FOREWORD

The Social Inclusion Action Plan represents an important document of the Municipality of Durrës for the evaluation of social inclusion in its several policy domains including: social protection, employment and skills, health, education, social housing and fulfilment of basic needs, as well as social participation and human rights. Social inclusion is concerned with measures to provide access to social services for vulnerable individuals and groups, enabling them to participate in the social, economic and political life of the society with their full capabilities.

Economic growth and development of the rural and urban areas of our municipality will be possible when all human and physical resources will be employed in productive activities. The more we invest in human capital through education, and in the improvement of productivity through a better provision of health services and food, social housing and social protection, the more social exclusion will shrink.

In the midterm, it is of strategic priority for the Municipality of Durrës the implementation of programs and projects that interrelate social inclusion to poverty, supporting education, employment and entrepreneurship, health services, social housing, and social participation and human rights.

EXECUTIVE SUMMARY The Municipality of Durrës, in coopertion with local and regional stakeholders, operates currently in all social inclusion policy domains through social services provided by it. The Directory of Social Service of the Municipality is the basic local structure of social service provision, which, upon cooperation with other actors, fulfills the legal functions related to it. In this way, the field of social inclusion is currently approached within the legal framework and local structues of social service.

The municipal action in each of the social inclusion policy domains is directed and limited by the available national or local budgetary financial fund; this fund is distributed between social services in each domain according to local priorities evaluated by the employee’s experience of Durrës Municipality and signals from civil society organizations.

The local budget for social service in Durrës Municipality is currently at the level of 6.8% of the total budget for current expenses and 16.1% of the budget for capital expenses. Before the implementation of administrative-territorial reform in 2014, current expenses for social services represented about 4% of the total executed current expenses. After the reform, Durrës Municipality population has increased approximately 47%. Consequently, the social service budget should also respond to the increased population needs.

A monitoring and evaluation system of the social inclusion indicators is present in none of its policy domains; therefore no targeted and sustainable local policies for vulnerable groups are informed.

The indicators currently utilized by the Municipality and the regional directories in the social inclusion policy domains they cover are mainly expressed in absolute value. The greatet part of them do not correspond to the national social inclusion indicators of the SIPD, otherwise, they are not disaggregated by all categories of vulnerable individuals, families and groups, by the sources of social exclusion or other details as the national indicators.

Currently the Municipality of Durrës is concluding the process of needs assessment for social inclusion services in its territory, which will inform necessary policies in each of these domains and actions for their implementation.

The current situation of social inclusion in the Municipality of Durrës is outlined through several important issues in the following paragrahps.

The social assistance scheme excludes every month a group of individuals or families whom Durrës Municipality considers vulnerable groups launched by the legislation, but even from the experience of specialists and administrators. Currently, the Municipality has not approved selection criteria of vulnerable groups who benefit financial assistance from the local special fund. In addition to these criteria, there is lack of a bottom-up evaluation of the vulnerable group’s general situation, spread across the new Municipality of Durrës with particular focus on the new administrative units’ merged with the city.

The Department of Social Service manages several community service centers for social care; on the other hand, these centers are all located in Durrës city and do not cover the rural areas of the administrative units.

For persons with disabilities, the lack of infrastructure that facilitates the movement in the environment where they live and in obtaining public services (transport, education, health care, sport activities) is the initial factor that causes social exclusion of this group as well as it generates further exemption forms.

There are lack of data for inclusion in the active labor market programs of families receiving social assistance. This is due to a no regular basis cooperation between the Municipality and the Regional Employment Office of Durrës.

The current social housing programs in the Municipality of Durrës do not help individuals and poor families, so the less favoured groups, who, given the extremely low financial income, are not selected by any program.

The enrolment in the civil registry for the identity right and thus to acquire various services is reflected as a problem, mainly for Roma and Egyptian community in some areas of Durrës.

The possibility to accommodate women, victims of violence and trafficking, are currently limited; the problem is bigger in the administrative units of Durrrës Municipality.

Strategic priorities of Durrës Municipality for social inclusion, due to the current situation and strategic priorities in national level of PDSI are:

1. Capacity building for the Durrës municipality employees whose work is directly related to social services and the implementation of SIAP on measuring and analyzing the indicators on each of the policy areas of social inclusion by SIPD. 2. Capacity building for the Durrës municipality employees whose work is directly related to social services and the implementation of SIAP on monitoring and evaluating the indicators on each of the policy areas of social inclusion by SIPD.

3. Growth of social servicies access, especialy in social care servicies, for vulnerable groups in rural areas of Durrës minicipality. 4. Growth of number of beneficiers in social programs of housing from disadvantaged voulenerable groups, especiallyfamilies with low incomes 5. Infrastructure inlargement for the movement of persons with disabilities. 6. Identification of social exclusion forms present in Durrës municipality and the aproach to them. The Action Plan for Social Inclusion of Durrës Municipality derives from the Social Inclusion Policy Document 2016-2020, prepared by the Ministry of Social Welfare and Youth and which defines the vision, strategic priorities and objectives for social inclusion approach at the national level in a midterm period. The SIAP of Durrës Municipality is designed as a local instrument to fulfil the national social inclusion objectives.

This action plan established a structure for the measurement, monitoring and evaluation of social inclusion in the municipality, by the policy domains and indicators as approved from the Ministry of Social Welfare and Youth, with the purpose of designing and implementing local policies on social inclusion which are sustainable and target the vulnerable groups of the municipality.

The process of implementation of the Action Plan for Social Inclusion will need a cross- institutional Tematic Group of Work, operating within the Municipality and cooperating on regular basis with civil society rapresentatives.

I. METHODOLOGY The Action Plan for Social Inclusion of Durrës Municipality derives from the Social Inclusion Policy Paper 2016-2020, compiled by the Ministry of Social Welfare and Youth and which defines the vision, strategic priorities and objectives for social inclusion approach at the national level in a midterm period. The GLP of Durrës Municipality is designed as a local instrument to fulfil the national social inclusion objectives.

At national level, access to social inclusion summarizes six policy domains:

1. Poverty reduction and social protection; 2. Housing and fulfilment of basic needs; 3. Health; 4. Employment; 5. Education; 6. Social participation and human rights.

The GLP for Durrës Municipality consists of two main pillars: current situation analysis of social inclusion and the action plan for the 2017-2019 time frame.

A. The current situation of social inclusion is analysed for all six domains in the following directions:

a. current service organization provided by Durrës Municipality b. collection and analysis of data that are currently carried out c. current monitoring and evaluation system d. current situation based on domains indicators The data for the social inclusion current situation analysis are collected through four focus groups and 2 workshops held in the Municipality of Durrës with the participation of 20 field experts in different directions; representatives of local, regional and central institutions and civil society including non-governmental organizations, vulnerable groups associations1.

The sociogram was built as an analytical instrument to understand the social inclusion key stakeholders currently operating in Durrës Municipality.

The current situation of social inclusion is based on the following analytical instruments:

(i) indicators of each policy domain,

(ii) SWOT analysis, drafted for two main directions: the current situation in each domain and their current monitoring and evaluation system. The current situation analysis of social inclusion, in the end, identify:

a. Shortcomings in social inclusion indicators currently utilized in each policy domain, according to the respective national social inclusion indicators presented in SIPD; b. Shortcomings in monitoring and evaluation of social inclusion, according to the definition of each social inclusion policy domain presented in SIPD; c. Most disadvantaged vulnerable groups, according to the current approach to social inclusion of Durrës Municipality.

However, shortcomings in indicators and their current methodology of measurement, as well as in data collection have limited the current situation analysis; on the other hand, objectives and actions for reducing these shortcomings have become part of the medium term action plan.

B. The GLP of Durrës Municipality, vision, strategic priorities, medium-term objectives and actions for their fulfilment, respond to the current situation findings in this municipality in each of the six social inclusion policy domains. Also, a part of the medium-term objectives and actions meant to integrate municipal GLP with objectives and planned actions at national level in SIPD.

Findings on the social inclusion current situation and action plan has been discussed with the participants in the focus groups and workshops, in order to adopt them.

II. Current situation of social inclusion The Municipality of Durrës, part of the District of Durrës, is composed of 6 administrative units: Durrës, , Ishëm, Katund i ri, and Manëz2. They include in total 3 cities and 40 vilages (also six regions and 14 neighborhoods for Durrës).

According to data from INSTAT, in the time period from 2001 to 2011 the movement of the population, including the former communes which today constitute the administrative units, is presented in the following graph:

The population in the municipality of Durrës during the last 10 years3 (2006-2016) has suffered some changes in the population number from 195,160 residents in 2006 to 310,115 residents in 2016. The number of new residents in 2006 was 739 and in 2016 was 356.

During the time period from 2006 to 2016, according to data from the Civil Registry Durrës, the population number has increased by approximately 59 %, from 195,160 inhabitants in 2006, to 310,115 inhabitants in 2016; after the Administrative and Territorial Reform in the country, the increase of the population number in the municipality is approximately 47 %, from 210,285 inhabitants in 2014, to 309,190 inhabitants in 2015.

