WSHEMA State Overview Presented by: Bernie Kushnir State Equipment Manager Wyoming Department of Transportation June 11, 2014 History of WSHEMA • Early in 1969, the State Highway Equipment/Fleet Managers from Oregon and Arizona were discussing, by phone, some equipment matters. During the discussion, the Arizona manager who was new to the job indicated that it would be great if many states could get together and discuss these matters simultaneously. • The State Highway Equipment Managers from Washington, Oregon and California were participating in a short program on equipment at a Western Association of State Highway Officials’ meeting. The subject of a Western Equipment Group meeting surfaced again and they said ‘let’s do it’. With the blessing of the State Highway Engineers from local states, the first WSHEMA group met and organized in the fall of 1969 in a hotel at the San Francisco airport. Equipment Managers from Washington, Oregon, California, Arizona, New Mexico, and Hawaii attended the first meeting. 2 History of WSHEMA • On a rotational basis, WSHEMA has met every year since 1969 in various states. States that are currently a part of the Association are: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington, and Wyoming. Prior to the formation of the Southeastern Group, Texas participated as part of the Western Group from the mid 70’s to the mid 80’s. • The members of the association are made up the of the principal State Highway (DOT) Equipment Fleet Managers. Fleet Operations and Repair Managers and/or Equipment Supply – Purchasing Managers also attend. The emphasis of the Group, initially, was to focus on Fleet related matters that included operation, shop management, specifications, warranties, parts, supplies and personnel. A principal area of concern was conflicting and marginal information from manufacturers and suppliers. 3 History of WSHEMA • The meetings were to be free of any personnel from manufacturing and supply industries, unless they were asked to attend for a specific subject. Upon completion of the subject addressed, these industry representatives had to leave the meeting. Also, this Group/Association would NOT be a part of the American Association of State Highway and Transportation Officials (AASHTO) program. State Highway and DOT administrators agreed that they best stand alone, for many reasons. • Members saw the advantages of their Western Group/Association and assisted other states with the formation of other Groups/Associations. 4 Low and High Elevations by State Low Point High Point State Elevation Location Elevation Location Alaska Sea Level Pacific Ocean 20,320 ft.
