Men's tournament The number of participating teams is 16. The teams are divided into four groups of four teams in the group stage. FIFA will divide the teams into groups by a public draw, whilst taking sporting and geographic factors into consideration. Each team plays every other team in its group once (round-robin format). Three points are awarded for a win, one for a draw and zero for a defeat. The last two matches in each group take place simultaneously. The two teams ranked first and second in each group progress to the quarterfinals, while the remaining eight teams are eliminated from the competition. The knockout stages consist of the quarterfinals, semifinals, and finals (gold medal and bronze medal matches). The quarterfinal winners proceed to the semifinals and the losers are eliminated. The semifinal winners play in the gold medal match and the losers play in the bronze medal match. Women's tournament The number of participating teams is 12. The teams are divided into three groups of four teams in the group stage. FIFA will divide the teams into groups by a public draw, whilst taking sporting and geographic factors into consideration. Each team plays every other team in its group once (round-robin format). Three points are awarded for a win, one for a draw and zero for a defeat. DIFFERENCES BETWEEN THE FIFA WORLD CUP QATAR 2022 (TM) AND THE MEN'S TOURNAMENT AT THE OLYMPIC GAMES The number of participating teams at the FIFA World Cup Qatar 2022 (TM) is 32. Teams are divided into eight groups of four teams in the first round. Each team plays every team in its group once (round-robin format). The two best placed teams in each group progress to the second round (round of 16, quarterfinals, semifinals, match for third place, final). The round of 16 winners proceed to the quarterfinals, while the losers are eliminated from the competition. The quarterfinal winners proceed to the semifinals, while the losers ar e eliminated. The semifinal winners progress to the final and the semifinal runnersupcontest the match for third place. The men's Olympic football tournament is age-restricted (under 23s for the regional qualifying competition, with the option of including up to three over-age players during the Olympic tournaments). DIFFERENCES BETWEEN THE FIFA WOMEN'S WORLD CUP (TM) AND THE WOMEN'S TOURNAMENT AT THE OLYMPIC GAMES The number of participating teams at the FIFA Women's World Cup (TM) has been expanded from 24 to 32 for the next edition to be held in Australia and New Zealand in 2023. For the 2019 edition held in France with 24 teams, teams were divided into six groups of four teams in the group stage. FIFA divides the teams into groups by a public draw, whilst taking sporting, geographic and economic factors in consideration. Each team plays every other team in its group once (round robin format). The two best placed teams in each group and the four best third placed teams progress to the second round (round of 16, quarterfinals, semifinals, match for third place, final). The semifinal winners progress to the final and the semifinal runners-up contest the match for third place. For the 2023 edition in Australia and New Zealand the format will be as per the FIFA World Cup in Qatar in 2022. CHANGES SINCE THE RIO 2016 OLYMPIC GAMES Referees will have the assistance of Video Assistant Referees (VAR) at Tokyo 2020. SPORT RULES AND PROCEDURES All matches will be played in accordance with the laws of the game as laid down by IFAB and published by FIFA. The FIFA disciplinary code, the doping control regulations for FIFA competitions and other FIFA directives, as well as the IOC antidoping rules, apply to the football tournaments. Tiebreak rules Group stage ranking: Group stage matches will be evaluated as follows: • Each match won = three points • Each match drawn = one point for each team • Each match lost = zero points Ranking within a group (during the group and after all group matches): a) greatest number of points obtained in all group matches b) goal difference in all group matches c) greatest number of goals scored in all group matches If two or more teams are equal on the basis of the above three criteria, their rankings shall be determined as follows: d) greatest number of points obtained in the group matches between the teams concerned e) goal difference resulting from the group matches between the teams concerned f) greater number of goals scored in all group matches between the teams concerned g) the goals scored away from home count double between the teams concerned (if the tie is only between two teams) h) greatest number of points obtained in the fair play conduct of the teams based on yellow and red cards received in all group matches as follows: - First yellow card = minus 1 point - Second yellow card/indirect red card = minus 3 points - Direct red card = minus 4 points - Yellow card and direct red card = minus 5 points (Only one of the above deductions shall be applied to a player in a single match.) i) drawing of lots by FIFA. In the event of a tournament being played in one of the countries of the participating member associations or on neutral territory, if two or more teams are equal after the completion of the group stage, the final rankings will be determined by a drawing of lots by FIFA. With the approval of the FIFA Organising Committee and should the international match calendar allow, play-offs may be played instead of drawing lots to decide ties within groups. If such play-off ends in a tie, extra time of two periods of 15 minutes each shall be played. If the score is level after extra time, kicks from the penalty mark shall be taken to determine the winner, in accordance with the procedure described in the laws of the game. Exceptionally and with the prior approval of FIFA, such play-off match may also be held in one of the countries concerned. FBL------------------------------_02A Report Created THU 1 JUL 2021 09:30 Page 2 of 3 Football サッカー / Football Should the best second or third placed team within a group stage qualify for the next stage or for the final competition, the criteria to decide such best second or third placed team shall depend on the competition format and shall require the approval of FIFA following proposals from the confederations. In the knockout format, both teams shall play one home and one away match each, the sequence of which shall be determined by lots drawn by FIFA. The team having scored most goals over the two games shall qualify for the next round. If both teams score the same number of goals over the two matches, the goals scored away shall be counted as double. If the number of away goals is also equal or both matches end without any goals being scored, extra time of two periods of 15 minutes each shall be played at the end of the second leg. The extra time period is an integral part of the second leg match. Thus, if no goals are scored in extra time, or if the score is level after extra time, kicks from the penalty mark shall be taken to determine the winner. If both teams score the same number of goals in the extra time period, the visiting team is declared winner on the basis of away goals counting double. Match description The main objective of football is to score more goals than the opponent in order to win the match. Football is played by two teams of 11 players each: one goalkeeper and 10 outfield players. Each team tries to score in the opponent's goal and to prevent the other team from scoring. The ball may be passed, tapped, rolled or dribbled in any direction using the feet predominantly but actually any part of the body other than the arms and hands, as well as thrown from the touchline in the case of a throw-in. All actions are subject to the competition regulations and the laws of the game.