II.1 Sociogram

Social inclusion in the municipality of Durrës is related with institutional actors at the three governmental levels, who are directly responsible in this field or whose object of work interrelates with elements of social inclusion, and is influenced by non-institutional actors active at the local level. These actors are represented in a sociogram, grouped by the six policy domains of social inclusion.

The Municipality of Durrës is the local institution responsible for the provision of social services within its territory; the function is defined under the Law 139/2015 “On Local Self-Governance” and, according to it, the Municipality designs and implements the Social Inclusion Action Plan. The Ministry of Social Welfare and Youth is the central institution directly responsible for social inclusion at the national level, which designs and implements the Policy Document for Social Inclusion 2016-2020. The Ministry of Education and Sport, Ministry of Health and Ministry of Urban Development interrelates with the field of social inclusion and therefore are main actors in the following of its policy domains: respectively in education and training, health and social housing. The regional directories of these ministries, located in the city of Durrës, are actors representing the second governmental level in the sociogram. Matters concerning participation and human rights are part of the activities of the Ombudsman and the Commissioner for Human Rights.

The civil society is also active in issues of social inclusion through non-governmental organizations which implement various projects supported and managed from the Municipality of Durrës, foreign or local donnators. Currently several such organizations operate in Durrës, and the part of them which has the greatest impact on social inclusion operates closely with the Municipality; considering their object of work, the civil society is more active in issues of social protection, employment and development of skills of jobseekers, as well as in issues of social participation and human rights.

The Municipality of Durrës manages the six policy domains of social inclusion by the local government functions as defined in the new Law 139/2015 “On Local Self-Governance”. The related functions are described next.

In the area of social services:

1. Design and administration of social services, at the local level, for vulnerable groups, persons with disabilities, children, women, female heads of household, women survivors of violence, victims of human trafficking, mothers or parents with many children, elderly, etc., in the manner determined by law. 2. Construction and administration of residences for social housing, in the manner determined by law. 3. Construction and administration of centers providing local social services. 4. Budgeting, in cooperation with the ministry responsible for social welfare, of the financial fund necessary for the services, in the manner determined by law.

Based on the above function, the Municipality of Durrës, in cooperation with the responsible ministries, manages the policy domains of (1) social housing and fulfillment of basic needs, (2) economic poverty and social protection, and (3) participation and human rights.

In the area of education:

1. Construction, rehabilitation and maintenance of educational buildings of the pre- university education system, with the exception of vocational schools; administration and regulation of the preschool education system in kindergartens and nursery schools.

In the area of health:

1. Construction, rehabilitation and maintenance of buildings for primary healthcare service, development of educational and promotional activities at the local level related to health protection, administration of centers and other public healthcare services, in the manner determined by law.

The local government has a limited role in the policy domains of (4) education and training, and (5) health; the Municipality of Durrës may influence these domains of social inclusion through investments in infrastructure: construction, rehabilitation and maintenance, while vocational education and training is entirely a responsibility of the central government. No legal functions of the local government concern directly the policy domain of (6) employment and skills, therefore the role of the Municipality of Durrës is even more limited in this area; however, in cooperation with the regional and central institutions, the Municipality’s activities

for local economic development may target vulnerable groups, thereby positively influencing social inclusion.

II.2 Social service program of the Municipality of Durrës

Social services in the Municipality of Durrës are managed by the Directory for Social Service, which organization is schematically represented in the organogram below:

The Directory for Social Service implements an annual program for the provision of social services in the municipal territory. In 2016, current expenses budgeted for the program constitute 6.8 % of the local budget for current expenses, whereas capital expenses constitute 16.1 % of the local budget for capital expenses.

The Social Service Municipal Program includes social protection for vulnerable groups in form of (i) social benefits for the poor and for people with disabilities. Financial funds from the central government fully support this part of the program; on the other hand, the Municipality plans annually an additional fund from the local budget for vulnerable groups who do not benefit from the central scheme of economic aid due to various reasons, yet the Municipality considers it important to support them outside the central scheme; in 2016 this fund constituted 5.5 % of the current expenses on social services.

The second part of the Social Service Program includes social protection through (ii) community (daily) service in centers for social care, fully supported with financial funds from the local budget. In 2016, current expenses concentrate for the most part in nursery schools, around 61.9 %. Expenses for the Daily Elderly Center, the Multifunctional Center, the Center for People with Disabilities and the daily service at the Infant House constitute the second largest, around 17.9 %, while they are significantly lower than the first group. Other healthcare services are supported with a limited financial fund of around 1.9 %. The third part of the Social Service Program includes social housing supported with 12.4 % of the current expenses on social services.

Capital expenses for social services are greatly concentrated on social housing; the financial fund planned for the reconstruction of nursery schools is about 10 times lower, whereas the rest of the investments is relatively insignificant.

For 2016, the Social Service Program of the Municipality of Durrës has the following objectives:

1. Extension of social services over the territory of the new municipality, accounting for the needs of marginalized groups; 2. Set up of local structures for a regular assessment of needs of marginalized groups, and monitoring of the services provided; 3. Local capacity strengthening – including local NGOs – on the provision and administration of social services; 4. Introduction of contemporary forms of community social services; 5. Construction of new social housing residences in order to fulfill the increasing needs of the community; 6. Construction of 88 apartments for social housing; 7. Identification of construction grounds available for social housing residences; 8. Identification of old abandoned buildings which may be adopted for social housing residences; 9. Management of 126 social housing residences given for rent; 10. Application of smooth credits for the purchase of apartments; 11. Study on the possibilities of purchasing apartments on the real estate market.

From the objectives listed above, it may be determined that the Municipality’s priority in the field of social inclusion is currently social housing capital investments planned for 2016 are as well significantly concentrated in this policy domain, with about 89 % of total investments planed.

1. FINANCIAL POVERTY AND SOCIAL PROTECTION

The National Strategy for Social Protection 2015-2020 defines three core concerns of social protection:

1. Relief of poverty 2. Improvement of the wellbeing of people with disabilities 3. Development of social care services

1.1 Organization of the social protection service

Poverty and social protection have been for many years and continue to be a priority of the social service policy of the Municipality of Durrës4. As it is presented in the organogram of the Directory of Social Service in the previous paragraph, the following departments cover this social inclusion domain:

1. Department of Social Benefits 2. Department of Social Care

The Department of Social Benefits comprises 10 social administrators and 1 expert for people with limited or no vision; 5 of the social administrators are responsible for the city of Durrës, which is divided into 6 regions, and 5 are responsible for the administrative units Sukth, Manëz, Ishëm, Katund i ri and Rrashbull. The Department of Social Care includes the daily centers for community service; currently the following centers are functional:

The Daily Elderly Center is located in the city of Durrës and operates since 2002; 110 old people receive regular treatment, mostly retirees who live alone, have low incomes, with children living abroad etc. The center has 4 social workers, 1 doctor, 1 nurse and the staff necessary for its operation: supervisor, cook, assistant and sanitary worker.

The Multifunctional Community Center is located in the city of Durrës and operates since 2013. The center is focused on vulnerable individuals and groups of the Roma and Egyptian community. The neighborhood where it is located, Nish Tulla, has a high concentration of both communities.

In cooperation with civil society organizations, the center organizes cultural activities, offers support for the registration of children at school, their attendance and progress in education, offers healthcare and psychosocial service for young mothers and women.

The Infant House is located in the city of Durrës and operates since 1957. If offers social care for children of the age 0-6 born of an extramarital relationship, orphans, social orphans and children abandoned in a maternity hospital, supporting their growth and education, healthcare, human rights protection, and also the return to their biological parents or their adaptation. Along with the daily service, provided with financial funds of the local budget, the center offers residential service as well with central funds from the Ministry of Social Welfare and Youth.

The Center for People with Disabilities, located in the city of Durrës, has been raised recently and will start its activity in the following months.

1.2 Data collection and analysis

In the municipality of Durrës, the selection of the poor individuals and families who will receive the monthly benefit is performed by a pilot electronic scheme recently introduced by the Ministry of Social Welfare and Youth in accordance with Law no. 9355, date 10.03.2005, “On economic aid and social services” and DCM 904, date 12.12.2012, “On the definition of criteria of procedures and documentation for benefiting economic aid”. Individuals and groups may apply for economic aid within the first 10 days of each month. The vulnerable group who receives benefits for the various forms of disability is determined by their status of PWD. This status is in turn determined from special Committees within the Directory of Public Health, the Regional Directory of State Social Service and the Directory for Social Insurance, based on the medical diagnosis released from the health centers or the hospital. Based on data from the Committees, social administrators of the administrative unit of the municipality prepare every month the list of individuals with the PWD status who receive benefits according to the legislation described above; the list is laid before the Municipal Council for approval, and before the District for confirmation. The financial fund for the benefits is transferred to the Municipality of Durrës from the Ministry of Social Welfare and Youth. The benefits are distributed on monthly basis, through the banking system.

 The Municipality faces often the challenge of individuals and groups who do not qualify for social benefits from the pilot electronic scheme, but who, nonetheless, are recognized from the Directory of Social Service to be vulnerable, based on the legislation and the professional experience. The Municipality currently provides social benefits for around 77 additional families, with a special fund, which for 2016, constitutes 5.5 % of the budgeted current expenses.

