editor or co-author of 13 volumes in the field of International Law and of some tens of articles published in Romanian or foreign journals, such as „Romanian Journal of International Law”, Annals of the University of Bucharest – Law Series", „Annuaire Français de Droit International”, „The International Journal of Marine and Coastal Law”, „Helsinki Monitor. Security and Human Rights”, „European Yearbook of Minority Issues”, „Revue Hellenique de Droit International”, „Chinese Journal of International Law”. As a substitute member (independent expert) of the Venice Commission, he was rapporteur or co-rapporteur for 20 reports, opinions or studies of this forum. Remus Pricopie, Minister of National Education

Remus Pricopie was born on the 22nd of January 1970 in Ceahlău, Neamț, Romania; he is married and has two children. He graduated from the Faculty of Chemistry and Physics at the University of Bucharest, in 1995, and continued his studies in the areas of International Relations, Communication, International Educational Policies and Education Management, Leadership and Strategies for Educational Reform. After 1998, he started working as an Assistant Professor at the National University for Political Studies and Public Administration, and gradually evolved to the position of Dean (starting with 2005) and Rector (2012) of the same institution. He currently occupies the position of Minister of National .

Professional Development His academic career began immediately after graduation in 1995. He continued his studies at the University of Liège, Belgium, in the area of International Relations and European Policies. Upon finalising his studies in Belgium, he enrolled for a program at the National University for Political Studies and Public Administration, in the field of Communication, Public Relations and Political Science. Between 2003 and 2004, he followed the Advanced Studies in International Educational Policy at the George Washington University, in the USA. In 2011, Remus Pricopie became Professor, and, in 2012, after being Dean of the Faculty of Communication and Public Relations for two mandates, was elected Rector of the university. His activity within the Romanian Ministry of Education began in February 1996, when he occupied the position of Expert with the Department of Higher Education and Research. One year later he became the Spokesperson of the ministry and followed through becoming the Senior Expert in the Department of Communication of the ministry. Later on, in 2001, he took on the chair of Secretary General of the ministry. His past activity at the ministry also included the portfolio of Deputy Minister – State Secretary for Higher Education, International Relations and Teacher Training. Other work experience includes the position of Chair of the Task Force on Fostering and Building Human Capital (FBHC) of the Regional Cooperation Council (RCC), with the permanent administrative office based in Vienna, – starting with January 2010, and, between 2009-2012, the position of President of the Board of Directors of the Romanian-US Fulbright Commission. His membership in various boards and committees is representative for his professional activity and, moreover, for his abilities in the area of education and management. Mr. Pricopie is member of the South-East European Research Centre (SEERC), the Foresight Commission of the Romanian Academy, the Education Reform Initiative of South Eastern Europe, Intergovernmental Council of the International Programme for the Development of Communication, to name just a few of the significant activities of representation he has been carrying out during his professional career.
