PEAL 370 Historia Económica Argentina 2018 1 (PEAL 370) Economic History of Argentina Profesora Licenciada Marta Caruso Program of Argentine and Latin American Studies Universidad de Belgrano Course Syllabus 2018 Course Information Tues., Thurs. 13.00-14:30 (C9) Instruction in: Spanish Contact Information [email protected] Course Description The course will provide basic information about the economic processes seen in Argentina from the generation of 80 to the 21st century: The agricultural exporter model, the adjustments that this model suffers over time and the national system of banks and monetary inconvertability are the subject of analysis; the influence of the two world wars on the Argentine economy leads to a process of import substitution; the Global Crisis of the 1930s and its economic- financial consequences; the role of the state and the redistribution of income, "the Entrepreneurial State" during Peronism; the development model; the role of international credit organizations in the decades of the 1960s and 70s and economic characteristics during military governments and in the so-called "national reconstruction process"; political opening and changes in the economy: Austral Plan, Spring and Convertibility. For each period, we will analyze the economic policies in question until the so-called Crisis of 2001. We will address new economic measures to clean up capital flight and the effectiveness of the convertibility model, including macro- and micro-economic effects, as well as the behavior of international markets. Course Requirements Students must meet the requirement of 75% attendance in order to maintain good standing. The attendance control system is electronic and the student must swipe his/her card during the class’s regular schedule. Students are expected to consult a digital library article (EBSCO) to enrich their written work. It is forbidden to use Wikipedia and on-line translators without content analysis. It is university policy to suspend for two years any student who commits plagiarism. This decision will affect not only the class in which the plagiarism was committed, but all of the student’s courses for the semester in question. Grading Policy Participation 10 % Thematic report and 30 % assignments Presentation of final work 30 % week 14 (Replaces final oral exam) Midterm exam 3 0 % For a better understanding of the system of grade equivalency and transfer to the European or North American systems, consult the comparative table in the orientation kit (page 9).     Book reviews 185 ROUGIER, Marcelo, 2014, Aldo Ferrer y sus días. Ideas, trayectoria y recuerdos de un economista. Conversaciones, Buenos Aires, Lenguaje Claro Editora. 264 pp. Aldo Ferrer has had one of the most wide-ranging and distinguished academic and professional careers of all Argentine economists, both in his own country and throughout Latin America. Born in 1927, he started working professionally shortly after his graduation over 65 years ago. Of his numerous important articles and books, Ferrer’s book La economía argentina, published more than fifty years ago, remains a benchmark. It has been reprinted often and translated into several languages. In 2008, a revised edition was published, prepared in collaboration with Marcelo Rougier. This collaboration led Rougier, an economic historian with solid academic credentials, to engage in a series of dialogues with Ferrer that ultimately gave rise to this volume. The conversations touch on Ferrer’s entire professional and academic trajectory: the development and evolution of his ideas and his public performance. They also delve into relevant aspects of his personal and family history. Born into a middle-class family (his father was an independent woodcarver specializing in furniture-making), the young Aldo left high school with a vocational qualification in business studies and then attended the Faculty of Economics, from which he graduated as an accountant in 1949 at the age of twenty-two. He then won a competition organized by the General Secretariat of the United Nations to recruit young professionals from Asia and Latin America, and spent three years at the U.N.’s New York headquarters.

Introduction It is broadly acknowledged in the literature that Argentina’s first experiences in industrialisation started between the outbreak of the First World War and the Great Depression (Ferrer, 1956; Korol & Sabato, 1990; Rougier, 2017; Villanueva, 1972).1 Until then, the economy was mainly based on the so-called agro-export model, which was established around the 1860s after Argentina’s full integration into the global market. That model greatly benefited the export of staples and allowed the country to go through a relatively prosperous period, combining the natural conditions for crop production with the inflow of foreign investment devoted to building infrastructures.

Institutions which suppress the kleptocratic inclinations of governments and enshrine a ‘credible commitment’ to protect property rights encourage productive activity. But that is not to say states that cannot ensure universal property rights have not achieved economic growth. Such governments may resort to clientelist arrangements that guarantee a subset of asset holders their property rights will be protected in exchange for political and economic support. Such a system of ‘crony capitalism’ is an inefficient allocator of resources but it can ensure political stability which in turn allows an otherwise weak government to preside over sustained growth.

Stancanelli* 1. Introduction Between April 26th and 27th of the current year, the First Session of the Seminar “John Fogarty. A comparative analysis between Australia and Argentina since the mid-seventies” was held at the Boardroom of the Argentine Industrial Union. It meant continuing in practice with the work started in the 70s at the Di Tella University by professors John Fogarty and Tim Duncan from the University of Melbourne, and Ezequiel Gallo, Héctor Dieguez, and Guido di Tella, among other Argentine professors. On this occasion, the Seminar was jointly organized by the University of Buenos Aires (UBA), the Australian National University (ANU) and the Centre for International Economy (CEI) of the Argentine Ministry of Foreign Affairs, International Trade and Worship, under the auspices of the Economic Commission for Latin America and the Caribbean (ECLAC– United Nations) and the Argentine Industrial Union (UIA). It was coordinated and chaired by Professor John Gage, Vice Dean of the Australian National University School of Economics, and the CEI Director, Ambassador Néstor E. Stancanelli, who, apart from having a degree in political economy from the University of Buenos Aires, is Doctor Honoris Causae in Law from the Australian National University. The intense discussions held made it possible to continue updating the work done in the 70s, on the basis of several papers submitted by the participants. It could be observed prima facie that, after an almost 25-year period of strong divergences, from the mid-seventies to the first two years of this century, both countries, according to what the economic and social indicators from the last five years show, are at present evidencing a closer approach or slow convergence, obviously from a much lower starting point in the case of Argentina.

  • Crecimiento Con Endeudamiento
    El proyecto desarrollista como intento de superación del conflicto peronismo-antiperonismo (1955-1958): crecimiento y endeudamiento1. Maria Estela Spinelli2 El contexto político fuertemente dual de la "Revolución Libertadora", vivido como recuperación de la libertad y legalidad por amplios sectores del antiperonismo3 y como dictadura por los peronistas, fue el escenario donde se elaboraron las propuestas del naciente desarrollismo. Estas fueron concebidas como superadoras del conflicto peronismo-antiperonismo, al que definió como "falsa antinomia". La "solución desarrollista" y su implementación durante la gestión presidencial de Arturo Frondizi, ha sido quizás, después del peronismo - y solo en parte a raíz de su peculiar relación con él- uno de los temas más controvertidos de la historiografía política y económica de la Argentina en la últimas décadas del siglo XX. Esto ha contribuído a la producción de una extensa y variada bibliografía donde las evaluaciones respecto a la misma resultaron dispares, tanto en el terreno de lo político, como en el del impacto de las medidas económicas que implementó. Se difundieron extensamente juicios categóricos - que reflejan frustraciones, rencores, descalificaciones y paralelamente simpatías y admiraciones profundas - la “traición de Frondizi”, “política de entrega”, “maquiavelismo” o, “una política demasiado avanzada para su tiempo”, “el más grande estadista que tuvo la República Argentina”, “el presidente más culto e inteligente del siglo XX” y otros. 1 Una versión preliminar de este texto fue discutida en el Simposio: “Crecimiento económico: crisis, propuestas, debates”, Jornadas de la Asociación de Historia Económica Argentina, Tucumán, 2000. 2 .