In the social care centres administrative data are registered from the staff and regularly updated in the Microsoft Office EXCEL database. These are data related to the operations of the centres: on service beneficiaries, divided by gender, age, ethnicity, status DWD and orphans, on the staff providing the service, and financial records. On the other hand, the centres do not collect data on indicators of social protection.

1.3 Monitoring and evaluation The Directory of Social Services prepares for the District of Durrës a monthly report on the beneficiaries of social benefits and the financial fund distributed, and for the Regional Directory of State Social Service every two months.

The current situation in the policy domain of social protection – concerning poverty relief – is monitored based on (i) this data on a regular cooperation with the group of actors. As a result of the monitoring process, the social administrators and experts of the Directory evaluate the need for additional social benefits for individuals or groups that are left outside the pilot electronic scheme, and reserve a special fund from the local revenues. The evaluation is carried out based on several (ii) criteria, determined in the former respective legislation.

It is crucial for the design of effective social protection policies the monitoring of data on individuals who, while they receive social benefits, are also involved in active labor market programs. These programs are organized from the Regional Employment Office, and are beyond the responsibility and functions of the local authorities; while there is cooperation between the two institutions, it is not a regular one, and due to the lack of continuous exchange of data and information no such monitoring process is performed.

1.4 Current situation

In the municipality of Durrës, on July 2016, 333 families, 31 orphan children, 5 cases of triplets, 9 children on foster care and 1 survivor of violence have received social benefits. The groups constitute around 93.6 % of the total number of applicants; over 2016, the percentage varies from month to month, from 84 % to 93.6 %. In June 2016, 2,630 general invalids and 347 assistants, 753 people with limited or no vision and 201 assistants, 478 paraplegic individuals and 473 assistants and 5,158 labor invalids received social benefits. For the above data no disaggregation is available for gender, age, type of relationship, geographical distribution, etc.

The Association of Albanian Blind People is a non-governmental organization concerned with the rights of blind people in Albania. It is represented in Durrës with a regional office where its members exchange information on issues they encounter in their everyday life.

Among the most important issues is the lack of acoustic signage in public traffic areas within the municipality, which limits their access to parks, alleys, institutions etc., consequently, excluding them from the society.

The Association of Invalids is another non-governmental organization concerned with invalid people of the various categories. The main issue presented from this association is the lack of infrastructure at schools and health centers, also the lack of signage in public areas.

 Data on pension and social insurance from the Directory of Social Insurance are currently found only at the district level, comprising the Municipality of Durrës, Krujë and ; moreover, primary data necessary for their disaggregation is not collected in this Directory, therefore it cannot initiate such a process.

2. BASIC NEEDS The National Strategy for Social Housing 2016-2025 defines social housing as alternative housing, rented or owned, which is offered from the local government or the private sector for families of low income who cannot afford a house with the market price and/or for disadvantaged families excluded from the real estate market. The financial fund is provided primarily by the central government while it may be augmented with funds from the local budget. Governmental (semi) agencies, such as the National Housing Body, also provide additional financial funds in order to meet the need for social housing.

2.1 Organisation of the social housing service

In the Municipality of Durrës social housing is provided by the Directory of Public Services while the financial fund is included in the budget of the Directory for Social Service. Currently a range of social housing programs are provided, for which families or individuals may apply:

1. The program for social rented housing, part of a project of the European Council Bank (ECB) for the construction of new residences, which implementation is ongoing since 2014; 2. The program for subsidized loans with 3 % of interest supported financially from the central government, through the Ministry for Urban Development; 3. The program for low cost residences built from the National Housing Body and financially supported from the central government, through the Ministry of Urban Development; 4. The program of housing bonus benefiting families with invalid members, orphan children, Roma, Egyptians, etc.; the housing bonus is applicable only on social rented housing and consists in a subsidy which amounts to 50 % of the rent, financially supported by the central government; 5. The Program of immediate grant for social housing, benefiting also families with invalid members, orphan children, Roma, Egyptians, etc., applicable, on low cost social housing, consisting in a subsidy of 10 to 20 % of the residence’s price, financially supported by the central government.

2.2 Data collection and analysis Vulnerable families and individuals apply for social housing in each of the programs provided by the municipality, by submitting the required documentation at the Information Office of Durrës Municipality. Through a special form, which is part of the documentation, from applicants is gathered information on:

i. the level of their income, and ii. the category of vulnerable groups to which they belong: invalid, heads of families, People with Disabilities, orphans, etc.

Among the legal categories of vulnerable groups, members of the Roma and Egyptian communities are not able to be identified as such when applying for social housing given to the fact that there is not yet a legal form through which are recognized members of these ethnic groups. In fact, this is not a problem limited to the social housing and basic needs fulfilment domain, however is related to each of the social inclusion domains.

Individuals and families applications data are basic for the Department of Public Services, for programs funded by the local budget, and the Ministry of Urban Development, for programs that are financed by the central budget. Applicants’ registration is carried out every day in the database in Microsoft Office, EXCEL.

2.3 Monitoring and evaluation In the Municipality of Durrës currently there is lack of a monitoring and evaluation system in the basic needs policy domain and, particularly, of social housing, although applications of individuals and families in need are a key source and continuous data on this domain, not only administrative but also to its indicators.

These data are used by the Department of Public Services to distribute the local or cental social housing fund between applications submitted at the Municipal Information Office, and through an analysis it is possible to assess the effectiveness the provided programs and to obtained an overview of the beneficiaries categories for social housing; however this system remains based on demand (applicants) and do not provides housing needs analysis out of the supply constraints (social housing programs).

As a matter of fact, the municipality has not been able to assess the social housing needs of marginalized groups, which do not have the ability to apply or to take advantage of existing programs. Furthermore, this is not a problem that affects only Durrës Municipality, but concern exists at the national level, as defined in the National Strategy of Social Housing 2016-20255.

2.4 Current situation Currently Durrës Municipality represents a social housing situation with about 6.6% homeless families (applying for social housing), a total of 6,200 families, of which: 1,500 families currently are resident in former private property houses (group "Ç" of the homeless) and 640 families are resident in houses built with state funds through voluntary contribution on home owners and lateral extensions.

Social housing is a problematic policy domain in Durrës Municipality, mainly due to a large number of families that have been settled for years, illegally, in houses not in their ownership; by returning these houses to their eligible owners, these families were left homeless.

Consequently this policy domain has been the municipality priority for years. At the national level, Durrës Municipality is among the municipalities with the highest number of social housing applications, approximate in number with Korça and also Fieri; however, it is not ranked among the municipalities with the largest number of beneficiaries: in the time period 2005-2014, according to data of the National Housing Entity, the ratio of beneficiaries over applicants in the Municipality of Durrës has reached to 5.3 %, constituting a level of the lowest among the municipalites which were part of the national situation analysis carried out from UNDP Albania in 2014, where Shkodra has reached the highest level with 21 % beneficiaries over applicants6.

Despite the considerable number of programs for social housing, currently provided by local or central budget, vulnerable families and individuals financial capability does not allow the selection of any of them, consequently the most vulnerable groups for this social service remain excluded. This problem is not confined only in Durrës Municipality; this issue affects social housing policy domain in general in our country, and is treated with priority in the National Social Housing Strategy 2016-20257.

3. VOCATIONAL EDUCATION AND TRAINING In this policy domain, education is referred to pre-university education, which according to the definition in the Pre-University Education Development Strategy 2014-20208, includes three levels: pre-school education, basic education (primary and secondary) and high school education; while vocational education and training, according to the National Employment and Skills Strategy (NEES) 2014-20209, is organized in three programs:

1. First level of the vocational education and training program, which prepares semi-skilled workers who may access labor market;

2. Second level of the technical-professional education program, which prepares technicians, who also may access labor market;

3. Third level of the technical-professional education program, after which is given the opportunity to continue university studies or have access in the labor market.

3.1 Organisation of the service of education and vocational and training The main actor in the pre-university education policy domain, in Durrës Municipality, is the Regional Education Directorate10, which is responsible for the educational institutions operation at regional level. RED implements the Pre-University Education Development Strategy 2014- 2020, while providing educational tools for public educational institutions, according to the formula "per pupil" and supports local government in planning, carrying out investments in educational infrastructure and its maintenance.

Also, RED influences the pre-university education quality through awarding the public educational institutions employees with outstanding achievements and by providing scholarships to a selected students’ number, through an annual budget special fund of the Education and Sports Ministry.

Vocational education and training is a policy domain directly under the Ministry of Education dependence, thus it is not a municipal legal function. In our country the vocational education and training (VET) is provided through vocational training schools and vocational training centers, two different networks with no collaboration to each other11.

In the Municipality of Durrës are located two vocational training schools and one vocational training center. The number of persons attending courses and vocational training schools are as

Social Inclusion Local Plan Municipality of Durrës 2017-2019 follows: the number of people attending vocational training schools or vocational training centers is currently 4.858, of whom 1.324 are women and 3.206 are graduates. Data concerning the age, type of residence, PWD status, ethnicity, type of settlement and region are partial and not accurate. In particular, the data of the ethnicity of pupils enrolled in the vocational education centre is not registered due to a missing identification released from the belonging associations, and ethical considerations for taking this data asking directly the pupils.

