Summary The following quarterly report covers the period April 1,2001 through June 30,2001. During this period, significant progress was made in defining key task order activities and next steps. - Major accomplishments include: 1. Approval of the first-year work plan that identified eight results to achieve by the end of this calendar year. The results are as follows: • Results 1-6: Complete a new public service in each of six municipalities • Result 7: Assess and prepare guide to alternative funding sources for municipalities • Result 8: Develop a decentralization platform and proposal The work plan includes a performance benchmark table designed to facilitate monitoring of the project's progress towards the expected results. Under Section V of this report, we indicate progress made to date against this performance benchmark table. 2. Rapid reconnaissance survey of 12 municipalities. 3. Identification of six new municipal public services projects. 4. Negotiation of Memorandums of Understanding (MOD) with six municipal governments for the provision of technical assistance. 5. Initiation of key activities under all eight results scheduled for completion by December 2001. 6. Signing of two MOUs with targeted municipalities detailing specific activities to be conducted, responsibilities and obligations, and end results. It is anticipated that all six MOUs will be signed by July 15, when the mayors of four municipalities return from a trip to the United States. 7. Approval and initiation of technical assistance to all six municipalities. 8. Development of the terms of reference for Result 7 and initiation of search to identify appropriate consultant. 9. Approval and initiation of technical assistance to support and assist the council of governors and municipal associations in developing a decentralization platform and --r CHEMONICS INTERNATIONAL INC. proposal. Key results include compilation of all available documentation on decentralization in Paraguay and creation of a decentralization database; analysis of key government policies and structures impacting decentralization; and initiation of the judicial, economic, budgetary and decentralization policy diagnostics. B. Background Over the past four years, USAIDlParaguay has provided strategic assistance to four departments and approximately 20 municipalities in Paraguay to help them assume more active roles in both municipal policy and administration. By mid 2000, through a participatory planning process, strategic municipal plans had been developed, resulting in the identification of more than 1,000 small and medium-sized projects in health decentralization, water and sanitation, solid waste, education and roads all of which could help improve municipal services and delivery capacity. Task Order No. 801 was signed on September 21,2000 with the Urban Institute (Ul) under the Sustainable Urban Management (SUM) Indefinite Quantity Contract (IQc) to continue USAIDlParaguay's support to this endeavor. The purpose of the task order is to improve the local government's capacity in Paraguay to plan, finance and deliver required urban services in the targeted municipalities. It is expected that by strengthening local government practices through the delivery of effective, transparent and responsive public services, the process of decentralization and democratization of Paraguay will advance further. The ultimate objective of the task order is to assist USAIDlParaguay in fulfilling its intermediate result (IR) of developing more effective and accountable local governments. Chemonics International, as subcontractor to Urban Institute, is charged with task order management and implementation. Due to the need to change the original chief of party, project start-up was delayed until January 2001, at which time the chief of party was fielded, the local office was established, the local staff was identified and employed, and initial field visits and interviews with key municipals authorities conducted in preparation for defining the first-year work plan. c. Expected Results By August of 2002, the task order is expected to support the implementation of 10 new public service projects within the 4 departments and 20 municipalities targeted by USAIDlParaguay. The projects will be smaIl- to medium-scale and will focus primarily on water and sanitation, solid waste, and health. Roads and education are also potential areas for project implementation. Each project will serve approximately 2,000 to 40,000 individual users and will be environmentally and financially stable. As reflected in the approved work plan, by December 2001 the task order is scheduled to complete the eight results described further below. The first six results focus on the design and delivery of priority new public services in six municipalities. These results were defined as part of the work plan preparation process, and reflect the top priority projects in the targeted municipalities who met the selection criteria defined further below. C1. Year 2001 Expected Results: Result 1. Bridge between the Municipalities of Villa Elisa and Nemby, Central Department: Both municipalities have requested technical assistance to help build a bridge connecting the two important populated areas. Specifically, the municipalities requested technical assistance to adjudicate the contract competitively to a local firm, to supervise and monitor the construction of the bridge, and to provide technical assistance to comply with Paraguayan environmental norms. Result 2. Expansion ofBasic Sewage System in the Municipality ofLimpio, Central Department: The objective of the municipal project is to expand the basic sewage system to two communities. The municipality has requested technical assistance in the design, monitoring of construction, and the identification of financing sources for the project. Result 3. Sanitary Landfill for the Municipality of To bat£, Cordillera Department: The objective of the municipal project is to convert a trash dump into a certified sanitary landfill. The municipality has requested technical assistance to: finalize the design of the project and develop the implementation plan; carry out an environmental impact assessment and obtain the required environmental approval and certification; and provide training to the sanitary landfill workers. Result 4. Sanitary Landfill for the Municipality ofJ. E. Estigarribia, Caaguazu Department: The objective of this project is also to convert a dumpsite into a certified sanitary landfill. The .. municipality has requested technical assistance to: finalize the design of the project and develop the implementation plan; carry out an environmental impact assessment and obtain the required environmental approval and certification; and provide training to the sanitary landfill workers. Result 5. Sanitary Landfill for the Municipality ofMariscal Estigarribia, Chaco Department: The objective of the project is to convert a new dumpsite into a certified sanitary landfill for the Mariscal Estigarribia municipality. The municipality has requested technical assistance to: finalize the design of the project and develop the implementation plan; carry out an environmental impact assessment and obtain the required environmental approval and certification; and provide training to the sanitary landfill workers. Result 6. Solid Waste Treatment Plant for the Municipality of San 19nacio, Misiones Department: The objective of the project is to construct a treatment plant for the solid waste produced by a slaughterhouse site in the city of San Ignacio de Misiones. The municipality has requested technical assistance to: carry out an environmental impact assessment; select the appropriate technology for the plant; assist in ensuring the required environmental approvals and certificates are obtained; and conduct environmental monitoring during the construction of the plant. Assessment and Guide of Funding Sources and Options for Municipalities: In order to support Result 2, in particular, and all municipalities in general, the project will carry out an· assessment of project financing options for municipal projects and develop a practical guide to help municipalities access these funds. Result 8. Decentralization Platform and Proposal: The task order will carry out an assessment and develop a proposal to advance decentralization in Paraguay in close coordination with the Council of Governors and other municipal associations. D. Implementation Strategy The main goal of the team is to serve as a catalyst or a facilitator for the municipalities
