Government Agent’s Message It is my great pleasure to present this message for Annual Performance and Accounts Report-2011 of District Secretariat, Trincomalee. Performance of the District Secretariat, Trincomalee and its eleven Divisional Secretariats for the year 2011 is presented in this report. 2011 was a year which was able to expedite the public service activities of Civil Administrations and other development initiatives. All the service branches attached to District Secretariat and its eleven Divisional Secretariats have performed well. Service quality and efficiency showed continuous improvement throughout the year. One of the major achievements in 2011 is the opening of New District Secretariat Building which remained as much needed requirement for civil administration in the District for many years. The new office complex is established at 4th milestone Junction, Kandy Road, Singhapura, Trincomalee, a hub of routes of Trincomalee, making access easier to all who comes either to serve or to be served at District Secretariat. Developmental activities planned under ‘Gamaneguma & ‘Divi-Neguma’ under ‘Mahinda Chinatana’ – Vision for Future’ the Development Policy Framework of Government of Sri Lanka, have been completed well within the set budget and timelines is another achievement. I am really glad as I could lead the activities of public administration and other development initiatives in the district for the year 2011 and wish my sincere thanks for all who contributed and assisted me in achieving efficient and effective public service. TRINCOMALEE- A GLIMPSE Trincomalee, a picturesque city with a natural harbor, scenic beauty, and military, commercial and historical importance is situated in the eastern coast of Sri Lanka. Trincomalee District is boarded with Mulathivu District in North, Anuradhapura District in West and Polonnaruwa and Batticaloa Districts in the South. The main sources of income of the community are the agriculture and fishing. The tourism industry is also another important economic activity of the area. With its excellent natural harbor and strategic positioning, international companies like Prima Ceylon and Tokyo Cement, have located their manufacturing plants and distribution center at Trincomalee. The Trincomalee harbor with about 50 km of line is considered as one of the best sheltered harbors found in the world. The harbor is locked in by hills and mountains on three sides and on the fourth is protected by a few islands. Lord Nelson who visited Trincomalee as a teenager in 1775 later described it as “The Finest Harbor in the World”. It is the world’s fifth largest natural harbor. One of the landmarks along the uninterrupted sea beach is the Pigeon Island a few hundred meters offshore from Nilaveli, usually a 15 minute trip by outboard motor boat. One can see the underwater corals, colored fish and other marine life there. Tourists frequently visit this island for snorkel diving to have a glimpse at these lovely under water living creatures. A popular place for sighting unusual tropical marine fish is Chape Rocks, a current swept rocky outcrop. The striking cliff along the northernmost promontory of Fort Fredrick is known as the Swamy Rock and it is over 360 feet (110 Meters) high. At the top of it is the Thirukoneswaram temple. According to Hindu belief, King Ravana who was a devotee of Lord Siva worshipped at this Koneswaram Shrine. The Kovil is one of the great “Salivate Isvarams” famous in ancient times. Apart from this most revered Koneswara Temple there are other places of Hindu worship. Sacred areas of the Buddhists, the historical circular pillared temple at Thiriya, the Vihare at Seruwila and the Velgam Vihara are found in Trincomalee. Muslim Mosque in Kinniya, churches belonging to the Catholics and various other Christian missions, all show the understanding and harmony that prevail in this District. The seven springs each holding waters of varying temperature are found in Kanniya at close proximity to each other, some believe that the waters of these springs have some healing powers too. Trincomalee Town is quiet and cosmopolitan with Tamils, Sinhalese, Muslims and Burghers all living in amity which should be not disturbed. It has a very rich historical past. Trincomalee is more than a holiday destination with its clean sandy beaches and recreation opportunities. Trincomalee has been and will be the apple of many generations in this Isle. 4. General Administration and Establishment services and Divisional Secretariats are the two main service components. The general objectives of those stand as indicated below. • To Co-ordinate efficiently and effectively the activities with Divisional Secretariats, • To assure timely communication between Divisional, District, Regional and National levels of administration, • To oversee Annual Decentralized Budget’s Development Projects in Trincomalee District, • To Co-ordinate election activities, • To collect revenue due for Government, • To coordinate other development initiatives with local and international stakeholders. Introduction Trincomalee District - A Glimpse The Boundary Trincomalee, a picturesque city with a natural 2arbor, scenic beauty, and military, commercial and historical importance, is situated in the eastern coast of Sri Lanka. Trincomalee District is boarded with Mulathivu District in North, Anuradhapura District in West and Polonnaruwa and Batticaloa Districts in the South. The History The history of Trincomalee goes back to a time of immemorial. The Mahavamsa & Chulavamsa, the two great chronicles, mention present Trincomalee as “Gokanna” , Gokarna, and “Gonagamaka” During the Anuradhapura and Polonnaruwa periods of island’s history. The Administration The Trincomalee District located in the center of Eastern Province covering an area of 2,727 square kilometers. The district is divided into 11 Divisional Secretary’s Divisions for administrative purpose. The DS Divisions are further sub-divided into 230 Grama Niladhari Divisions.

    BASIC POPULATION INFORMATION ON TRINCOMALEE DISTRICT – 2007 Preliminary Report Based on Special Enumeration – 2007 Department of Census and Statistics October 2007 ISBN 978-955-577-616-5 Foreword The Department of Census and Statistics (DCS), carried out a special enumeration in Eastern province and in Jaffna district in Northern province. The objective of this enumeration is to provide the necessary basic information needed to formulate development programmes and relief activities for the people. This preliminary publication for Trincomalee district has been compiled from the reports obtained from the District based on summaries prepared by enumerators and supervisors. A final detailed information will be disseminated after the computer processing of questionnaires. This preliminary release gives some basic information for Trincomalee district, such as population by divisional secretary’s division, urban/rural population, sex, age (under 18 years and 18 years and over) and ethnicity. Data on displaced persons due to conflict or tsunami are also included. Some important information which is useful for regional level planning purposes are given by Grama Niladhari Divisions. This enumeration is based on the usual residents of households in the district. These figures should be regarded as provisional. I wish to express my sincere thanks to the staff of the department and all other government officials and others who worked with dedication and diligence for the successful completion of the enumeration. Hennayake Department of Geography Syracuse U niversity Syracuse, NY 13244 A homeland is an indispensable attribute of ethnic nationalism. l It is not a natural or fIxed phenomenon but it is created, demarcated, perpetuated and may be contested. The explanation of the genesis of homelands has been an important area of research in the studies of nationalism. Continuing along this tradition, I will examine the origination of the Tamil homeland in Sri Lanka. The creation, articulation, and perpetuation of a homeland is a result of both intended and unintended consequences of actions by members of an ethnic group. By necessity an ethnic group's conceptual articulation of a homeland and its demarcation are political acts performed with political intentions. I identify three sUb-groups who engage themselves in these tasks: political leaders, intellectuals, and the mass population. Although these SUb-groups are not mutually exclusive, each engages in a slightly different activity. The cooperation among them is usually achieved through organized political institutions such as political parties. As has been the case in Sri Lanka, a single, well-developed nationalist party may facilitate the establishment of a homeland by taking the lead in its demarcation. EVOLUTION OF THE CONCEPT OF TAMIL HOMElAND Sri Lanka is a multi-ethnic state. The two largest ethnic groups are the Sinhalese, which constitutes 78% of the population and by its shear numbers is the dominant group, and the Tamils, which constitutes 8% of the population. Despite its smaller size this latter group is the most politically active minority.