Cooperation between schools, vocational training centers and Regional Labor Inspectorate enables obtaining data on unemployed jobseekers, for whom attending courses is for free.

3.2 Data collection and analysis The main data sources for RED are the following institutions: schools, police departments, health centers, municipalities, prefectures, District, Ministry of Education and Sports. The used instruments for data collection are: questionnaires, surveys, forms. Collected data are consolidated in a database, which is clearly categorised by indicators.

3.3 Monitoring and evaluation Education issues in the Municipality of Durrës are reviewed by RED in close cooperation with a large number of local, regional and central institutions; such are the cases of early dropping-out of children from the schools, illiteracy, etc.

The data obtained from schools are transmitted each month to the Municipality (or to the Prefecture, District, Police, etc.). The data monitoring in the education policy domain is conducted monthly, quarterly and annual basis. Field monitoring is not carried out regularly, but in relevance to the needs.

3.4 Current situation The following are education indicators in the Municipality of Durrës on which RED is currently working.

These are the indicators currently collected by RED, while none of them matches the suggested indicators of social inclusion policy paper at the national level. Overall it is noted a relative indicators lack.

The national average illiteracy rate, as defined above by INSTAT, reaches 2.8%; compared to this average, the illiteracy rate of 2.1%12 in Durrës Municipality seems to be disturbing. However, to more accurately assess the current situation and to enable measures, it is necessary a further disaggregation of this indicator, what currently is not available from the RED.

According to the June 2016 RED data, the dropout rate in primary education is 0.5%, of which 47% are women; the highest dropout for this children generation took place in Durrës, 20.8% of them, and Sukth, 20% of them. The indicator is not disaggregated by the household income level, ethnicity, maternal educational level and employment status of the mother.

Poverty is often a possible cause of students school dropout, however educational service access is a key factor; thus, lack of infrastructure in areas that are newly merged to Durrës Municipality (roads, urban transport, health services, and schools) heavily favours students dropping out of school; for example, currently in the former Rrashbull Municipality ( 2) classes are conducted in two shifts.

 Through the Ministry of Education and Sports, Ministry of Interior, Ministry of Social Welfare and Youth and the Ministry of Health, with UNICEF funding, RED has launched the project to eliminate the phenomenon of students’ school dropout; the 1-year project is extended in the 2015-2016 period. This project is a measure by of the Ministry of Education and Sports in relevance to the Pre-University Education Development Strategy 2014-2020, in order approach to this phenomenon in a regional structure form, to eliminate students’ school dropout in the Municipality of Durrës and Shijak (as a pilot region). Carrying out since 1 year, through the project, MES has enabled the identification of all children in the Municipality of Durrës and Shijak who once were enrolled in schools but did not frequented it. The total number of the identified children in the school year 2015-2016 was 866; however, the data are not disaggregated for each of the municipalities. Based on this data, RED in close association with the school principals, police, the General Civil Status Directorate, municipalities mayors etc. has found this children settlements. Currently, through this structure the number of children dropout of school has been reduced from 866, identified at the beginning of its implementation, to 24 according to the most recent data. This pilot structure is expected to be extended to other municipalities in the years ahead and also to shift into a permanent monitoring and executive structure of the phenomenon of children dropout from MES through RED. On this basis, the improvement achieved through this structure is expected to be sustainable.

 Another issue concerning education quality is the phenomenon of collective classes, raised earlier in similar studies undertaken by UNDP and state authorities, which refers conducting classes by bringing together students of different classes and different ages; this phenomenon affects elementary school. In Durrës Municipality, the Regional Education Directorate identifies collective teaching classes, in schools located in its peripheral regions, namely in administrative units.

 Educational institutions infrastructure for persons with disabilities is entirely lacking in the Municipality of Durrës, apart from existing buildings. This concern is raised by the PWD Association but also by the Department of Social Services. In this regard there are efforts to include in new constructions the necessary infrastructure for people with disabilities status.

4. HEALTH

4.1 Organization of the health service In the field of health the legal function of local government lies only in maintaining the infrastructure of primary health care services. Regional Directory of Health is the main institution which covers this area in the Municipality of Durres. Currently offered by this department are the following services:

1. Service of Epidemiology; 2. Health Medical Service; 3. Family Health Service; 4. Service of Dentistry; 5. Psychosocial and Mental Health Service. On the other hand, Durres Municipality interacts with RHD based on several platforms of cooperation, which are set up on the initiative of both parties, and regulate the constant exchange and on proper time the data and monitoring and evaluation of their intended needed measures and increasing the quality of health care; these platforms of cooperation are summarized below:

(i) Experts of social care and child protection at the Department of Social Services of the Municipality are members of the working group for "Health Center and friendly communities for child about fostering and promoting breastfeeding" at RDH, which is set within the initiative of the same name by UNICEF in August 2012. (ii) Since June 2016, in the Municipal Council, the field of health is the main subject to operation of the Civil Protection Committee, Public Safety and Health. (iii) The exchange of information between the Municipality and RHD is regulated by a separate platform RHD - Municipality, approved in July 2016.

4.2 Data collection and analysis RHD of Durres is responsible for the collection of municipal data by the above indicators, analysis and monitoring of their assessment. The Institutions of the deriving data are: health centers, and Durres Regional Hospital and Insurance Fund of Compulsory Health - Regional Branch Durres. Instruments used for data collection are forms (that come in electronically or print). Under different forms, the methods used are quantitative and qualitative for analysis of the data they contain. Within the cooperative Platform between the Municipality and Durres RDH three forms are designed for the exchange of health information between health centers and administrative units of the municipality. This is an information on individuals with health concerns who belong to a category in need at the same time: individuals who receive social assistance, women-headed households, the disabled, etc., which is passed to the Municipality with the aim of social protection.

4.3 Monitoring and evaluation The cooperative Platform Municipality-RDH is in itself an attempt to set up a monitoring and evaluation system of the state of health services in the municipality of Durres, on the basis of information which, RDH and Council can take action to resolve problems which leave the competencies and capacities of health centers and social administrators administrative units. This system is presented in schematic form below. It was approved by the City Council just a few months ago and is expected to perform its function in future periods.

Form 1 will be used for the exchange of general information from health centers in local Coordinating Group and Durres RDH, to which will be carried out information analysis and assessment of the general situation by administrative units, highlighting potential problems and proposed solution. A report will be submitted three times per year to municipalities to put the institution on notice.

If necessary solutions exceed the powers and responsibilities of local Coordination Group, Form 2will be completed and passed to the public health focal Group. This group reviews and monitors the issues raised and gives necessary resolution to Joint Technical Committee, which will forward the form to the Commission of Civil Defence, Public Security and Health at the Municipal Council.

Local Coordination Group will follow a report 3 times a year in Municipality not only on problematic cases, but also on the overall health of the population. The same report will be delivered to the Technical and Joint Committee and City Council Commission.

Form 3 will be used on health centers to convey specific cases which constitute a problem for children from families with socio-economic problems.

However, this is a system of monitoring and evaluation of cases of individuals with health problems who are categories in need, but does not include indicators of social inclusion in the political health field.

 Health centres’ infrastructure for persons with disabilities is lacking in the Municipality of Durrës, mainly in existing buildings. This concern is raised by the PWD Association but also by the Department of Social Services. In this regard there are efforts to include in new constructions the necessary infrastructure for people with disabilities status.

5. EMPLOYMENT AND SKILLS

5.1 Organization of the employment and skills service Employment and skills is also a policy domain where local government has limited and indirect impact. The main institution which covers the employment and skills policy domain is the Regional Employment Office in Durrës13, depending on the Ministry of Social Welfare and Youth, which aims to promote a more competitive, efficient and flexible labor market to assist jobseekers in finding work, particularly the vulnerable groups. The REOs undertakes employment promotion programs 2 times a month. Also through this institution, the Ministry of Social Welfare and Youth pays benefits to the unemployed, whom are entitled under the law in force.

Durrës Municipality cooperates with REO for organizing job fairs, with particular focus on trafficked women, violated women, women heads of households, persons with disabilities, and youth.

5.2 Data collection and analysis Indicators for which the Regional Employment Office collects data are approved by the National Employment Service. Data according to Durreës Municipality unemployment are collected directly from individuals who appear before REOs as jobseekers. They are put into a computerized system, disaggregated by administrative units.

5.3 Monitoring and evaluation Data processing in the REO is performed with quantitative methods which include an indicators comparative analysis for different periods of time. Also there are used qualitative methods, such as questionnaires, mainly to assess the satisfaction level of individuals who provide services at the institution. Data updating frequency is monthly, while are reported whenever are required by other cooperative institutions.

5.4 Current situation The unemployment rate reported by REO must be interpreted very carefully, because it is obtained only on the basis of those individuals who are registered as unemployed at this institution, as the number of people seeking work not through REO can be significantly higher; such a discrepancy is not limited to Durrës Municipality but is generally noted in the Albanian employment offices. So, the number of unemployed registered in the REO are presented below divided by the Durrës city regions, and as a total for all the administrative units:

According to the INSTAT assessment, the unemployment rate14 in Durrës Municipality is estimated at about 31.6%. This rate is above the national average of 29.3% and is significantly higher compared to the lowest rate estimated in the country, 6.7%, in the Municipality of Divjaka.

