Raporda; Türkiye’nin uluslararası Ramsar Sözle şmesi gere ğince koruma altına aldı ğı Gediz Deltası, Manyas (Ku ş) Gölü, Burdur Gölü, Sultansazlı ğı, Seyfe Gölü, Göksu Deltası, Kızılırmak Deltası, Uluabat Gölü, Akyatan Lagünü, Yumurtalık Lagünü, Meke Gölü ve Kızören Obru ğu’nda resmi kurumlar ve yöre halkıyla yapılan görü şmeler ve alanlarla ilgili derlenen bilgiler yer almaktadır. Türkiye’de, son 40 yılda 1 milyon 300 bin hektar sulak alan kuruma ve kirlenme gibi nedenlerle ekolojik ve ekonomik i şlevini yitirmi ştir. Bugüne kadar izlenen yanlı ş yönetim ve kullanım uygulamalarına, küresel iklim de ğişikli ğinin etkileri de eklenince ülkemizde bulunan yakla şık 1,2 milyon hektar sulak alanın gelece ğinin güvende oldu ğu söylemek oldukça zordur. Sultansazlı ğı’nda bilinçsiz ve a şırı tarımsal su çekimi nedeniyle bugün gelinen noktada sazlıkları besleyen neredeyse su kayna ğı kalmamı ş; bölgenin iklimi sertle şmi ş ve sulak alana ba ğlı ekonomik faaliyetler gün geçtikçe azalmaktadır. Yumurtalık Lagünü’ne barajlardan dolayı su giri şi azalmakta; Gediz Deltası sanayi kaynaklı atık sularla her geçen gün daha da kirlenmektedir. Uluabat Gölü tarımsal, endüstriyel ve evsel kullanım kıskacı altındayken di ğer tarafta Kızören Obru ğu’nda su seviyesi yakla şık 20 m dü şmü ştür. Türkiye’nin en büyük lagünü olan ve en büyük kumulları barındıran Akyatan Lagünü’ne drenaj kanallarıyla tarım ilacı, gübre ve alüvyon ta şınmı ş durumdadır . Ramsar Sekreteryası, 2008 yılının temasını insan ve sulak alan arasındaki ili şkinin altını çizmek amacıyla ‘Sa ğlıklı Sulak Alanlar, Sa ğlıklı Đnsanlar’ olarak belirlemi ştir. Sa ğlıklı sulak alanlar; sa ğladıkları hayati öneme sahip i şlev ve de ğerlerle do ğrudan insan ya şamını ve kalitesini etkilemektedir. Amerika Birle şik Devletleri’nde yapılan ara ştırmalar bazı sulak alanların bozulmadan bırakılmasının (ta şkın kontrolü, kirlili ğin önlenmesi, iklimin düzenlenmesi, yeraltı suyunun beslenmesi vb), kalkınma amacıyla kurutulmasından 150 kat daha fazla de ğer ta şıdı ğını göstermektedir. Resmi temsilcilik i şlemleri Çevre ve Orman Bakanlı ğı, Do ğa Koruma ve Milli Parklar Genel Müdürlü ğü tarafından yürütülen Uluslararası Ramsar Sözle şmesi kapsamında; WWF-Türkiye Sivil Toplum Kurulu şları Odak Noktası olarak belirlenmi ştir. WWF-Türkiye bugüne kadar ülkemizdeki 12 sulak alanın Ramsar Alanı ilan edilmesine katkı koymu ş ve sulak alanlarımızın korunması, akılcı kullanımı ve yönetimi konusundaki çalı şmalarla öncülük etmi ştir. Halihazırda WWF-Türkiye sulak alanlardaki çalışmalarını Tuz Gölü, Ere ğli Sazlıkları, Bafa Gölü, E ğirdir Gölü, Uluabat Gölü, Fırtına Deresi’nde sürdürmektedir. “Türkiye’nin 12 Ramsar Alanı De ğerlendirme Raporu”; 12 alanda, dört aylık bir sürede hızlı bir de ğerlendirme yapılarak hazırlanmı ştır. De ğerlendirme kapsamında; alanlarla ilgili geçmi ş ve güncel çalı şmalar incelenmi ş, ayrıca yapılan arazi çalı şmaları ile bu alanların kuraklıktan nasıl etkilendi ği, alandaki farklı kullanımlar ve yereldeki insanların konuya bakı şı ele alınmı ştır. Bu rapor, Türkiye’de Ramsar Sözle şmesi tarafından koruma altına alınmı ş sulak 4 alanların durumunu tespit etmenin yanı sıra, iyi bir su yönetimi stratejisi olu şturmanın ne kadar acil bir ihtiyaç oldu ğunu ortaya koymaktır. Executive Summary ‘Turkey’s 12 Ramsar Sites Assessment Report’, prepared by WWF-Turkey serves for providing general information on wetlands in Turkey as well as contemporary situation of 12 Ramsar Sites located in Turkey. Generated from public institutions, local stakeholders and secondary resources out of a wide literature review; the report covers detailed information on Gediz Delta, Manyas (Ku ş) Lake, Burdur Lake, Sultan Marshes, Seyfe Lake, Göksu Delta, Kızılırmak Delta, Uluabat Lake, Akyatan Lagoon, Yumurtalık Lagoon, Meke Lake and Kızören Katavothre together with the state of wetlands in the world and in Turkey, Ramsar Wetland Convention, management plan approach and management of water resources in Turkey. 