With a history of strong, successful leaders, and fervent political rebels, New Zealand provides a useful political context in which the theoretical platform for what constitutes populism can be explored. While the current pre-eminent model of New Zealand-centric populist leadership is Barry Gustafson’s six point framework, this thesis will posit that adopting a multi-methodological approach is able to explain the nuances of New Zealand populism more effectively. Traditional international approaches to populist theory, such as those of Panizza and Laclau, are introduced to provide context on the wider literature on populism. In a challenge to Gustafson’s model, which closely matches the definitions of Panizza and Laclau, the social choice theorems of Riker’s heresthetics are introduced to provide a counter- explanation for populist leadership. -

ANZSOG Case Program From emergency to urgency: the Canterbury Earthquake Recovery Authority (A) 2016-189.1 On 29 March 2011, the New Zealand Government announced the creation of a new government department. To be known as the Canterbury Earthquake Recovery Authority or CERA (pronounced Sarah), it would have extensive powers to override legislation and regulations deemed to stand in the way of a speedy recovery from the earthquake that had devastated the city of Christchurch, causing 185 deaths, a month earlier. The Canterbury Earthquake Recovery (CER) Act, which would pass with multi-party support, outlined a formidable list of tasks for CERA. These included ensuring that greater Christchurch would make a ‘focussed, timely and expedited recovery’ from damage and destruction on an epic scale, enabling community participation in the planning. CERA was to coordinate and direct the repair and rebuilding of affected communities, and restore their ‘social, economic, cultural and environmental wellbeing’. In order to achieve this in its five-year life, the CER Act gave CERA the final say on where, how and in what priority both demolition and reconstruction could take place; CERA could acquire land compulsorily and enter private property, and prosecute people who failed to comply with directions given under the Act.1 The establishment of CERA as a government department meant that its Chief Executive would report directly to its Minister. The Hon Gerry Brownlee, Minister for Canterbury Earthquake Recovery, third-ranked in Cabinet, was a long-serving Christchurch MP. Falk [1] 10.1 Introduction Following the successful international launch and the 1992 World Health Assembly (WHA) attempt, the anti-nuclear movement made the World Court Project (WCP) a priority and focused on strengthening global public 1■1 support. The primary tools adopted were the collection of Declarations of Public Conscience (DPC); endorsements from citizen groups and prominent individuals; and publicising it in the media and group newsletters. Staging media events, often involving eminent supporters, helped educate the public and decision makers. While a few individuals lobbied diplomats in New York and Geneva, others corresponded with and met their local MPs and officials. ISC members met Foreign Ministers and officials in the capitals of key countries, held public meetings and spoke with the media. Public education programmes proved effective in a few of the middle Western nations where nuclear disarmament already had a reasonably high profile: A/NZ, Australia, Canada, Ireland and Japan. This chapter takes as a case study the growing support in A/NZ over a decade, and how the government and officials shifted from opposition in 1992 to support during 1994. -

This inventory lists some of the thousands of community-led groups and initiatives across the region that have developed or evolved as a result of the quake. This inventory is the third such inventory to have been produced. The Christchurch Earthquake Activity Inventory was released by Landcare Research in May 2011, three months after the devastating 22 February 2011 earthquake. The second inventory, entitled An Inventory of Community-led Recovery Initiatives in Canterbury, was collated by Bailey Peryman and Dr Suzanne Vallance (Lincoln University) approximately one year after the February earthquake. The research for this third inventory was undertaken over a four month period from June to September 2013, and was conducted primarily through online searches. Time restrictions mean that some details in the inventory will undoubtedly be missing or falsely recorded. We sincerely apologise for any misinformation, oversights and omissions. We use the terms ‘civil society’ and ‘community’ somewhat interchangeably, and define these broadly as including faith-based groups, formal and less formal social networks, non- governmental organisations (NGOs) and other groups operating outside the formal governmental or commercial sectors. -

A. INTRODUcrION This essay rekindles ideas of trans~Tasman union, beyond the "Closer Economic Relationsll agreement (hereafter C.E.R.).' In 1983, Justice Michael Kirby called on New Zealanders and Australians to reflect where the C.E.R. accord "was taking US".2 "Is it towards Federation?"3 Australia, he believed, should offer to admit New Zealand as two States of the Australian federation, perhaps on terms providing special guarantees of respect for local institutions, laws and practices. The focus is on housing and insurance issues in Christchurch, the capital of Canterbury region. Despite the fact that New Zealand is a seismic nation and should be able to deal with earthquakes, the September 4, 2010 and February 22, 2011 earthquakes showed that the country had not been prepared. Thus, New Zealand has not been able to manage the aftermaths effectively enough. The greatest challenge has been the reluctance of international private insurers to settle claims in timely fashion and the government‟s inability to put more pressure on them.
