American traders like those in the mid-level port of Salem, Massachusetts, who form the focus of this project, recognized that overcoming their knowledge deficit about navigation and foreign markets would be faster than overcoming their capital shortages or the economies of scale in larger ports like Boston, and they structured the geography of their maritime commerce to maximize the acquisition of market and route-based information. By the 1780s, Salem traders drew on their longstanding Atlantic commercial strategies to trade in new Indian Ocean markets as they had traded for centuries in the Caribbean, on circuitous voyages that they modified en route as they gathered new information about surrounding markets. They deliberately constructed broad and diverse commercial geographies not tied exclusively to British, French, or even European markets. This work redraws the map of early American foreign commerce, particularly American neutral trade, by foregrounding American circuitous trade across regions and across political boundaries and by highlighting American dependence on hubs of commercial information like Mauritius in the Indian Ocean that fell outside of major and well-studied shipping centers like London or Calcutta. Protecting access to information as a means to enhance the ability of American traders to compete and capitalize on new commercial opportunities, rather than simple Anglophilic or Francophilic sentiment, lay at the core of American commercial interests throughout the colonial and early national periods, particularly as places like Mauritius became the contested spaces in the American debate over neutrality and the union’s place in international geopolitics. This commercial context and this new explanation of how American neutral trade operated provides essential background for understanding the meaning and the stakes of early national debates over American political economy that lay at the heart of the union-building project. Also at UVa, the Atlantic History class I took with Joe Miller changed the way I think about history, and I hope I never deviate from the high standard he sets for historical inquiry.     'DEPRIVED OF THEIR LIBERTY': ENEMY PRISONERS AND THE CULTURE OF WAR IN REVOLUTIONARY AMERICA, 1775-1783 by Trenton Cole Jones A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland June, 2014 © 2014 Trenton Cole Jones All Rights Reserved Abstract Deprived of Their Liberty explores Americans' changing conceptions of legitimate wartime violence by analyzing how the revolutionaries treated their captured enemies, and by asking what their treatment can tell us about the American Revolution more broadly. I suggest that at the commencement of conflict, the revolutionary leadership sought to contain the violence of war according to the prevailing customs of warfare in Europe. These rules of war—or to phrase it differently, the cultural norms of war— emphasized restricting the violence of war to the battlefield and treating enemy prisoners humanely. Only six years later, however, captured British soldiers and seamen, as well as civilian loyalists, languished on board noisome prison ships in Massachusetts and New York, in the lead mines of Connecticut, the jails of Pennsylvania, and the camps of Virginia and Maryland, where they were deprived of their liberty and often their lives by the very government purporting to defend those inalienable rights. My dissertation explores this curious, and heretofore largely unrecognized, transformation in the revolutionaries' conduct of war by looking at the experience of captivity in American hands. Throughout the dissertation, I suggest three principal factors to account for the escalation of violence during the war. From the onset of hostilities, the revolutionaries encountered an obstinate enemy that denied them the status of legitimate combatants, labeling them as rebels and traitors.

Ryn, Ph.D. According to conventional understanding, the primary purpose behind the framing and ratification of the Constitution was to preserve liberty through a form of government that provided for a highly structured system of federalism and separation of powers. The primary purpose behind the framing and ratification of the Bill of Rights was to allay Anti-Federalist fears that the Constitution did not sufficiently secure individual rights. For that reason, the original Constitution is frequently contrasted with the Bill of Rights. Yet distinguishing between the Constitution and the Bill of Rights obscures more about the nature of the Bill of Rights than it discloses. It is agreed that one of the primary Anti-Federalist objections to the Constitution was the absence of a bill of rights. A close examination of the debate over the absence of a bill of rights reveals that the first ten amendments to the Constitution occupy a much more complex place in the constitutional scheme than is commonly assumed. While individual rights did constitute an important theme during the ensuing debate concerning the importance of a bill of rights, they were not the only theme or even the prevailing theme.

I remember being impressed by the vignettes highlighting the personal sacrifice and commitment that led some of the most admired and talented athletes in the world to the medal stand. Those traits – sacrifice and commitment – came to mind when I thought about your graduating class of more than 3500 students. Though you did not have the privilege those Olympic athletes enjoyed to devote themselves completely to just one thing, you have shown, especially in the months leading up to this moment, that you share the same kind of commitment and sacrifices needed to help you take your place among champions. While studying, many of you have worked several part-time jobs, caring for children and relatives, commuting many hours to and from classes. Without the benefit of a financial safety net, you have also now managed to complete the disrupted term of spring term, often with inadequate internet access and with multiple challenges compounded by stay-at-home restrictions. What you have achieved would be admirable in any context but in the context of 2020, it is phenomenal. Nearly 40 percent of you have lost your jobs and critical income this spring. Some of you have battled COVID-19 yourselves, and far too many of you have friends and loved ones coping with COVID-19. It grieves me to say that at least two of your peers lost the fight with coronavirus, with the Bronx being one of the counties hardest-hit by the pandemic in the country.

    Set in the pier between the two rooms beyond is one of two Boston bombé chests of drawers in the collection. This chest was the first of the two purchased and was located by Jess Pavey when the couple lived in Michigan. It descended in the Crowninshield family of Salem, Mass. In the mid-eighteenth century, the form was among the most extravagant because of the skill necessary for its production and for the amount of expensive imported mahogany that was planed away in forming the kettle-shaped sides. A small box set on top shares the swelled sides of the chest. Although purchased prior to their move to this house, the eighteenth-century looking glass perfectly fits the space. It descended in the family of General Nathaniel Greene of Rhode Island, one of three generals to serve the entire length of the Revolutionary War, the others being Washington and Henry Knox. 202 www.antiquesandfineart.com 9th Anniversary lifestyle A Sense of Place by Johanna McBrien photography by J. Over the years, they have acquired pieces from major dealers and through New York auctions. Two dealers were partic- ularly important in helping to build their collection, Jess Pavey and Wayne Pratt.