1.300.000 hectares of wetland had lost its ecological and economic functions in Turkey in the last 40 years. We are destroying our wetlands in an irreversable manner day by day. It can be put forward that the state of wetlands is not clear cut bearing in mind the managerial and implementation mis-use together with the impact of climate change. ABSTRACT Lake Uluabat, having an international significance and subject to the Ramsar Convention, is fed by the basin of Musta- fakemalpaşa Stream which runs through fertile lands utilized for livestock breeding and agriculture. In this study, total amount of nitrogen (TN) and phosphorus (TP) loads of non-point pollutants (agriculture, livestock breeding, vegetation, surface runoff and small settlements) was calculated. It was found out that most intensive pollution load stemmed from livestock breeding which causes dispersion of 13653.57 tons·year−1 of TN and 3224.45 tons·year−1 of TP into the Lake Uluabat. Additionally, seasonal changes in concentration of TN and TP were observed during the period of 2008-2009 in Lake Uluabat. It was concluded that the rise of agricultural activities in summer months was the reason underlying the increase in pollution during the months in question. Due to concerns about potential pollution resulting from watershed sources and adjacent agricultural lands, a study of the trophic state of lake Uluabat was conducted during the period February 2003 to January 2004. Total nitrogen (TN), total phosphorus (TP), Secchi disc depth (SD) and chlorophyll a (Chly a) were analyzed monthly in order to assess the trophic state of the lake. According to calculated nutrient ratios, phosphorus was found to be the primary limiting nutrient in lake Uluabat. Carlson’s trophic state index values, based on TP, SD and Chl a, indicated that lake Uluabat is an eutrophic system. While he was conducting his doctorate study on Nature Protection with Ecological context under Professor W. Schwenke, he was also appointed as technical assistant at the same department. Dr Kizioğlu completed his doctorate study in 1976, and this study was published in an “A” class journal in the form of three articles. During his doctorate study, Dr Kiziroglu participated in an international project on “Negative Impacts of Pesticides on Nature and Plants and Their Accumulation”, which was published upon completion.

Accepted 27 July, 2007 The accumulation of heavy metals (Cu, Ni, Zn, Cd, Pb, Cr, B, As) was measured in water, plankton and sediment samples taken from different areas of Lake Uluabat during January 2003 to February 2004. The sequential extraction used in this study is useful to assess the potential mobility of heavy metals in the sediment indirectly. In this study, Cu, Pb, Cr, Cd, Ni and Zn concentrations were detected at higher levels at Lake Uluabat for selected stations, especially in plankton samples. The magnitude of heavy metal concentrations in water and plankton samples was determined as B>Zn>As>Cd>Pb>Ni>Cr and Zn>Ni>Cu>Cr>Cd>Pb, respectively. The mobile heavy metals in sediment samples were sequenced as Pb>Cu>Cr>Ni>Cd>Zn, whereas the magnitude of easily mobilizable metal concentration was determined as Pb>Ni>Cr>Cu>Cd>Zn. Concentration of Cu and Cr in mobile fraction is detected higher than in easily mobilizable fraction. Concentration of Pb, Cd, Zn and Ni in mobile fraction is detected in lower levels than in easily mobilizable fraction. Key words: Fraction of heavy metals, Lake Uluabat, plankton, sediment, water.

As regards CMS, the CMS Scientific Council at its twelfth meeting (Glasgow, April 2004) has approved in principle the co-funding by the Convention of a project aimed at extending the geographic scope the existing European Action Plan for the species. Initially, the plan was foreseen to be a EU plan only, but with the support and the legal framework of CMS and AEWA it was extended to cover the global range of the species. The drafting of the plan was carried out by BirdLife International and has been compiled by experts on the species from several organisations: Baz Hughes (WWT, UK) & James Robinson (RSPB, UK), Andy Green (Biological Station Doñana, Spain) and David Li & Taej Mundkur (Wetlands International-Asia) This final version is the result of a wide consultation amongst Range States within the species’ range, and all suggested amendments received through the official comments were incorporated. Consultation process within the EU took place via the Ornis Committee (the EU body for coordination of the implementation of the EU Birds Directive), and the plan was approved by the EU within the framework of that Committee.
