This Ard Fheis directs that Sinn Féin: • Pro-actively opposes racism; • Organise an anti-racism campaign; • Lobby the Ministers for Education, north and south, to change the curriculum to be more pro-active and inclusive in education about racism; and • Challenge the Minister for Justice on state acceptance of ingrained racism, especially against members of the traveling community. This Ard Fheis calls on the Irish government to ratify Protocol 12 of the European Convention for the Protection of Human Rights and Fundamental Freedoms which will ensure that legal sanctions for racial discrimination will be effective, proportionate and dissuasive. This Ard Fheis: • Believes that the Fianna Fail/ Progressive Democrat Disability Act 2005 is not rights- based, fails to satisfy the Good Friday Agreement equivalence test and is therefore unacceptable; • Commits Sinn Féin to continue working with people with disabilities, their families and representative organisations until an unequivocally rights-based act is delivered, as per the Sinn Fein amendments to the Bill; and • Commends the work of the Disability Legislation Consultation Group, congratulates the Rights make the Difference Campaign and thanks our own TDs and other activists around the country for supporting their worthy efforts. Ard Chomhairle 4. This Ard Fheis calls on the government of the day, from the Taoiseach down, to embark on an accessibility awareness campaign to ease the lives of those with disabilities. This Ard Fheis calls on planning sections of local authorities to insist that wheelchair/ accessibility/ automated doors be incorporated in any shop/ office reconstruction. This Ard Fheis calls on the present government to appoint a minister to represent people with disabilities and that resolves that Sinn Féin will include it as a policy in its election manifesto. Gaughan/Stagg Cumann, Mayo 8. This Ard Fheis highlights the need for more support and awareness of disabilities and calls on the governments in both jurisdictions to implement more investment in Community Support Services integrated in the local area that can provide a better quality of life for its users. Sinn Féin Patrick Cannon Cumann, Dublin 2006 Ard Fheis 4 9. This Ard Fheis recognises the difficulties faced by disabled people around our cities. In particular: • Pedestrian crossings where the lights often change too fast to allow disabled people to cross the road; • Access to footpaths are often too high; and • The conditions of many streets and footpaths are very poor and are not suitable for wheelchairs. This Ard Fheis calls on the government to rectify this situation immediately. Joe Clarke Cumann, Dublin 10. This Ard Fheis calls on planning sections of Local Authorities to insist that when Recreation/Community centres/Churches are being built that: • Front door ramped accessibility is mandatory with wheelchair-friendly automatic door (activated by underfloor mechanism), without lip and with outside level and inside floor level exactly flush; and • A wheelchair-friendly changing room/toilet be incorporated into the plan. Cuige Connacht/Uladh Abortion 11. This Ard Fheis supports the Irish Family Planning Association’s Safe and Legal Campaign. We acknowledge the reality that 230,000 women have travelled abroad for abortions since 1983, and deplore the additional funding and emotional stress such enforced travel places on women in crisis. We accept the principle of a woman’s right to choose, and demand legislation and constitutional amendments be brought forward to enable this right to be exercised within the island of Ireland. Cathal Brugha Cumann, Waterford 12. This Ard Fheis amends our current policy on abortion so that it reflects that the right to life of the unborn is equal to the right to life of the woman. This Ard Fheis resolves that every Sinn Féin member from party president to cumann member should have the right to articulate and campaign on the issue of abortion according to their conscience.
