He is an author and co-author of 28 books and of over 170 articles and chapters. Recipient of Doctor Honoris Causa Roskilde University Centre, Denmark (1993) and the University of Łódź, Poland (1996). Initiator of work on re-establishment of local government in Poland (1981) and leading researcher of long-term studies on decentralization (1981–1989). Member of the Steering Committee of the Local Government and Public Service Reform Initiative, Open Society Institute, Budapest (1997–2000). 7 Local Government in Poland Jerzy Regulski INTRODUCTION Th e year 1990 marked the beginning of systemic transformations in Poland. Th e restoration of democratic local and regional authorities had a prominent role in that process. Local gmina administrations are now in their fourth term of offi ce; middle-tier powiats and voivodships have existed for fi ve years. Much knowledge and experience has been gathered through these years. But until now no history of the reestablishment of local government in Poland, or a critical analysis of the preparation and implementation of reforms, as well as their eff ects, has been published. Neither have these reforms been given proper attention in the numerous publications on government in the West. Th is is in a sense understandable as the problems of transition in post-communist countries are diffi cult to evaluate without practical knowledge of the context in which they began. Th e lack of this historical knowledge is even more regrettable when we consider the fact that Poland was among the fi rst countries freed from communism, where restoration of local government was attempted on a broad scale. But the new network of local authorities is a result of not only of consecutive governments; it was also created by a historical process determined by various, often contradictory, conscious actions and objective factors. Decisions made even before the fi rst local elections were of primary importance to the process as well. Th ose decisions were limited by the legislation, institutions and public mentality inherited from the communist system. Th e further progress of reforms was a consequence of the dynamic between legislative initiatives and the resistance that hampered them. Government reform is not a technical, but thoroughly political process. Legislative and institutional changes must not be isolated from the needs and attitudes of the public, nor from the play of various political forces and interest groups. Th is is clearly evidenced by the experience of the entire transition period in Poland. We need to learn from experience. Th e transformation of the Polish state is not yet complete, although it has advanced considerably. Th e Polish experience may still be useful to other post- communist countries where the process is less advanced. Th at is why I decided to make my book, written for Poles,1 available to the foreign reader as well. It seems everyone has a duty to share experiences; not to instruct, but to aid others in avoiding the same mistakes. Th e Polish local government reforms are a great success, and I am proud to have had an opportunity to contribute to the process. But the purpose of this book is neither to give publicity to these reforms, nor to describe their achievements. My intention has been to present the real issues associated with reforming a state. I have attempted to analyze the mechanisms that implement transformation, show the barriers to changes and evaluate our achievements and failures. The strategy is a tool for creating development targeting available financial and regulatory instruments. 2. The strategy covers only those issues on which the Self-Government of Pomorskie Voivodeship and its partners in the region have a real impact. 3. The strategy does not include purely local issues unless there is a close relationship between the local needs and potentials of the region and regional interest, or when the local deficits significantly restrict the development opportunities. 4. The strategy does not focus on issues of a routine character, belonging to the realm of the current operation and performing the duties and responsibilities of legal entities operating in the region. 5. The strategy is selective and focused on defining the objectives and courses of action reflecting the strategic choices made. 6. Abstract: The Vistula Lagoon is a cross-border area with high natural values and a developing market of tourist services. Passenger shipping is an important part of local tourism, but ship owners are insufficiently involved in planning processes and their views on creating shipping development are underrepresented. The article aims to compare the vision of the development of passenger shipping in the Polish part of the Vistula Lagoon between local governments creating the spatial policy and ship owners offering transport services. We have made an attempt to verify the development prospects. The collation of these visions was based primarily on the qualitative analysis of the content of planning and strategic documents (desk research method) and a survey conducted among all six ship owners. Thanks to the comparative analysis, it was possible to show similarities and differences and to indicate recommendations. The paper presents review of the available literature on the subject, thanks to which the research area was identified as unique in Europe. On the one hand, it is a valuable natural area, which is an important tourist destination, on the other hand, there are organizational and infrastructural limitations in meeting the needs of tourists. Celem działań podejmowanych przez gminę powinno być zaspokajanie konkretnych potrzeb danej wspólnoty samorządowej. Na czym polega Powiat został utworzony, aby zarządzać usługami publicznymi, z którymi nie misja powiatu? poradziłyby sobie gminy, szczególnie mniejsze. Dlatego też powiat ponosi > odpowiedzialność za zarządzanie szpitalami, prowadzenie szkół ponadgimnazjalnych, urzędów pracy czy sprawy geodezji. Warto przy tym pamiętać, że wszystkie szczeble samorządu są od siebie niezależne, i tak np. powiat nie jest nadrzędny w stosunku do gmin.     After Miłosz: Polish Poetry In the 20th and the 21th Century Chicago, Chopin Theatre, 9/30 –10/3 2011 THE FESTIVAL The Chicago's literary festival titled After Milosz: Polish Poetry in the 20th and 21th Century is the largest presentation of Polish poetry in the United States this year. The festival celebrates the year of Czeslaw Milosz and commemorates the centennial anniversary of the birth of the Nobel Prize winner. The event goes beyond a familiar formula of commenting the work of the poet and offers a broader view on the contemporary Polish poetry. Besides the academic conference dedicated to Milosz's work, and a panel with the greatest America poets (Jorie Graham, Charles Simic) remembering the artist and discussing his influence on American poetry, the program includes readings of the most talented modern Polish poets of three generations. From the best known (Zagajewski, Sommer) to the most often awarded young writer nowadays, Justyna Bargielska. An important part of the festival will be two concerts: the opening show will present the best Polish rappers FISZ and EMADE whose songs are inspired by Polish poetry; another concert will present one of the best jazz singers in the world, Patricia Barber, who will perform especially for this occasion. The main organizers of the festival are the Fundation of Tygodnik Powszechny magazine and the Joseph Conrad International Literary Festival in Krakow, for which the Chicago festival is a portion of the larger international project for promoting Polish literature abroad. The co- organizer of the festival is the Head of the Slavic Department at University of Illinois at Chicago, Professor Michal Pawel Markowski, who represents also the Polish Interdisciplinary Program at UIC supported by The Hejna Fund, and also serves as the artistic director to the Conrad Festival.

It identifies several factors that led Poland to introduce self-government at the regional level both earlier and to a greater extent than its neighbors in East Central Europe. The analysis then turns to the competences and financing of the Polish regions, or voivodeships. Although Poland has taken steps to decentralize, it remains a unitary state. Introduction The relation of nation state and transnationalism can be considered as part of a broader discussion on the sovereignty of the nation state, which is faced with phenomena labelled “postnational”, “supernational”, “global”, “glocal” “local” and, finally, “transnational”. “Transnationalism”, conceived of as trans-border relations and involvements of nation-state citizens, is happening across, transversing the borders of “container-type” nation states and thus challenging their claims to sovereignty and loyalty. That said, transnational practices are not “fluid”, but, as Ewa Morawska (2001:196) never tires to emphasise, “place and time bounded”. The great majority of empirical studies on transnationalism (cf. Levitt et al. 2003: 568) show that nation-states and their policies do matter for forms and contents of transnationalism. National policies can even actively encourage the development of transnational practices. The case I would like to describe in this paper is an interesting example of this interaction between nation-state policy (specifically, dual citizenship), and transnational tendencies.