The unemployment rate among young people15 is estimated at 49.5%, below the average of 52.9%, however, again, is higher than the lowest rate evaluated in the country, 21.7%.

On the other hand, the employment rate among women is 25.1% while among men is 43.7%. The gap between them, in the Municipality of Durrës, according to these data, is 18.6 percentage points, 0.7 percentage points lower than the national gap of 19.3 percentage points16.

Most of the employed in the municipality are in the services sector, and a very small part in the agricultural sector, despite the rural areas merged to the city of Durrës after the administrative and territorial reform.

Overall, from the indicators currently collected by REO it is noted the lack of relative indicators, limiting their potential analysis on the unemployment and skills current situation in Durrës Municipality.

The activity of civil society in the domain of employment and skills

Evaluation of the unemployment situation of women and girls in the migratory zone of ish- Këneta Durres - the Center of Community Development “Sot për të Ardhmen”

The Center of Community Development “Sot për të Ardhmen” has conducted a study "Assessment of the situation of unemployment of women in the migratory zone of ish- Këneta Durres”. Through this publication was highlighted that in the area of ish- Këneta Durres about half of women (51%) have middle school education. Women and girls who have professional secondary school education have only 3% of the overall educational level, but their employment prospects is higher than those who complete general secondary school education (respectively 58% compared to 53%). For women and girls of age 19-29 years old, with higher education there is a high rate of unemployment (45%) as a result of labor market discrepancies with the educational establishment.

While financial assistance is obtained only by 14% of families, 19% of unemployed women are registered in the labor office as unemployed jobseekers. Meanwhile 21% of unemployed women found to have committed additional qualifications in the form of short- term courses but in the labor market are either profiles that have opportunities for self- employment or profiles that the labor market requires the highest qualification, despite the fact that the level of offer is higher than demanded on the labor market. The approach between gender equality shows that 2 in 5 women are employed compared with 2 three men employed. Gender employment ratio is 3 women compared with 5 men.

The Association of Women with Social Problems, supported from Swiss Contact, helps vulnerable young people providing advice for employment.

Young people of the Roma and Egyptian community, and also coming from rural areas, develope skills and abilities for being successful in the labour market. They receive financial support either for completing education or for opening and own business. During 2016, 36 young people from vulenrable communities have received support for opening the own business.

6. SOCIAL PARTICIPATION AND HUMAN RIGHTS Given to the set of indicators of this policy domain, presented in the Social Inclusion Policy Paper 2016-202017, the social participation and human rights policy domain includes the following group of elements:

6.1 Organization of the social participation and human rights service The social participation and human rights policy domain in the Municipality of Durres is covered in these main areas: civil registration of children, gender equality, protection of children's rights, the protection of LGBT rights and the organization of social and cultural activities.

Civil Registration

TLAS Center is a non-governmental organization active in the civil registration of special groups of Durres Municipality population, mainly of children, whom depending on the circumstances, have legal difficulties for enrolment in kindergartens, schools etc.; such is the case of children born abroad.

Gender Equality

* By Municipal Council decision, in March 2008, in Durrës Municipality was created the first Office on Gender Equality at local level. The Gender Equality and Domestic Violence Office works to raise public awareness on gender problems faced by the society today, and to contribute in addressing the less represented groups needs as are the women and in managing and coordinating work on domestic violence cases. UN and UNDP are organizations supporting Durrës Municipality in the social participation and human rights policy domain with funds as well as professional consultancy. With these two organizations support has been established the Strategic Platform for Coordinated Community Response against Domestic Violence in Durrës (CCR). Since 2013 this platform operates with local budget. Within it acts the group of institutions for “Coordinated Community Response (CCR)”, which has the duty to manage domestic violence cases. All violence and trafficking cases, along with the provided protection measures are included in the Social Assistance Scheme aiming to assist the affected residents. Currently there are in total 9 families supported from a special fund. On the other hand, there are very limited financial possibilities of the Municipality to provide social housing for women, victims of violence and trafficking, particularly for cases arising from administrative unites of the Municipality.

The activity of the civil society on issues of violence against women

Association of Women with Social Problems offers assistance since 1998 to victims of domestic violence. Currently, through financial support from AWEN / AIDS, primary psychological assistence and legal assistance is provided to victims of violence, free legal representation and psychosocial assessment in cases of IPOs and POs as well as divorce due to violence.

The Association is also implementing the three-year "Resolution 1325, from the concept to the Albanian reality", in which framework a massive awareness campaign for policy, the wide

public and civil society makers has been initiated, along with advocating with ministries to draft a National Action Plan for the implementation of this resolution, which has been ratified by Albania in 2000. In this context, a series of trainings on violence, peace and security issues have been provided to civil workers and social administrators of the Municipality of Durrës. The implementation of the project is ongoing, based on the commitment of the Muicipality to further support it.

Protection of children's rights

In Durrës Municipality has been establish the Child Protection Unit, composed of two employees who review the cases of child abuse, violence, exploitation for economic profit or other forms of violation of their rights. The unit operates on the ground through teams composed of representatives of non-governmental organizations having the same objective. Non-governmental organizations have also important activities which collaborate with the Municipality in implementing various projects in the city. Mainly these organizations are located in different action areas, making their actions easier and also addressing various issues in the whole area of Durrës Municipality. Durrës Municipality has increased its support to several local civil society actors, including NGOs that provide social services for vulnerable groups such as children, youth and elders. The Civil Society Developing Center in Durrës is very effective in coordinating and empowering civil society organizations and stakeholders in Durrës region, focusing on youth and gender equality. It efforts of making more transparent the actions of local government entities in the policy domain were CSDC is focused. Updating is done on an annual basis or starting from their collection frequency depending on the instruments used for data collection. In cooperation with the Municipality of Durres and the Association of Women with Social Problems, psychological service is provided to children of the Spitalla area who are exposed to domestic violence, are orphaned, abandoned and poor. Support is provided also to the parents of these children in order to help them protect their own children from violence. Up to 15 children with significant social problems such as: exposure to violence, orphans, with immigrant parents and from very poor families were assisted until 2016 from a staff of psychologists, social workers and teachers of the Community Center in Spitallë supporting resiliency, strengthening life skills and facilitate the comprehending process. Children and parents are assisted through psychological counseling and psicological activities to help parenting, and the emotional management and adequate education of children.

Protection of LGBT rights

Durrës Municipality operates in the protection of LGBT rights mainly through awareness campaigns and training courses organized on the initiative of PINK Embassy and support of CRCA and PINK Embassy. This activity is still closely associated with these civil society organizations projects and bounded over the course of their implementation.

Social and cultural activities

The Municipality organizes cultural activities with the purpose of stimulating social participation of vulnerable individuals and groups, according to a schedual. The trageted categories are teh Roma and Egyptian community, women head of families or families which receive financial aid.

The success of these activites is dependent on the time and level of information of the individuals and groups trageted from the municipality. It is often the case that the information on the

Indeed, such activities are not organized based on specific objectives on the desired scale of influence, in terms of inhabitants or surface.

6.2 Data collection and analysis Data collection in the social participation and human rights policy domain is conducted from civil society organizations, depending on projects and their implementation areas. Municipality also has a role in data collection, mainly through focus groups, questionnaires and surveys.

6.3 Monitoring and evaluation Currently, Durrës Municipality implements a monitoring and evaluation system regarding to violence against women, according to which are undertaken measures for resolving such cases. On the other hand, there is no monitoring and regular evaluation according to other aspects of this policy domain.

6.4 Current situation

(Problem remains). ASSOCIATION OF WOMEN WITH SOCIAL During February – November 2016 the following PROBLEMS services have been provided:

• 117 cases of legal consultation to women • 65 cases of domestic violence victims legally represented at the Court of First Instance and Appeal, Attorney, Enforcement and Police • 194 women were assisted with psychological support • 21 women victims of violence are assisting the Court and Prosecutor's psychosocial service for free through IPO and divorce • 250 rural women are informed about violence legislation as a step towards increasing their access to justice.

From the Prosecutor's Office of Durrës District is reported that during 2014 97 women were detained and 75 others were recorded as suers, meanwhile the number for both categories has

Social Inclusion Local Plan Municipality of Durrës 2017-2019 increased for 2015, where 113 women were detained and 90 of them were sued. The increased number of women as sued is an indication that there is an increase in their access to justice authorities. At this institution, for 2016 were recorded 46 prosecutions for crimes against women, including domestic violence. Meanwhile, in 2014 from 68 prosecutions with 71 defendants, 52 cases were sent for trial. This number is increased in 2015, where from 83 prosecutions for domestic violence, 67 were sent for trial.

In the District Court of Durrës, in 2014 were recorded 352 cases of women, as plaintiff, while in 2015 this number was higher, 379. Meanwhile with the specific object domestic violence, for 2014-2015, were recorded respectively 430 and 487 cases. In 2016 this number is 379.

The Multifunctional Community Center, which has located its operation in the area of Nish Tulla, aims the integration and strengthen of Roma community in Nish Tulla area, and also supports the vulnerable groups of this area, with priority on Roma community. Target groups of the center are children, youth, women and in general the community of the area. This organization conducts activities which enable the area social inclusion, closely approaching the problems.

