We are seeking decisions on these matters now so that officials can provide supplementary drafting instructions to PCO by early November. Officials understand that a meeting may be arranged between Ministers and officials for late next week to discuss the issues contained in this report and on the overall KiwiSaver timeline. These have been made on the basis of her history as an academic, her gender, domestic status and personal life, and not least her politics. John Banks and Lindsay Perigo, in their host roles on the Radio Pacific breakfast talk show The First Edition,1 crystallised various of these attack strategies into a characterisation which I describe as ‘communist lesbian dictator’. This is not to say that Banks or Perigo ever owned or controlled the discourse which feeds this charac- terisation; indeed it is quite widespread, enough so that caricatures of Clark2 routinely make fun of her ‘masculine’ characteristics, her ‘ruthlessness’, her tendency to wear red blazers, and other such symbolic matter. -
Bathgate Was Born on 10 August 1809 at Edinburgh, Scotland, the Son of Frances Hamilton Macdowall and Her Husband, Alexander Bathgate
John Bathgate was born on 10 August 1809 at Edinburgh, Scotland, the son of Frances Hamilton Macdowall and her husband, Alexander Bathgate. His father had been a skinner, but rose to become a teacher in the day school at Peebles. Because John's mother had died when he was five, he was raised by his father and his second wife, Janet Campbell. After education at the Royal High School and the University of Edinburgh, Bathgate joined his father at Peebles as the assistant teacher. He then taught himself land surveying, worked in an estate office and, after a token apprenticeship and footing the bill for a sumptuous supper for his examiners, was admitted as a writer (solicitor) in 1835. Over the next 28 years Bathgate took every opportunity that came his way. From his first professional task – administering a poor fund – he never declined a post, no matter how onerous the duties or how poor the remuneration. Alongside such roles as secretary of the Peeblesshire Prison Board, procurator fiscal and town clerk, he founded a newspaper, the Peeblesshire Monthly Advertiser and Tweedshire Journal, pioneered a private railroad from Edinburgh to Peebles, founded the Peeblesshire Savings Investment Society, and managed the Peebles branch of the Union Bank of Scotland. Bathgate conducted his diverse affairs to the detriment of his health and the neglect of his family. On 6 April 1842 he had married Anne Cairns Anderson at Edinburgh; they had two daughters and two sons before Anne Bathgate died in 1851 shortly after the premature birth of a son, who survived only briefly. -

Symposium on Retirement Income Policy Looking back and looking forward Wednesday, 16 April 2008 TASK FORCES IN THE 1990s AND THE POLITICAL ACCORD Task Force on Private Provision for Retirement Politics, not economics or demographics, was the key driver of the retirement policy debate of the nineties. The appointment of the Task Force on Private Provision for Retirement on 10 October 1991 by Prime Minister Jim Bolger was, for me, the first step on a fascinating journey of research, education, consultation and consensus which extended through the decade. During the 1990s New Zealand re-constructed and developed its simple two part system for providing income in retirement based on public provision of a basic pension (New Zealand Superannuation) and voluntary private savings. Retirement savings were tax-neutral compared with other forms of financial savings. The 1990s began with radical changes to national super announced in the 1991 budget that would have converted the pension into a welfare benefit. The government was forced to backtrack and was left wondering what to do. Announcing the formation of the 1991 Task Force, the New Zealand Herald’s Simon Collins, under the heading Task force to study compulsory super, reported that the eight-member task force “will consider requiring New Zealanders to contribute to compulsory private pension schemes. The eight-member task force will also consider tax incentives for retirement saving, regulation of superannuation schemes and compulsory retirement ages. The group would report to a joint cabinet-caucus committee chaired by the Prime Minister, Mr Bolger.” In fact, the Hon WF (Bill) Birch was our principal government contact. -

77 MĀORI LAND AND LAND TENURE IN NEW ZEALAND: 150 YEARS OF THE MĀORI LAND COURT R P Boast* This is a general historical survey of New Zealand's Native/Māori Land Court written for those without a specialist background in Māori land law or New Zealand legal history. The Court was established in its present form in 1865, and is still in operation today as the Māori Land Court. This Court is one of the most important judicial institutions in New Zealand and is the subject of an extensive literature, nearly all of it very critical. There have been many changes to Māori land law in New Zealand since 1865, but the Māori Land Court, responsible for investigating titles, partitioning land blocks, and various other functions (some of which have later been transferred to other bodies) has always been a central part of the Māori land system. The article assesses the extent to which shifts in ideologies relating to land tenure, indigenous cultures, and customary law affected the development of the law in New Zealand. The article concludes with a brief discussion of the current Māori Land Bill, which had as one of its main goals a significant reduction of the powers of the Māori Land Court. Recent political developments in New Zealand, to some extent caused by the government's and the New Zealand Māori Party's support for the 2017 Bill, have meant that the Bill will not be enacted in its 2017 form. Current developments show once again the importance of Māori land issues in New Zealand political life. -

JT col for July 18 2020 - Crush v smile Election will be crush vs smile It was fashionable at one point in the last generation and a half for some men to refer to their inner feminism. I was one. But past performance not withstanding, I must still be viewed as a male chauv…or worse, an old male chauv. There, I’ve said it. The risk in what follows seems less: I’m delighted the leadership of the country will be contested by two women, Jacinda Ardern versus Judith Collins. How appropriate, given we were the first to “allow” women to vote. Not- withstanding further accidents, we’re headed into an election in which a woman is guaranteed to be Prime Minister. I must have had an inkling about this, because last week I went along to see Collins for myself. A self-declared good mate of Johnathan Young’s, she turned up in Taranaki to speak at his election launch, visit around, promote her recently published memoirs, et cetera. I was one of 110 people keen enough to brave a freezing night to observe this politician with a long game; good sense told us she was probably positioning for a post-election leadership run after Todd Muller was sacrificed on the altar of Ardern. Even if Collins can't out-Ardern her opponent come September, she'll hold on. Her strategy is one based on people's short memories for her missteps since she got into parliament 18 years ago. The National Party also seems temporarily to have lost its appetite for the youngish and the novel. -
