Form of offer and the detailed list of Books, Journals & Reports etc. to be purchased can be downloaded from the Academy’s Website www.odishajudicialacademy.in. The sealed cover offers should be addressed to The Director, Odisha Judicial Academy, Sector-1, CDA, Abhinav Bidanasi, Cuttack-753014 and the offer must reach on or before dtd.08.02.2015 either by speed post or courier. The Academy shall not be held responsible for non-delivery of the offers for any reason whatsoever. INSTRUCTION TO THE QUOTATIONERS 1. The last date and time of receipt of offer is dt.08.02.2015. 2. The last date time of receipt of hard copy of the offer is dt.08.02.2015. 3. A quotation must be in the business of supplying Books, Journals & Reports etc. at least for a period of two years. He (it) must not have been black-listed by any library or organizations by the date of submission of offer. 4. It ought to be appreciated by a quotationer that providing correct and complete information and furnishing the relevant documents in support of the information and furnishing the relevant documents in support of the information furnished are essential. 5. Each column / sub column of the form of offer shall be duly filled in with correct and complete particulars /information. 6. The hard copy of the offer document shall be signed by the Principal Officer of the company or, as the case may be, by a partner or proprietor or the Authorized officer or power of Attorney Holder and his / her name and status be stated below the signature under official seal. 7. Each page of the “Offer Documents” shall also invariably be signed and the seal of the quotation affixed on each page. 8. The rates shall always be for latest publication of the Books, Journals & Reports etc. The offer for the latest edition shall always be the preferred choice. Therefore, a quotationer needs to ascertain the latest position and offer accordingly. 9. If a particular title comes in more than one volume, the number of volumes must be stated in the offer made. 10. Foreign publications (foreign print) will be preferred. However, where Indian Print of a Foreign Publication is offered, it must be marked as “(IP)” in the appropriate column. 11. Prices of Indian publications shall be quoted in the INR as usual. 12. For a foreign publication purchased or to be purchased by the supplier from Indian unit of the foreign publisher of the book the conversion rate to INR at which such purchases is made shall apply and the INR payable for the pre- discount price of the book in the foreign currency shall be the INR equivalent of the published price of the book that is to say that the conversion rate as on the purchase made shall apply to supply of the Books, Journals & Reports etc. to the Academy. 13. A quotationer shall quote the maximum rate of discount in percentage of the pre-discount price of each Books, Journals & Reports etc. it may choose to offer. 14. Quotationers are requested to submit their firm and final offers. A quotationer shall submit his (its) offer (form of annexture) by speed post or courier addressed to “The Director, Odisha Judicial Academy, Sector-1, C.D.A., Abhinav Bidanasi, Cuttack-753014” shall be sent at the address mentioned above so as to be delivered by on or before 08.02.2015. The hard copy of the offer sent by post shall be accompanied bys 1. A copy of the certificate of incorporation /registration with register of firms. 2. Such documents as would evidence the number of years, a quotationer has been in business. 3. A self-signed statement that the quotationer has not been black-listed by any library or any educational institutions. 4. A copy of the PAN card of the quotationer. 5. Any other document, a quotationer considers necessary and relevant. Period of Validity of offers for Acceptance The offer once submitted shall remain valid for acceptance for a period of 90(ninety) days from the date of receiving of the offer, as stated above. It shall not be open to a quotationer to withdraw the offer after submission or vary the rates quoted and /or the terms and condition of offers during this period for any reason under any circumstances. Rejection of offer Without prejudice to the right of Academy accept or reject any offer without assigning any reason therefore as stated in the “invitation to offer” herein above and subject to the stipulations, as stated otherwise, as stated otherwise elsewhere in the offer documents, non-compliance of any of the conditions herein stated may, at the discretion of Academy, render an offer liable for rejection. Terms and Conditions 1. 2 copies from each title of the Text book except Journals, periodicals and reports, 2. Supply of the exact titles and publishers, covered under the order for supply, 3. Of latest edition, current year and fine print of the publisher, 4. Of specific binding. 5. Offered titles total cost must be mentioned in the quotation. 6. He had the “ability to strike” when it was required, the Minister said. Speaking at the inauguration of a moot court hall in Delhi’s National Law University (NLU) — dedicated to the former CJI , Jaitley said Justice Sabharwal was a tough judge but never sat on the bench with fixated views. “He had no likes or dislikes and had no friends in court. But his personality outside was totally different,” Jaitley reminisced, recalling his association with the former CJI who made tremendous contribution to the field of Law through his judgements. Some of the important verdicts delivered by him included declaring President’s Rule in Bihar unconstitutional and opening to judicial review the laws placed in the Ninth Schedule. A Moot Court Hall in his name in a premier law school was a fit dedication to the former CJI, Jaitley said. The Minister added : “A specialised Moot Court hall is a rare speciality and for a law school to have one is commendable.” Justice Dalveer Bhandari, Judge of International Court of Justice, spoke of how moot courts had become an integral part of legal education.

    CHIEF JUSTICE OF INDIA CHIEF JUSTICE OF INDIA The Chief Justice of India (CJI) is the head of the judiciary of India and the Supreme Court of India. The CJI also heads their administrative functions. In accordance with Article 145 of the Constitution of India and the Supreme Court Rules of Procedure of 1966, the Chief Justice allocates all work to the other judges who are bound to refer the matter back to him or her (for re-allocation) in any case where they require it to be looked into by a larger bench of more judges. The present CJI is Justice Dipak Misra and is the 45th CJI since January 1950, the year the Constitution came into effect and the Supreme Court came into being. The importance of freedom of press has been recognized world-wide, because of the crucial role it plays in the political development and social upliftment. The issue was discussed at lengths at the Dakar Conference on World Press Freedom in 2005 wherein it was stated that “An independent, free and pluralistic media have a crucial role to play in the good governance of democratic societies, by ensuring transparency and accountability, promoting participation and the rule of law, and contributing to the fight against poverty.” The importance of this right despite being widely recognized the chances of unlimited right being misused cannot be ignored. To curb such misuse, certain restrictions have been put on the same by Article 19(2) of the Constitution.
