In 2011, SEPA produced the National Flood Risk Assessment which investigated all sources of flooding as well as the likely impact of climate change. The assessment identified that Thurso was potentially at risk of coastal and river flooding and further investigation was required. What have we done so far? Work to date has consisted of the following: • Joint probability assessment of coastal and fluvial flooding; • Coastal modelling to calculate wave climate and extreme sea levels; • Linked 1D/2D modelling of the River Thurso and coastal inundation; • Topographical surveys of the study area; • Stakeholder meeting with statutory bodies; • Environmental survey. At this point we want to present the baseline flood risk in the town and offer some potential solutions to protect vulnerable areas from future flooding. -

RSPB Scotland Letter Writing Briefing Last Chance for Scotland’s Seabirds Our seabirds are the fastest declining group of bird species globally. In Scotland, coastal cliff-tops that were once immense seabird 'cities' have been left like eerily silent ghost towns. The problem will continue to worsen unless the Scottish Government takes action now. The Government is proposing 33 Marine Protected Areas (MPAs) that will protect some of Scotland’s most amazing marine wildlife, but unfortunately they ignore those most in need of protection - Scotland’s seabirds. MPAs have been proposed in different locations around Scotland’s coast and out at sea. These areas will protect important species and habitats from marine activities that could harm them. MPAs will do a lot to help Scotland’s seas, and the many creatures within them, but unfortunately, they will do nothing for the majority of Scotland’s seabirds. The Scottish Government argue that seabirds are already adequately protected, but this is not the case. We have seen terrible declines in many seabird populations over the last ten years and scientists predict that we could see seabirds go extinct from some parts of the country within the next ten years. We need MPAs that protect areas of national importance for our iconic seabirds, not just areas of European importance, which is currently the case. The proposals for MPAs must be improved. The Scottish Government must designate all the proposed MPAs but also add seabirds to the list of species to be protected. In addition, the Firth of Forth Banks Complex proposed MPA must have sandeels added to the list of species to be protected. -

THE HIGHLAND COUNCIL Agenda Item CAITHNESS, SUTHERLAND & EASTER ROSS PLANNING Report No APPLICATIONS AND REVIEW COMMITTEE – 17 March 2009 07/00448/FULSU Construction and operation of onshore wind development comprising 2 wind turbines (installed capacity 5MW), access track and infrastructure, switchgear control building, anemometer mast and temporary control compound at land on Skelpick Estate 3 km east south east of Bettyhill Report by Area Planning and Building Standards Manager SUMMARY The application is in detail for the erection of a 2 turbine windfarm on land to the east south east of Bettyhill. The turbines have a maximum hub height of 80m and a maximum height to blade tip of 120m, with an individual output of between 2 – 2.5 MW. In addition a 70m anemometer mast is proposed, with up to 2.9km of access tracks. The site does not lie within any areas designated for their natural heritage interests but does lie close to the: • Caithness and Sutherland Peatlands Special Area of Conservation (SAC) • Caithness and Sutherland Peatlands Special Protection Area (SPA) • Caithness and Sutherland Peatlands RAMSAR site • Lochan Buidhe Mires Site of Special Scientific Interest (SSSI) • Armadale Gorge Site of Special Scientific Interest (SSSI) • Kyle of Tongue National Scenic Area (NSA) Three Community Councils have been consulted on the application. Melvich and Tongue Community Councils have not objected, but Bettyhill, Strathnaver and Altnaharra Community Council has objected. There are 46 timeous letters of representation from members of the public, with 8 non- timeous. The application has been advertised as it has been accompanied by an Environmental Statement (ES), being a development which is classified as ‘an EIA development’ as defined by the Environmental Impact Assessment Regulations. -

Caithness and Sutherland Proposed Local Development Plan Committee Version November, 2015 Proposed CaSPlan The Highland Council Foreword Foreword Foreword to be added after PDI committee meeting The Highland Council Proposed CaSPlan About this Proposed Plan About this Proposed Plan The Caithness and Sutherland Local Development Plan (CaSPlan) is the second of three new area local development plans that, along with the Highland-wide Local Development Plan (HwLDP) and Supplementary Guidance, will form the Highland Council’s Development Plan that guides future development in Highland. The Plan covers the area shown on the Strategy Map on page 3). CaSPlan focuses on where development should and should not occur in the Caithness and Sutherland area over the next 10-20 years. Along the north coast the Pilot Marine Spatial Plan for the Pentland Firth and Orkney Waters will also influence what happens in the area. This Proposed Plan is the third stage in the plan preparation process. It has been approved by the Council as its settled view on where and how growth should be delivered in Caithness and Sutherland. However, it is a consultation document which means you can tell us what you think about it. It will be of particular interest to people who live, work or invest in the Caithness and Sutherland area. In preparing this Proposed Plan, the Highland Council have held various consultations. These included the development of a North Highland Onshore Vision to support growth of the marine renewables sector, Charrettes in Wick and Thurso to prepare whole-town visions and a Call for Sites and Ideas, all followed by a Main Issues Report and Additional Sites and Issues consultation. -

