Caste Census – Ministry of Home Affairs: Registrar General of India (RGI) and Census Commissioner of India.

About SECC

The Ministry of Rural Development Government of India, started the Socio Economic and Caste Census (SECC) 2011, in June 2011 through a comprehensive door to door enumeration across the country. This is the first time such a comprehensive exercise has been carried out for both rural and urban India.

Also this is the first paperless census conducted on hand-held electronic devices by the government

Objectives of SECC -2011 are:

 To enable households to be ranked based on their Socio- Economic status. State Governments can then prepare a list of families living below the poverty line.  To make available authentic information that will enable caste-wise population enumeration of the country.  To make available authentic information regarding the socio economic condition, and education status of various castes and sections of the population.

Key findings of the SECC-

The total households in the country are 24.39 crore, of which 17.91 crore live in villages. Out of which, 10.69 crore households are considered as deprived.

21.53%, or 3.86 crore, families living in villages belong to SC/ST categories.

Only 4.6% of all rural households in the country pay income tax.

For sources of household income 9.16 crore households (51.14%) depend on manual casual labour followed by cultivation (30.10%).

The data also reveals that 5.37 crore (29.97%) households in rural areas are “landless deriving a major part of their income from manual labour“.

A bench comprising Chief Justice H L Dattu and Justices Arun Kumar Mishra and Amitava Royissued notice to all six national political parties including BJP, Congress, BSP, CPI and CPMseeking their response to declare them public authorities under the transparency law.

Government sanctions Rs 700 cr additional fund for Regional Rural Banks capitalisation

The government has sanctioned an additional Rs 700 crore for the recapitalisation of weak regional rural banks (RRBs)

The validity period for the fund infusion has been extended to2016-17.

RRBs are unable to maintain their minimum Capital to Risk weighted Assets Ratio (CRAR) of 9% so this decision will help them improve this ratio.

A strong capital structure and minimum required level of CRAR will ensure financial stability of RRBs which will enable them to play a greater role in financial inclusion and meeting the credit requirements of rural areas.

Current Affairs July Capsule

In this year’s budget funds of Rs 15 crore were allotted for recapitalisation of RRBs.

About Regional Rural Banks

RRBs were established under Regional Rural Banks Act, 1976 to create an alternative channel to the ‘cooperative credit structure’ and to ensure sufficient institutional credit for the rural and agriculture sector.

RRBs are jointly owned by the Centre, state governments and sponsor banks. The issued capitals are in proportion:

 Centre: 50%  State: 15%  Sponsor Banks: 35%

Functions of RRBs

 Providing banking facilities to rural and semi-urban areas.  Carrying out government operations like disbursement of wages of MGNREGA workers, distribution of pensions etc.  Providing Para-Banking facilities like locker facilities, debit and credit cards.

What is Capital Adequacy Ratio?

 Capital Adequacy Ratio also known as Capital to Risk weighted Assets Ratio (CRAR) is the measure of a bank’s financial strength expressed by the ratio of its capital to its risk-weighted credit exposure (loans).  Minimum CAR prescribed by RBI is 9%  A bank with a higher capital adequacy is considered safer because if its loans go bad, it can make up for it from its net worth.

DoT released A K Bhargava committee report on Net Neutrality

The Department of Telecommunications has released A K Bhargava committee report on Net Neutrality to.

Its recommendations broadly contain technical, regulatory and public policy related measures required with respect to Net Neutrality issue.

The Committee has recommended sticking to core principles of Net Neutrality. User rights on the Internet need to be ensured so that Telecom Service Providers/ Internet Service Providers (TSPs/ISPs) do not restrict the ability of the user to send, receive, display, use, post any legal content, application or service on the Internet, or restrict any kind of lawful Internet activity or use.

The recommendations of committee are:

102 | P a g e Follow Us - FB.com/AffairsCloudOfficialPage Copyright 2015 @ AffairsCloud.Com

Current Affairs July Capsule

 The primary goals of public policy in the context of Net Neutrality should be directed towards achievement of developmental aims of the country by facilitating “Affordable Broadband”, “Quality Broadband” and “Universal Broadband” for its citizen.

 Over-The-Top (OTT) application services should be actively encouraged and any impediments in expansion and growth of OTT application services should be removed.

 Specific OTT communication services dealing with messaging should not be interfered with through regulatory instruments. For OTT application services, there is no case for prescribing regulatory oversight similar to conventional communication services.

 In case of Voice Over Internet Protocol (VoIP) OTT communication services, there exists a regulatory arbitrage, wherein such services also bypass the existing licensing and regulatory regime creating a non-level playing field between TSPs and OTT providers both competing for the same service provision.

 Under existing telecom licensing conditions, Internet Telephony is permitted under restricted conditions. The key public policy requiring action is to manage the transition from voice-centric to data-centric networks with the concomitant change in technology

 In case of OTT VoIP international calling services, a liberal approach may be adopted. However, in case of domestic calls (local and national), communication services by TSPs and OTT communication services may be treated similarly from a regulatory angle for the present.

 Legitimate traffic management practices may be allowed but should be “tested” against the core principles of net neutrality.

 Tariff plans offered by TSPs/ISPs must conform to the principles of Net Neutrality set forth in guidelines issued by the Government as Licensor. TRAI may examine the tariff filings made by TSPs/ISPs to determine whether the tariff plan conforms to the principles of Net Neutrality.

 A clause, requiring licensee to adhere to the core principles of Net Neutrality, as specified by guidelines issued by the licensor from time to time, should be incorporated in the license conditions of TSP/ISPs. The guidelines can describe the principles and conditions of Net Neutrality in detail and provide applicable criteria to test any violation of the principles of Net Neutrality.

103 | P a g e Follow Us - FB.com/AffairsCloudOfficialPage Copyright 2015 @ AffairsCloud.Com

Current Affairs July Capsule

 National security is paramount, regardless of treatment of Net Neutrality. The measures to ensure compliance of security related requirements from OTT service providers, need to be worked out through inter-ministerial consultations.

Current Affairs July Capsule

A credit card is a payment card which allows the cardholders to pay for their goods and services few times after they have purchased anything.

In credit card accounts, the amount spent is billed to the card users through a monthly statement with a definite due date for repayment. Customers have the option of either to pay full payment or a fraction of it and roll over the balance to the subsequent month’s billing cycle.

Different companies give their customers different time periods to pay their amount after using their credit card based on the credit card policy taken by the customer.

Now RBI has tightened norms for credit card holders. It has asked banks to levy any late payment penalty on credit card customers or report that credit card account as ‘past due’ to credit information companies, if the payment has been due for more than 3 days.

The number of ‘days past due’ and late payment charges will be computed from payment due date mentioned in the credit card statement.

Also, account corresponding to that credit card holder will be treated as non-performing asset if the ‘minimum amount due’ has not been paid within 90 days from the due date.

A non-performing asset is one when it ceases to generate income for the bank. And in this case, the cardholder’s account will become non-performing i.e. the customer will not be able to credit into or debit from the bank
