2. It has come to the notice of the State Government that some Universities/Colleges are harassing Kashmiri students for delay in payment of fees or attendance shortage resulting from the clampdown in the valley.

3. You are directed to ensure that no Kashmiri student is harassed for delay in payment of fees or attendance shortage resulting from the clampdown in the Valley. No Kashmiri student should lose an year on this account.