Based on this center operation was managed to collect data as follows:

Multifunctional Develop at least one activity per month per child, one for young and one Community for parents and the community, the number of participants ranged from Center 30 to 150 people a month. (Nish Tulla) The number of children’s registered for the course is 12 for the music course and 23 for the English course. The number of children who frequent the library is about 17 children in the area. Civil registration and the identification of ethnic communities still remains a problem, particularly to the roma community; currently there is no legal basis for their mode of identification, meanwhile, for their registration and identification more helpful are civil society organizations and also relevant associations of these vulnerable groups.

II.4 SWOT analysis of social exclusion In a synopsis for the social and economic situation, Durrësi can be distinguished as one of the most favoured areas in Albania with social and economic development potentials, because of the area’s competitive advantages.

The usage of this economic potential based on stable local policies is important for social development, enabling it to be inclusive: the economic development distribution is as important as the economic development, the approach of local authorities must be such that vulnerable groups’ problems be evaluated and monitored in depth, aiming the inclusion of this groups in social and economic development of the municipality.

Through the methodology used by URI, for drafting the Social Inclusion Plan 2016-2020, we have assured the voice of stakeholders in defining the priorities and measures for their social inclusion, we also provided that these groups have their own role in the economic and urban city development.

STRENGENTH

1. Demographic characteristic of Durrës city, with average age relatively young (34 years old) compared to the national average, represents potential for the labor force development and inclusion in the labor market vulnerable groups as women and youth. 2. The strategic location of Durrës city compared to the nation and region, enables movement, employment and education of the general population and excluded groups. 3. In Durrës city are located a considerable number of pre-university and university education institutions, providing alow cost education opportunity to youth in the city. 4. Tradition in vocational training and education and existence of the best schools in nation, has given to youth the opportunity to be equipped with professional skills such as fishing and tourism, which are required in the labor market of the city and other cities in the country.

5. Durrës has economic potential and high natural resources compared to other cities. Tourism development and other particular economy branches gives opportunity to specific groups to be included in the labor market. 6. Durrës is a city that has attracted international organizations attention, bringing projects and social inclusion best practices. We can mention here the WB project "Empowering youth through community development," a project that addressed young people and vulnerable groups and their involvement in the labor market; EU project "Mix Welfare" aiming economic competitiveness increasement through encouraging business for excluded groups; UNDP project on strengthening the Roma population through employment and participation. 7. Local government commitment in Durrës Municipality to respect human rights.

WEAKENESS

1. The high level of unemployment rate in particular areas of the population such as youth, women and persons with disabilities. 2. A communication and poor connection between the business community and local government in Durrës. 3. Informal settlement and population placed in these settlements, which after more than two decades are not entirely integrated from the perspective of culture, labor market and education. 4. Lack of education and health infrastructure and coverage with decent services in the entire city territory, particularly in some areas, such as informal areas, contaminated areas and remote areas of the city. 5. Population settled in specific contaminated areas such as Portoromano and Spitall and the inability of local government to shelter and accommodate this part of population. 6. The competition made to the city of Durrës by the capital city. A strong attraction of excluded groups, particularly of youth towards Tirana. 7. The local social policies, in some extant missing in Durrës Municipality, for social inclusion of specific groups such as Roma and persons with disabilities. 8. The existing informal economy in the city, does not give opportunities to various groups to benefit from the transferring schemes such as those of social care and pensions.

OPPOTUNITIES

1. Durrësi is a city with huge economic potentials. Crossroads, the biggest port in the country, opportunities to tourism, fishing and agribusiness development, all of these make Durrës a city that promotes the labor market development, increase of employment rate and decrease of unemployment rate. 2. In Durrës city were invested, from national and international organizations (EU and UN), in knowledge and practices to enhance the quality of services in the domain of education, health and social care. A significant number of specialists are trained and have benefited from projects for capacity building on providing social services addressing special groups.

3. Civil society organisations and stakeholder’s existence are mechanisms that are worth to social inclusion process and to the commitment of special groups in this process. 4. Some of the undertaken reforms in the country address the excluded groups, (the reform against informality, economic aid reform, pensions’ reform, education reform, etc.). 5. The territorial reform and the new Law 139/2015 “On local self-governance” extends the local government space for social inclusion of excluded groups.

RISCS

1. Due to the enlargement of the territory within Durrës Municipality after the Territorial and Administrative Reform, the socio-economic problems of the new rural areas are as yet not well comprehended from the municipal staff and consequently risk being neglected. 2. The continuous migration and civil registration of newly arrived population (last 20 years). 3. Stakeholders are not well organized and compact in presenting their problems. (Example of different groups of Roma population).

III. ACTION PLAN OF SOCIAL INCLUSION

III.1 Purpose of SIAP

The social inclusion action plan establishes a framework for measuring, assessing and monitoring social inclusion in the municipality according to policy areas and indicators adopted by the Ministry of Social Welfare and Youth, with the purpose of designing and implementing targeted and sustainable local policies of social inclusion for the vulnerable groups in Durrës municipality, with special focus on its rural areas.

III.2 Vision for social inclusion Individuals and vulenerable groups, from all categories, extended over Durrës municipality, are social included through access to social services provided by the Municipality and support in every policy domain of social inclusion, for every form of social exclusion.

III.3 Strategic priorities for social inclusion Strategic priorities of Durrës Municipality for social inclusion, due to the current situation and strategic priorities in national level of PDSI are:

Based on the current lack of local measurement of the greatest part of the national social inclusion indicators, as found in all policy domains of the field from the analysis of the actual data collection process in each of the domains:

2.1 Inlargement of collaboration platform between Municipality of Durrës and RDH by including a sixmonth report from RDH to the Municipality on the social includion indicators for health, which must be consulted every six months in the Joint Technical Committee and will pass, if is nedeed, in the Comission of Municipal Council. 3.1 Selection of health centres, from RDH, where PWD infrastructure will be contrcuted, according to the laws in force. 3.2 Preparation of a midterm capital investements plan for the construction of PWD infrastructure in selected health centres. External consultancy may be necessary. 3.3 Construction and/or improvement of PWD infrastructure in selected health centres according to the midterm capital investment plan, applying for financial funding at the ADF/RDF.

EMPLOYMENT AND SKILLS

Midterm objectives

1. Establishment and consolidation of monitoring and evaluation system in the employment and skills field with a focus on persones who receive social assistance. 2. Encauradge of private businessies for employment of persones in need: with disabillitis, part of hamilies who receive social assistance, women, Roma and Egyptian comunities.

Actions

1.1 Establishment of a platform of cooperation between the Municipality of Durrës and REO through which will be monitorate and evaluate opportunities for employment and to develop the skills of individuals who receive economic assistance from the Municipality. 2.1 Promotion of the employment of (30) women who receive social assistance, refunding the social and health insurance for the employer for a period of 6 months.

SOCIAL PARTICIPATION AND HUMAN RIGHTS

Midterm objectives

1. Developement of local capacities in Durrës Municipality for the monitoring on local level of national indicators in the field of social participation and human rights. 2. Improvement of the access of vulnerable grups and individuals in social and cultural activities organized by the Municipality of Durrës. 3. Initiation of the implementation process at the local level of the “Resolution 1325, from the concept towards the Albanian context” on issues of violence, security and peace,

in accordance with the existing cooperation agreement between the Municipality and the civil society on this Resolution.

IV. IMPLEMENTATION OF ACTION PLAN OF SOCIAL INCLUSION

IV.1 Executive actors As the social inclusion socigrame is composed by local actors, reginal and center in the same time, institucional and civil society, the implementation of Action Plan of Social Inclusion of Durrës Municilaity will need the creation of an work group interinstitutional as a Thematic Group of Social Inclusion, located in the Municipality, that will collaborate with civil society rapresentatives.

AT the head of TGSI should be the deputy mayor of Durrës Municipality.

IV.2 Monitoring and evaluation system

. TGSI should meet every six months in order to discuss the progress towards midterm objectives per each of the filds of social inclusion and drafting a business plan for the thereafter period. . Representatives of each institution must submit data on national indicators in the field of social inclusion that they cover, the task to be accomplished gradually while local and regional institutions develop training by the Ministry of Social Welfare and Youth in this direction and start gather regularly data on these indicators. . Potential problems and solutions should be discussed among members of TGSI's and set for further discussion with civil society, including non-governmental organizations and associations of vulnerable groups, of which should be comments and suggestions that TGSI will reflect in the working plan for the next semester. . Once a year, TGSI should draft a Progress Report on Implementation of SIAP; simultaneously, civil society participating in six meetings with TGSI should develop a Rating of Achieving the Objectives of SIAP during the same period. Both reports must be submitted to the Mayor of Durrës and the Municipal Council for approval. . The Municipality’s Secretar communicates to the respective officials in the other institutions responsible for the SIAP implementation the results of the monitoring and evaluation through the two above Reports, which should be further communicated to the directors of these institutions.

