STATE PROPERTIES REVIEW BOARD Minutes of Meeting Held On January 30, 2017 450 Columbus Boulevard, Hartford, Connecticut The State Properties Review Board held its regular meeting on January 30, 2017 in Suite 2035, 450 Columbus Boulevard, Hartford, Connecticut. Members Present: Edwin S. Greenberg, Chairman Bruce Josephy, Vice Chairman John P. Valengavich, Secretary Jack Halpert Staff Present: Brian A. Dillon, Director Mary Goodhouse, Real Estate Examiner Chairman Greenberg called the meeting to order. Mr. Valengavich moved and Mr. Halpert seconded a motion to enter into Open Session. The motion passed unanimously. OPEN SESSION ACCEPTANCE OF MINUTES OF JANUARY 23, 2017. Mr. Valengavich moved and Mr. Josephy seconded a motion to accept the minutes of January 23, 2017. The motion passed unanimously. REAL ESTATE- UNFINISHED BUSINESS REAL ESTATE – NEW BUSINESS Mr. Valengavich moved and Mr. Josephy seconded a motion to go out of Open Session and into Executive Session. The motion passed unanimously. EXECUTIVE SESSION PRB # 17-013 Transaction/Contract Type: RE /Lease Renewal Origin/Client: DAS/ JUD Statutory Disclosure Exemptions: 4b-23(e), 1-200(6)(D) & 1-210(b)(24) The Board commenced its discussion of the proposed lease renewal at 9:35 a.m. and concluded at 9:50 a.m. Mr. Valengavich moved and Mr. Halpert seconded a motion to go out of Executive Session and into Open Session. OPEN SESSION PRB # 17-014 Transaction/Contract Type: RE / Voucher Origin/Client: DOT/DOT Project: 076-217-005 & 005A STATE PROPERTIES REVIEW BOARD Minutes of Meeting, January 30, 2017 Page 2 Grantor: Bolton Senior Community, LLC Property: 366 Boston Turnpike, Bolton Project Purpose: Construction of the Charter Oak Greenway Shared Use Path Item Purpose: DOT Acquisition of 31,525± SF of land, together with a right to grade, and a right to relocate driveway; together with a DOT grant of permanent access easement of 20,944± SF; and 1,533± SF temporary access easement. The purpose of the Charter Oak Greenway Project is to extend the Charter Oak Greenway in Manchester and connect with the Hop River State Park Trail in Bolton. This will enhance continuity with the existing bicycle trail system throughout the State, while providing an alternative to motor vehicle transportation. As part of this project and also a DOT project for safety/improvements to Route 6/44 at the intersection with Interstate 384, DOT will construct an overhead pedestrian bridge at Route 6/44, immediately west of the State of Connecticut DOT Maintenance Garage. The path will continue around the DOT Maintenance Garage property and end at the existing parking lot for the Hop River State Park Trail at Bolton Notch Pond, in the Town of Bolton. The subject property at 366 Boston Turnpike, Bolton consists of 22.03 acres of vacant land, previously operated as a drive-in movie theater. The frontage is 86.92 feet on the northerly side of Route 6/44. Bolton Notch Pond forms the much of the easterly boundary. Public utilities available to the site are electricity and sewer. The site’s access is problematic for traffic safety in that the current driveway location is influenced by fast moving traffic exiting I-384. This portion of Route 6/44 is one-way, westbound. The option of constructing a new driveway in the current location was rejected due to safety concerns. Consequently, DOT will take the driveway access (thereby extinguishing it) and provide access to the subject site through the DOT Park and Ride commuter parking lot. The area to be taken is 31,525 SF which includes the property’s road frontage (access). It is bounded on the east and west by land of the State, and southerly by Route 6/44. The new access easement granted by DOT is 20,944 SF and extends from Route 44/6 through the commuter lot to the Grantor’s property. The DOT appraiser based his conclusion as to highest and best use on the owner’s conceptual plan for senior housing, showing that the site could accommodate 62 units. While there are no permits for the housing project, the Town is interested in the development of senior housing at this location. The current owners purchased the property in what appears to be an arm’s length transaction in 2006 for $550,000 ($25,000/acre). DOT analyzed the data on 4 sales in Manchester, South Windsor, and Columbia that were approved or suitable for condominium development. Based on the data, DOT concluded $30,000/acre for the subject site x 22.03 acres = $661,000. Based on this appraisal, and the costs to cure the damages resulting from the taking (provide new driveway access), the appraisal report recommended damages in the amount of $306,000. The parties have agreed to $352,000. Staff recommended that the Board suspend action on this item, pending but not limited to the results of a site inspection. The motion passed unanimously. PRB FILE #17-014 – Mr. Valengavich moved and Mr. Josephy seconded a motion to suspend PRB File #17-014, pending but not limited to the results of a site inspection.
