Florida Atlantic University, 2003 A dissertation submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the School of Electrical Engineering and Computer Science in the College of Engineering and Computer Science at the University of Central Florida Orlando, Florida Spring Term 2009 Major Professor: W. Linwood Jones © 2009 Peth Laupattarakasem ii ABSTRACT Over the last three decades, microwave remote sensing has played a significant role in ocean surface wind measurement, and several scatterometer missions have flown in space since early 1990’s. Although they have been extremely successful for measuring ocean surface winds with high accuracy for the vast majority of marine weather conditions, unfortunately, the conventional scatterometer cannot measure extreme winds condition such as hurricane.