IV.3 Human resources and capacity building needs The effective implementation of the GLP requires:

A. Correctly understanding the concept of social inclusion and policy domains of social inclusion from all members of the working group, TGSI; Recommendation: participation in trainings organized by the Ministry of Social Welfare and Youth on the subject is a necessary beginning for all members of TGSI.

B. Understanding of national social inclusion indicators for each of its policy domains, the methodology for measuring and collecting their data;

Recommendation: expansion of the Social Services Department staff with specialist of statistics is essential for the GLP implementation, a major part of which is the establishment and consolidation of social inclusion monitoring and evaluation system on national indicators basis; new staff participation in trainings organized by the Ministry of Social Welfare and Youth on this topic is needed; it is especially necessary training on relative indicatros and comparative analysis.

C. Close cooperation with non-governmental organizations and particularly with vulnerable groups associations in addressing issues raised by TGSI through the monitoring and evaluation system;

Recommendation: regular workshop organizations with non-governmental organizations or local and regional vulnerable groups associations, in order to present to the civil society the progress of social inclusion indicators of the municipality, and making recommendations for the potential shown problems.

D. Use of opportunities to obtain funds from international donors or from the central government for capital investment or consultancy as scheduled in GLP. Recommendation: it is necessary the collaboration of the Social Service Department with the Project Office employees at Durrës Municipality.

The SIAP is a new instrument for approaching social inclusion at the local level; the capacity of local stakeholders to implement it is critical to its successful implementation, and at the same time, to the success of government measures to approach social inclusion. For this reason needs assessment for (i) human resources and (ii) local capacity building is a necessary supporting part of the SIAP. Human resources needs

As the municipal budget for social services should be revised in order to be sufficient for fulfilling the needs of a greater number of population, the number of social workers in the Directory for Social Service should be revised accordingly as well. Currently, there is one social worker for each administrative unit, including the 6 units within the city of Durrës. On the other hand, there is no legal standard about the number of social workers per number of inhabitants or per number of vulnerable individuals in a municipality. As a consequence, the need for additional human resources in the Municipality of Durrës should be evaluated carefully by the local authorities and only after the completion of the needs assessment of vulnerable individuals and groups; most importantly, the needs assessment of the centres for social care will inform this measure.

Capacity building needs

Capacity building needs were assessed for two local stakeholder groups: (i) Durrës Municipality and (ii) community stakeholders: civil society organizations and organizations representing vulnerable groups, subject of social inclusion plan.

By capacity we mean the technical capacity, organizational and qualification of human resources.

Capacity building needs for local stakeholders on SIPD implementation derive from (i) current situation analysis on social inclusion in Durrës municipality, and (ii) demands of the social inclusion action plan. Thus:

A. The initial source of data and information on the current social inclusion situation were focus group discussions conducted with municipal representatives, regional authorities and community stakeholders; they identified those general mechanism deficiencies that currently are implemented given to the lack or low level of human resource capacity, both in the municipality and community stakeholders management. Currently, the Department of Social Services in the Municipality of Durrës is composed of officers with 10 to 26 years work experience, which includes social services, persons with disabilities, public services, social assistance as well as working with civil society.

From these years’ experience, this department employees define social inclusion as a process of reintegration into society of vulnerable groups through which the municipality, civil society, vulnerable groups associations and other stakeholders have a responsibility to provide equal opportunity to these groups compared to the rest of population and to include them in drafting local policies for social inclusion. Long experience in the social inclusion policy domain of employees in the Department of Social Services makes it easier to effectively implement the GLP, however, trainings are needed. In particular, employees mention the need to develop the knowledge and skills for the collection and analysis of policy domains under the new indicators introduced by SIPD.

Also, given that Durrës Municipality has never had before a monitoring and evaluation system of social inclusion, social programs are not a result of local social policies but, have been mainly addressed by the local or central financial fund limitations, and by the emergency needs or vulnerable groups. Consequently, employees have lack of experience with local social policies and training needs and foreign consultancy as well as cooperation with more specialized civil societies, are a key to the GLP implementation and further building of a sustainable monitoring and evaluation system of social inclusion.

Methodology for the measurement of social inclusion

The Municipality’s staff of the Directory of Social Inclusion needs thematic training on the methodology of measurement of social inclusion by the SIPD indicators. The Ministry of Social Welfare and Youth in cooperation with INSTAT has planned these trainings in the Action Plan for the SIPD. Directories of local and regional institutions represented in the TGSI should participate in the thematic trainings, including directors of the centres for social care; this is the staff directly responsible for the monitoring and evaluation of social inclusion; the social workers representing every administrative unit of the municipality should also take part, while only in selected topics relevant to their role in the data collection process.

Field data collection

The local and regional directories represented in the TGSI should be responsible for the regular collection of data of the indicators of the respective social inclusion policy domain. The complete database with all indicators from all policy domains should be set up in the Municipality of Durrës, in the Directory of Social Service, where an expert in statistics in this directory will be responsibe for its maintenance and update with data and information regularly communicated from this and the other directories. In the Directory for Social Service, the social workers of the administrative units may be the core group responsible for the field collection of data on indictors of the policy domains covered by the directory. Training on the methodology and instruments of the process of data collection will be necessary for the TGSI and should take place whenever the process is carried out for the first time, whenever new approaches will be applied and, if necessary, at regular performances of data collection.

These trainings should be organized from the Ministry of Social Welfare and Youth, and/or INSTAT, while also the professional assistance of the civil society may be important.

Monitoring and evaluation of data The process of monitoring and evaluation of social inclusion will be based on a structured database. Training of the TGSI on the methodology and instruments of this process is here again necessary. Community actors – civil society organizations and associations representing vulnerable individuals and groups, should also participate in the thematic trainings, in order to ensure their active involvement in the monitoring and evaluation process of social inclusion. Only selected topics relevant to their role may here as well be appropriate. These trainings should be organized from the Ministry of Social Welfare and Youth, and/or INSTAT, while also the professional assistance of the civil society may be important.

V. COMMUNICATION STRATEGY OF SIAP This document would try to incorporate the vision of the Municipality in terms of communication of the social inclusion issues with regard to the recommendations of the Social Inclusion Policy Document 2016-2020 and the new frameworks of the public information imposed by the law 119/2014 “On the right to information” and, in general, with the disposition of the law 139 2015 “On Local self-government”. A deepening of this strategy will be reflected in the "Communication Plan for Social Inclusion", a document that will be attached to this Action Plan.

What is citizen participation? Citizen participation is a community-based process, where citizens organize themselves and work together through non-governmental community organizations to influence the decision-making process. Citizens are more involved in this process when the issue is directly related to them. Also, the participation of citizens happens when all participants cooperate to realize the changes. Public participation is based on the belief that bidirectional communication between local administration and local communities provides opportunities for a constructive dialogue, and on the belief that those who are affected by a decision have a right to be involved in the decision-making process.

In 2014, The Albanian Parliament approved Law Nr. 119/2014 “On the right of information”, which very clearly states the pillars of the public communication in Albania. In particular, quoting art.3 of the mentioned law “Everyone has the right to access public information, without having to explain the reasons as to why”.

In particular, the institutional communication plan of the Municipality of Durrës have the task to:

 Explain and encourage awareness of regulatory requirements.  Promote access to public services, promoting the knowledge.  To increase peoples understanding of services and through this increased understanding, to help improve satisfaction with these services.  Through public involvement, to listen to the needs and views of the community so that the right priorities can be established and responsive service be developed.  To reach minority groups, and those with physical and financial issues This communication strategy has been developed to help the Municipality of Durrës to achieve its vision and objectives and to improve the service we provide. The Municipality wants to ensure that it communicates in the best way possible. If the Municipality’s communication is effective it impacts on the people who receive services and the people who deliver them – improving both services and the people’s quality of life in the Durrës

Municipal area. This communication strategy confirms the current practice and identifies communication principles for all public communication.

 Building Access: All citizens should have equal access to the services to which they are entitled. The municipality should implement special programmes for improved service delivery to physically, social and culturally disadvantaged persons.  Courtesy: The public should be treated with courtesy and consideration. The municipality must set standards for the treatment of the public and incorporate these into their Code of Conduct, values and training programmes.  Information: The public should be given full, accurate information about the municipal services they are entitled to receive.  Openness and Transparency: The public will be informed on how the municipality is managed, the available budget and of the leadership in charge.  Redress: If the promised standard of service is not delivered, the public should be offered an apology, a full explanation and a speedy and effective remedy. The municipality must implement mechanisms for recording any public dissatisfaction and staff must be trained to handle public complaints fast and efficiently. About an inclusive institutional communication in the Municipality of Durrës

Durrës Municipality has a completed structure, and every relevant position is currently covered. This makes the process of getting information on the field to be generally good, beyond some objective difficulties with territories incorporated after the Administrative Territorial Reform, which will be mentioned below in details. For the system to exists, and functions, it is necessary that communication become to be considered as “common patrimony” among all stakeholders involved.

Internal Communication

Institutional communication is considered not only providing service to the public, but even the one internally realized every day by each directorate, public office and institution subordinated. Durrës Municipality conducts regular meetings to obtain and manage information coming from stakeholders and hierarchically distributed within the administration following the provisions of the internal regulation.

