EARTHQUAKE AFFECTED PERSONS SURVEY 2019 ALBANIA EARTHQUAKE Objectives • The 2019 Earthquake Affected Persons (EAP) Survey aims at providing Albanian Government and relevant international actors with data on the impact of the November 2019 earthquake on households that are hosted in hotels, tented camps, tents next to their damaged house, schools, gyms and others. • The survey builds upon an assessment form previously developed by the Ministry of Finance and Economy and aims at facilitating and expanding the data collection from hotels to other locations in rural and urban areas. • The survey data is visualized on a real-time basis through a Power BI dashboard for an easy and quick check of the information by relevant authorities to assist on prioritization of assistance, recovery efforts and policy-making. Overall Approach • The assessment is a rapid survey conducted in Duress, Lezha and Tirana1 regions where earthquake impacted persons are located. • The form captures basic information about the household, accommodation information before and after the earthquake and information relating to education, employment and health. • Timeline estimation to complete the survey is approximately 10 days. Coverage The survey intends to cover all households affected by the earthquake of 26 November 2019 that are hosted in tented camps, school gyms, tents next to their homes, social centers, etc. This rapid survey will not cover households outside the Albanian territory (e.g. Kosovo). Questionnaire The questionnaire is divided into four sections: 1. Basic Information 2. Accommodation information (before the earthquake) 3. Education / Employment / Health 4. Accommodation information (after the earthquake) The questionnaire is accessible through any smartphone or tablet using a KoboToolbox2 form. The questionnaire is largely built on the previous Google form used by the Ministry of Finance and Economy (see annex 1). 1 In Tirana municipality the assessment will cover only selected rural villages, as Tirana Municipality has started the process by themselves or not covered as per initial plan. 2 An online open-source for data collection. 1 Methodology • Expected total number of earthquakes affected persons to be interviewed in the three municipalities is 7,800 based on the government estimation (this does not include 4,027 persons already assessed in hotels); • Expected number of days to complete the assessment: approximately 9 days3. • Interviews collected through in-person, face-to-face interviews. Screenshot of the Power BI dashboard with persons hosted in hotels (as launched at the beginning) ACCUMULATIVE DATA AND LOGISTICS Period 11.12.2019 to 24.12.2019 The assessment was piloted on 11 December 2019, in Ishem Administrative Unit, Municipality of Durres. After the first test the questionnaire was adopted to fit the needs and improve the efficiency, in coordination and approval between MoF/UNDP. The data structure and type of information don’t change the methodological approach. UNDP staff, public administration staff together with local NGO’s partners in UNDP projects as well as students, volunteered to conduct the field work, interviews and data collection. Daily morning trainings with enumerators at the UNDP Country Office. The training served also as brainstorming and on field problem identification, from teams with previous experience in the field. On 12 December 2019, the survey started with full scale mainly by UNDP CO and projects staff and public administration. The international team headed by Fabrizio Andreuzzi, Miguel Guirao, Nicholas Worell, Lidra Remacka and Augusto Come, started the process, followed training, coordination, field work and quality assurance for the entire process.
