SA is an assessment process designed to consider and report upon the significant sustainability issues and effects of emerging plans and policies, including their reasonable alternatives. SA iteratively informs the plan-making process by helping to refine their, so that they maximise the benefits of sustainable development and avoid, or at least minimise, the potential for adverse effects. Context for the Maidstone Local Plan Review The borough of Maidstone covers approximately 40,000 hectares and is situated in the heart of Kent. Maidstone is the County Town of Kent and approximately 75% of its 171,800 population live in the urban area. The Maidstone urban area, located in the north west of the borough, has a strong commercial and retail town centre, with Maidstone comprising one of the largest retail centres in the south east. A substantial rural hinterland surrounds the urban area, part of which enjoys designation due to its high landscape and environmental quality. The borough encompasses a small section of the metropolitan green belt (1.3%), and 27% of the borough forms part of the Kent Downs Area of Outstanding Natural Beauty (AONB). The borough is strategically located between the Channel Tunnel and London with direct connections to both via the M20 and M2 motorways. Three central railway stations in the town connect to London, Ashford, Tonbridge and to the Medway Towns. Maidstone Borough has a close interaction with the Medway Towns that provide a part of the borough's workforce. The local housing market crosses one adjacent borough boundary into Tonbridge and Malling, with relationships identified with the Ashford, Medway, Tunbridge Wells, and London housing markets. All of these markets are influenced by their proximity to London, resulting in relatively high house prices. There are parts of the borough that would benefit from renewal, primarily including Maidstone town centre and there are pockets of deprivation that exist, particularly in the urban area. The rural service centres and larger villages provide services to the rural hinterland and some larger villages also play a vital part in the rural economy. There are a number of significant centres of economic activity in and around the rural settlements, and smaller commercial premises are dotted throughout the borough. Agriculture remains an important industry to the borough including the traditional production of soft fruits and associated haulage and storage facilities. The borough is fortunate to benefit from a number of built and natural assets including 41 conservation areas, over 2,000 listed buildings, 26 scheduled ancient monuments and 15 registered parks and gardens important for their special historic interest. Seven percent of the borough is covered by areas of ancient woodland, there are 63 local wildlife sites, 34 verges of nature conservation interest, 11 sites of special scientific interest, three local nature reserves and a European designated special area of conservation. The River Medway flows through the borough and the town centre and, together with its tributaries, is one of the borough's prime assets.     Dave Brown by dave brown, 12-May-10 01:22 AM GMT Saturday 8th May 2010. One look out of the window told me today was not the day for butterflies or dragonflies. A phone call from a friend then had us heading to my favourite place. Good old Dungeness. Scenery not the best in the world but the wildlife exceeedingly good. Thirty minutes later we were watching a Whiskered Tern hawking insects over the New Diggings, showing from the road to Lydd. Also present were a few hundred Swifts, Swallows, House and Sand Martins, together with a few Common Terns. A quick chat with Dave Walker (very friendly Observatory Warden) and his equally friendly assistant confirmed that the recent weather there meant little or no Butterfly or moth activity. With the rain falling harder it was time to leave Dunge and head inland. The Iberian Chifchaf at Waderslade had already been present over a week so it was time to catch up with it. On arrival at the small wood of Chesnut Avenue the bird showed and sang within a few minutes of our arrival. This is still a scarce bird in Britain so where was the crowd. In 30 minutes the maximum crowd was five, and that included 3 from our family. It sang for long periods of time and only once did it mutter the usual Chifchaf call, otherwise it was Iberian Chifchaf all the way. It also look slighlty diferent in structure and colour. To my eyes the upper parts were greener, the legs were a brown colour and the tail appeared longer.

    Coarse fishing close season on English rivers Appendix 1 – Current coarse fish close season arrangements The close season on different waters In England, there is a coarse fish close season on all rivers, some canals and some stillwaters. This has not always been the case. In the 1990s, only around 60% of the canal network had a close season and in some regions, the close season had been dispensed with on all stillwaters. Stillwaters In 1995, following consultation, government confirmed a national byelaw which retained the coarse fish close season on rivers, streams, drains and canals, but dispensed with it on most stillwaters. The rationale was twofold: • Most stillwaters are discrete waterbodies in single ownership. Fishery owners can apply bespoke angling restrictions to protect their stocks, including non-statutory close times. • The close season had been dispensed with on many stillwaters prior to 1995 without apparent detriment to those fisheries. This presented strong evidence in favour of removing it. The close season is retained on some Sites of Special Scientific Interest (SSSIs) and the Norfolk and Suffolk Broads, as a precaution against possible damage to sensitive wildlife - see Appendix 1. This consultation is not seeking views on whether the close season should be retained on these stillwaters While most stillwater fishery managers have not re-imposed their own close season rules, some have, either adopting the same dates as apply to rivers or tailoring them to their waters' specific needs. Canals The Environment Agency commissioned a research project in 1997 to examine the evidence around the close season on canals to identify whether or not angling during the close season was detrimental to canal fisheries.

In preparing the Local Plan the Council has tried to strike a balance between protecting and improving the environment, whilst making provision for necessary development and encouraging a healthy economy. Whilst the Plan will not satisfy everyone, as different people have different interests, it sets the framework for development in the ‘public interest’. The Plan provides a statutory basis for planning decisions and the Council must determine planning applications in accordance with its provisions unless material factors indicate otherwise. The recent publication of Government advice that greenfield sites should be developed only if there is insufficient previously developed land to meet housing requirements, is a factor that the Council will need to take into account.