SEARLE, YOLANDA NARAIN NAVARRO* & GUILA GANEMI Department of Zoology, University of Oxford, South Parks Road, Oxford OX1 3PS,U.K. Inthe extreme north-east of Scotland (near the village of Joim o'Groats) there is a small karyotypic race of house mouse (2n= 32), characterized by four metacentric chromosomes 4.10, 9.12, 6.13 and 11.14. We present new data on the hybrid zone between this form and the standard race (2n =40)and show an association between race and habitat. In a transect south of John o'Groats we demonstrate that the dines for arm combinations 4.10 and 9.12 are staggered relative to the dines for 6.13 and 11.14, confirming previous data collected along an east—west transect (Searle, 1991). There are populations within the John o'Groats—standard hybrid zone dominated by individuals with 36 chromosomes (homozygous for 4.10 and 9.12), which may represent a novel karyotypic form that has arisen within the zone. Alternatively the type with 36 chromosomes may have been the progenitor of the John o'Groats race. Additional cytogenetic interest is provided by the occur- rence of a homogeneous staining region on one or both copies of chromosome 1 in some mice from the zone. Chief Officer Argyll and Bute Health and Social Care Partnership It is with much regret to report that Christina West has resigned from the post of Chief Officer for Argyll and Bute Health and Social Care Partnership with a leaving date of 30th September 2018. Integration of health and social care has been one of the most significant changes in the public sector for decades. Under Christina’s Leadership she leaves Argyll and Bute’s Health and Social Care Partnership in a positive position to move forward, with plans in place to redesign services not least to meet the demographic challenges. Christina takes with her our grateful thanks, for her hard work, determination and commitment to developing health and social care services for the people of Argyll and Bute. She embraced the Highland Quality Approach and has been an invaluable member of NHS Highland’s Senior Leadership team. The recruitment process is underway to secure a new Chief Officer. Dr Grays Temporary Service Model for Women and Children’s services A new temporary service model for Women and Children’s services at Dr Gray’s Hospital is to be put in place to allow maternity and paediatric service to continue in Elgin. The change comes after NHS Education for Scotland said initial indications were that only two trainee doctors had elected to work at Dr Gray’s at the next intake in August – six less than the number required. -

Item Sutherland County Committee Report CC/ Caithness Committee No 16/16 30 August 2016 31 August 2016 Caithness and Sutherland Local Development Plan Report by Director of Development and Infrastructure Summary This report presents a summary of issues raised in comments received on the Proposed Caithness and Sutherland Local Development Plan (CaSPlan) and seeks approval for the Council’s response to these issues and next steps. In accordance with the Council’s Scheme of Delegation, the two Local Committees are asked to consider the report and decide on these matters. The recommended Council position is to defend the Proposed Plan, subject to only minor modifications, which would mean that the next stage would be submission to Ministers and progression to Examination. Other options would involve further consultation on a Modified Plan. The report explains the implications of each way forward. 1. Background 1.1 The Caithness and Sutherland Local Development Plan (CaSPlan) is the second of three area local development plans to be prepared by the Highland Council. Together with the Highland-wide Local Development Plan (HwLDP) and more detailed Supplementary Guidance, CaSPlan will form part of the Council’s Development Plan against which planning decisions will be made in the Caithness and Sutherland area. 1.2 The Proposed Plan consultation for CaSPlan ran from 22 January to 18 March 2016. Around 201 organisations or individuals responded, raising around 636 comments. This includes a few comments received on the associated Proposed Action Programme. All these comments have been published on the development plans consultation portal consult.highland.gov.uk. -

Background In order to obtain information to support work on Marine Protected Areas (MPAs), black guillemots were surveyed at two sites in Scotland, East Caithness Cliffs and Clyde Sea Sill MPAs, from late March to April 2014. The data from these counts was then compared with counts collected in a similar manner for Seabird 2000. Main findings 1,589 birds were counted in the East Caithness Cliffs MPA. Of these 1,569 birds were in summer plumage, this was a 67% increase on the 939 counted in the same sections for Seabird 2000. -

The British Trust for Ornithology Scotland, Stirling, FK9 4NF * [email protected] Introduction Many birds have declined across Scotland and the UK as a whole (Balmer et al. 2013, Eaton et al. 2015, Foster et al. 2013, Harris et al. 2017). These include five species of farmland wader; oystercatcher, lapwing, curlew, redshank and snipe. All of these have all been listed as either red or amber species on the UK list of birds of conservation concern (Harris et al. 2017, Eaton et al. 2015). Between 1995 and 2016 both lapwing and curlew declined by more than 40% in the UK (Harris et al. 2017). The UK harbours an estimated 19-27% of the curlew’s global breeding population, and the curlew is arguably the most pressing bird conservation challenge in the UK (Brown et al. 2015). However, the causes of wader declines likely include habitat loss, alteration and homogenisation (associated strongly with agricultural intensification), and predation by generalist predators (Brown et al. 2015, van der Wal & Palmer 2008, Ainsworth et al. 2016). There has been a concerted effort to reverse wader declines through habitat management, wader sensitive farming practices and predator control, all of which are likely to benefit waders at the local scale. However, the extent and severity of wader population declines means that large scale, landscape level, collaborative actions are needed if these trends are to be halted or reversed across much of these species’ current (and former) ranges.