Recommending elements for the development of internal communication, in particular as regards the field of social inclusion can be summarized as follows:

Strengthening the distribution of information and statistics from the Directorate of Development Policies, in particular the Department of Analysis, Statistics and Planning. This sector, every year works on updating the Statistical Bulletin. The Bulletin is a very important data document to the general public and interested parties within and outside the local administration. However, due to the elaboration of the material, its editing and publication these data may not be available to the administration for a long time. Therefore it is advisable for the data to be gathered on several topics defined (cluster) and distributed within the administration directly or even better through the filter of the Press Office, that can manage them more simpler through some specific instruments of the institutional internal communication, which can result without significant financial cost in the case of an internal newsletter, distributed through the emails of the administration officials. This would be an important step to build the "common heritage" of information that would enable a clearer internal communication among administration employees and between them and the public. Enhancement of the Press Office

Currently, the Press Office of the Municipality of Durrës is need a strengthening of the structure, to make possible the management of the flow of communication and relations with other departments. Once again, this empowerment could have a very affordable financial impact using the relevant resources of, for example, the University of Durrës, which lists within its the Faculty of Political Science the Department of Public Communication. The Municipality might think an internship program where young people profiled in this field but also in specific areas such as psychology, sociology, etc) may assist the press office to ease the burden of this office, and being rewarded with university credits, presence certificates or some modest transport reimbursement etc. The presence of several profiled trainees in social issues would represent a relevant assistance to channel accurate information on sensitive areas such as the protection of minors, gender equality, the treatment of people with disabilities, the presence of different communities in terms of ethnic and religious affiliations, etc.

Strengthening the practice of sharing information between departments and Press Office

In the Municipality, there is a close relationship between departments and the press office. However, the strengthening of the press office proposed above enables the transformation of this relationship into a genuine bureaucratic practice that would improve the flow of information, which sometimes remains in the respective departments and is not further distributed. A concrete proposal in order to this strengthening could be an update of the regulated duties of the heads of sector, in particular those of social field

(social services, education, culture, sport and religious communities, etc.), where to add among the deliverables a periodic report for the press office. Creation of a Issue Management Team in the field of social inclusion A well-managed communications plan strengthens public confidence in its local government, and results in increased resident and business satisfaction and high employee morale. On the other hand, when issues are handled incorrectly, the Municipality faces the very real risk of litigation, the loss of reputation and public acceptance and trust. In order to ensure that we are capturing the right issues and prioritizing them so they can be managed effectively, it is strongly suggested the establishment, inside the administration of the Municipality, of an Issue Management Team (IMT), identified within the municipal administration among the staff working at the frontline with the community (information centers, heads of sector, the press office etc.). with the major scope to analyze the impact and urgency of potential social issues in order, taken from the bottom top analysis and to different tools that we would later mention to develop a set of priorities and finally to manage the communication flow of the issues in the Municipality.

An EMP should be established for each of the policy areas defined by the Social Inclusion Policy Document 2016-2020. IMT analyzes the issues and projects its life cycle from the perspective of internal and external communication, provides areas of public and media interest, assess exposure risks and potentialities. This could positively influence the functioning of the Office of Information, progressively improved to transform the flow of communication of this office from only one direction (citizen seeking information or report a problem to the administration) in a stream with two directions (citizens seeking information about a problem, report a specific problem, and the administration register the information in order to manage it in

cooperation with other departments.)

From this perspective, the hypothesis of establishing a Issues Management Team (IMT) within the municipality fits with the approach of to two-way communication, where the Information Office is an integral part of the IMT and the starting point of the issues management process as a one-stop office, as provided in the Article 74 of law 44/2015 "Code of Administrative Procedure the Republic of Albania".

External communication External communication is addressed to citizens, other governments or entities, companies or associations, helps to build the perception of service quality as a permanent listening channel and checks the level of user’s satisfaction, such as to enable the organization to adapt from time to time the service offered, in order to enable the Municipality to adjust services offered over time. The following are some suggestions for the main instruments of communication to the public of Durrës municipality, especially in the field of social inclusion. The official website The official website of the Municipality of Durrës (www.durres.gov.al) is the first and most important communication tool of the Municipality of Durrës, and by far the most updated on the institutional activities, including those inherent to social inclusion. Besides the vital need for all the listed categories to be updated with fresh content on regular basis, even during summer period, the home page of the Municipality website should have a rational setup in terms of accessibility. In particular, as long as these Communication Plan deals with social inclusion strategies, it is very important the development of a specific sector conceived and tailored for Social Affairs issues. It could be even another website linked to the official webpage of the Municipality, or anyhow an autonomous sector within the website. The Social Affairs webpage should be divided in different categories, preferably in line with the policy domains outlined by the Social Inclusion Policy Document 2016-2020, approved by Decision of the Council of Ministers No. 87, on 3 February 2016. In the specific, we are suggesting a division in the following domains: Basic Needs, Poverty and Social Protection, Participation and Human Rights, Employment and skills, Education and Trainings. Each of these domains should have related subchapters. In it, users should find the national and local legislation regarding the issue, services offered by the Municipality (Daily Centers, rehabilitation institution, notable and important manuals and publications,

a FAQ section designed in collaboration with relevant stakeholders (Hospitals, Institutions, NGO’s, parents or relatives of disabled people, and, most importantly, disabled people themselves). A sector should be occupied as well by the projects and initiatives that Municipality have done or intend to do in the specific social field.

Taking into account sensorial and auditory differences of people with disabilities, sub- chapter that belonging to this category can be added to some "friendly" instruments that will simplify the information access. An updated audio summary of news and of the main activities of the Municipality, as well as the services that the Municipality offers this category. In similar fields, specific pages could be designed for different categories: elderlies, gender issues, Youth and Human Rights. For the last category, in particular, it is strongly suggest to take into account and reserve a specific space to ethnic minorities such as Roma community, Egyptians etc. This space should be field not only with the legislation, useful forms templates etc. but also with a simple but comprehensive panorama of their traditions and representative organization, as well as an updated agenda of their social, religious and cultural activities, that could have remarkable interest among public opinion, helping in the social inclusion process. Moreover, due to the new territorial reform, every social sector should include the new administrative unites incorporated in the territory of the Municipality. The inhabitants of these territories, often relatively distant to the City center, should feel the proximity to the Municipal administration of Durrës in their everyday life problems and requests. Transportation links, nearest Municipality offices or Institutions, a full package of form templates in order to avoid long travels to the offices (in some cases, in the order of hours). Electronic magazine. Law no. 119/2014 On the Right to information determine the publishing, at least once every two months, of an official electronic magazine of the Municipality, which should appear in the official municipal website and distributed electronically to every resident interested. The electronic magazine should contain, in addition to the acts adopted by the municipality during the reference period, a complete overview of the activities of organizational units, the presentation of the work plan for the coming months, vacancies working in municipalities and procurements planned for the following period. English version. The Municipal website should be translated, at least in its most important sectors, at least in English. Also in this case, a cooperation with the University "Aleksander Moisiu" in Durrës or other educational institutions can provide a qualitative

and updated translation by selected practitioners, without a significant cost to the municipal budget. Social media. Social media have gained an incredible communication impact among large sector of public opinion, especially among youngsters. The municipality of Durrës, as any other public institution, should be actively present in those media that, due to the larger use of smartphones among the Albanian population, could be an immediate and very helpful source of information for the community. The use of social media for institutional purposes could be very helpful and sometimes the only communication possibility in specific cases, such as unexpected cancellation of scheduled events, but also for emergency purposes (natural disasters, people lost remote areas help etc.). The municipality of Durrës is present in two social media Twitter and Facebook, linkable on the official website as well. An effective presence of Municipality of Durrës on social media will allow staff and council to respond to concerns on a timely basis contributing to the positive reputation of the municipality. Printed media. Although the publication of a weekly publication has a relevant financial cost, it is still possible the design of a periodic supplement (two or four pages) attached to local or national newspapers, which could include a summary of the activities of the municipality, a calendar of meetings and events etc. This would be a very popular instrument, valuable for certain categories that do not have familiarity with Internet and social networks, particularly for the elderly. Number of brochures and information leaflets, particularly in the areas of social inclusion should be substantially increased. The municipality should find a larger space in the budget for printing these materials, which are extremely valuable for the dissemination of information, so that they cannot be again the result of particular projects and donors, but a constituent part of the communication strategy of the Municipality. In this context, it is important for these updated materials to be present in the more accessible offices by vulnerable categories in terms of social exclusion, such as the Department of Social Services, Information Office, Multifunctional Centre, centers of administrative units that, along with explanatory materials of their activities specific, must be equipped with brochures and leaflets divided into constituent categories to social inclusion. reason, it seems more than necessary a re-conceptualized system of the dissemination of information in these administrative units, and in particular the establishment of several small information corners, equipped with printed illustrated material (particularly those with social issues approach, as described above) as well as technological tools (PC, printer, scanner, and of course an internet connection) necessary and sufficient for getting in that place the required forms or documents, or generally an appropriate information. The presence of these corners would be a boost for the community of those areas, generally of rural character, which for the mentioned reasons of time and distance, are unable or reluctant to go to Durrës. Women, the elderly and minors will have one more opportunity to be informed of their rights, and to get the necessary service.
