Volume:- A Eligibility Criteria:- 1. Any bidder, who is having criminal record, is not allowed to participate in E-Tender process. 2. Eligible Suppliers/Contractors/Firms/Company having registered in appropriate category of UPRNSS can Quote the rates. 3. The P.R.W/ Contractors must produce the following self attesteddocuments in this office both physically and online (Scaned Copy) before the opening of the tender, otherwise tender will be strictly rejected without any notice.

Volume:-B Terms and condition:-
1. Only registered P.R.W./Coontractors/Firms/Company in UPRNSS having PAN, GST NO. and character Certificate issued from office of District Magistrate. Registered Labour Department and having experience in building construction project can quote the rates. 2. Rates/ Bid completed in all respects should be submitted in the office of Executive Engineer, Purana Awas Vikas, Delhi Road, Saharanpur on or before 22.10.2019 till 02.00 PM along with earnest money Rs. 1,21,050/- (2% of tender cost) and after award of the Bid the Bidder have to pledge 3% more of Tender cost through DD/FDR of Nationalized Bank in favour UTTAR PRADESH RAJAYA NIRMAN SAHAKARI SANGH LTD. Saharanpur payable at Saharanpur. Above should at least pledge for One Year and rest 5 % will be deducted from each running bill and Tender fee with GST paid by DD in favour of “U.P. RAJAYA NIMARN SAHKARI SANGH LTD. Saharanpur . 3. Contractor or Suppliers should download the BOQ and tender document from e-tender website https;//etender.up.nic.in in downloaded item rate BOQ records the agreed rate item wish and upload the come back to the E-Tender website. 4. All documents including E-Tender notice, demand draft/FDR, experience certificate, character certificate, registration certificate in labour department (For labour cess) and GST registration certificate must be uploaded at website https;//etender.up.nic.in on or before 22.10.2019 till 02.00 PM and Price bid will be opened online on 22.10.2019 at 04.00 PM. 5. Any bidder, who is having criminal record, is not allowed to participate in E- tender process. 6. The measured quantity which is shown on BOQ may vary and quantity will be paid to bidder as per measurement on site. 7. The rates should quoted as per specification, GST will be paid extra as per applicable by Govt. rules. 8. The lowest rate quoted will be analyzed by committee of officers of UPRNSS and work order will be issued to the successful bidder subject to acceptability/ recommendation of rates by the committee, if bidder is not able to work as per requirement of the site with specified quality, order will be cancelled and security will be forfrited. 9. Executive Engineer, UPRNSS Saharanpur reserve the right to accept or reject any or all tenders or in part thereof without assigning any reason what so ever and without any legal obligation thereof.The decision of the undersigned will be final and binding to all UPRNSS also raserves the right to increase or decrease the quantity to be ordered. 10. The contractor shall be completely help responsible for any mishap at site due to in sufficient safety measures. 11. In respect of all labour directly or indirectly employed in the works for the performance of the contractor part of this contract. The contractor shall comply with or cause to be complied with all the rules framed by Govt. for from time to time for the projection of the health and sanitary arrangements for the works employed by the contractor. 12. For any type pf substandard quality the suitable deduction will be made from PRW as per direction of Engineer in charge. 13. All the work shall be returned be carried out as per details specification of UPPWD and as direction of engineer in charge. 14. In case of any damage/loss of UPRNSS material, the cost of same shall be deducted from the PRW bill. 15. If the E-Procurement opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time as place. 16. The contractor shall provide at his own cost proper storage facility for the materials brought by him to prevent any loss Damages or deterioration of the same. 17. The contractor shall confine his equipment, storage of materials operation of his work & people to the limit as directed by the E/I and shall not unnecessary spread over the premises. 18. The contractor/PRW shall make arrangement for watch and ward of the material at his own cost. EXECUTION OF WORK 19. All drawing and designs will be supplies according to the necessity of the particular works and the contractor/PRW will not have any claim for compensation in case of late supply of necessary design drawings. 20. For carrying out of the work the contractor shall be provided with one set of working drawings.Additional copies if requied will be supplied to him on payment of additional charges as decided by Engineer-in-charge. 21. The contractor shall be wholly responsible for setting out the works and for the correction of the position levels dimensions & alignment according to the plan /drawing oncluding all necessary instruments pegs, poles, pillars etc. and other material required or the purpose to the satisfactoin of E/I. 22. If Engineer-in-charge, UPRNSS shall find that the work progress in slow and feels that the work not be completed in the time specified, then the engineer –in charge, shall order the contractor obey these order without objection or request for compensation. No compensation whatsoever shall be paid on this account. INSPECTION OF WORK 23. If The Engineer-in charge, UPRNSS shall have right to inspect the work and related document either threw their authorised officer or any agency appointed for purpose as and when the need in construction and satisfaction execution of the work contractor shall subject themselves to such inspection and carry out the instruction issued in pursuance of the above inspection. Rates 24. In giving their rates the tenders take in to account all fluctuations of the market as no ciaims shall be entertained on this account during the acceptance of the tender and currency of the contract. 25. The tendered rates shall be for all completed item of the work and shall include all quarrying royalties, testing, sceening, tools and plants , railways freight, carriage of material to sites, stacking and removal charges of any rejected material and municipal taxes etc and all taxes in force time to time. Payment: 26. Payment made only tax invoice 27. Bid prices The contractor (Labour only) shall be for the whole works, as described in contract, based on price bill of quantities submitted by bidder. The bidder shall adopt the percentage rate method. Percentege rate method requires the bidder to quote a percentage above / below / at part of the schedule of rates specified in bill of quantity.
JURISDICTION
28. All subject to Saharanpur jurisdiction only.

The contractor has investigated the site and satisfied himself regarding the character of the work and local conditions the may affect the work on its performance. 3. The contractor is satisfied that the work can be performed and completed as reqired in contract. 4. The contractor acceptsall risks directly or indirectly connected with performance of the contractor. 5. The contractor had no collusion with other contractors or with any of the engineer- in charge but only by the contract document. 6. The contractor is financially solvent. 7. The contractor is experienced and competent to perform the contract to the satisfaction of the engineer-in-charge. 8. The statement submitted in the biding are true. The contractor is familiar with all general and special laws, ordinance rules and regulations of the municipal, district, state & central government that may affect the work its performance or personal employed therein.
