The Subcommittees met, pursuant to notice, at 2:03 p.m. in room 2172, Rayburn House Office Building, Hon. Christopher H. Smith (Chairman of the Subcommittee on Africa, Global Human Rights and International Operations) presiding. Mr. SMITH. The Subcommittees may come to order. Good after- noon, everyone. Today’s hearing is a joint hearing of the Sub- committee on Africa, Global Human Rights and International Oper- ations, and we are joined by the Subcommittee on Oversight and Investigations. Ladies and gentlemen, we need to again bring to the attention of the Members of Congress, the American people, and the world community, China’s continuing refusal to adhere to the standards of the civilized world. The current Chinese regime is one of the worst violators of human rights in the world. Human rights and re- ligious freedom are brutally suppressed by the People’s Republic of China. Forced abortions and labor camps are current realities, not historical relics. Brave Chinese who dare to stand up for their faith or their political beliefs, or to defend their ethnic cultural heritage, are subject to imprisonment and sometimes even to execution. Christians, Tibetans, Buddhists, and Muslim Uighurs are all being persecuted for their faith. The suffering of peaceful Falun Gong practitioners, however, has been especially intense. This July 20th marked the sixth anniversary of China’s brutal campaign to completely eradicate Falun Gong through whatever means nec- essary. Falun Gong practitioners have begun to outnumber Com- munist Party members. Like all dictators and totalitarian terrorist systems, the PRC fears and hates what it cannot control, so it de- cided to destroy and intimidate those who practice Falun Gong. Falun Gong is not a religion, per se, as we know. Rather, it is more like a philosophy. Based on the principles of truthfulness, compassion and tolerance, Falun Gong uses a series of five physical and mental exercises to assist its members in purifying themselves spiritually and peacefully to resolve conflicts. The State Department’s Human Rights Report for 2004 docu- ments at length the plight of the Falun Gong. We see before us a Stalinist nightmare revised for the 21st century: Hundreds, per- haps thousands are dead as a result of torture; tens of thousands are jailed without trial, held in labor camps, prisons and mental hospitals where they are forced to endure torture and brain- washing sessions. The report indicated that Falun Gong adherents and other political prisoners sent to mental health institutions have been administered psychiatric drugs and electric shock treat- ments by Chinese authorities. Certain provinces allow the local churches to register with the authorities and once they have done so, they are allowed to worship. However, in other provinces, including Fujian province, the local churches are regarded as illegal gatherings, however as we understand from some members who come from this province, there is not much arrests as before. There is now more dialogue between members of the local church and the authorities.1 A November 2008 report by the Country Research Section of the Department of Immigration and Citizenship (DIAC), China’s Protestants and Catholics, also reports on the increased tolerance of the Local Church by government authorities in some areas of Fujian. The report states that some Local Churches now operate legally in Fuzhou and several rural counties in Fujian.

Margaret Trey Trey, Margaret, PhD, is a holistic wellness and integrative counselor, researcher, and author of The Mindful Practice of Falun Gong: Meditation for Health, Wellness and Beyond. Also trained in Oriental therapies, shiatsu, yoga, vipassana meditation, and the yin-yang of foods, Dr. Trey embraces an integrated approach towards helping others in diverse settings. Since 2001, Dr. Trey has been researching the health-wellness effects of Falun Gong. Abstract Eastern meditative approaches have existed since time immemorial in traditional cultures, predating Christianity. That these disciplines are still being practiced today indicates that these traditional practices were and still are beneficial to humankind. Although their integration with counseling is still foreign for some, many in the West have embraced these practices as a way of life for their health and well-being. This trend has encouraged many counselors to follow suit in order to cater to the varied and ever-changing needs of their clients. Falun Gong is one such mind-body, spiritual meditative system that holds promise for counseling integration. The practice’s beneficial effects and integration possibilities remain relatively unknown and undocumented.     CHAPTER FIVE AUSTRALIA SIDELINES TAIWAN, 2001–2007 The Australian government received some respite from the demands of the US-China-Taiwan triangle due to the “post 9/11 détente” between the United States and China following the September 11, 2001 terrorist attacks in the US.1 In addition, as Stuart Harris earlier noted, Australia could “more easily pay the alliance price in distant areas than within the region.”2 Australian support for the US in Iraq and Afghanistan assisted Canberra in re-orientating Australian policy towards a strong compre- hensive alliance with the US, while simultaneously resisting the adoption of a common approach with Washington towards Beijing over Taiwan.3 The Australian government also had more space to maintain its silence during Sino-American standoffs.4 With the US more accommodating of such Australian “defections” over issues with China and Chinese demands vis-à-vis Taiwan, Australia found itself extraordinarily free to oblige Beijing in sidelining Taiwan. This was particularly important to the Chinese gov- ernment with President Chen Shui-bian challenging China’s goal of uni- fication during this period. As a result—for a brief period at least—the Australian government was able to move simultaneously closer to both the US and to China.5 Australia Has its Cake and Eats it Too Unlike the profound shift of the Sino-Soviet split during the Cold War, post-9/11 cooperation merely moderated strategic competition between the US and China. Liu Xiaobo responded to a conservative attack on 'superfluous people' by defending these three writers who were popular in 1985 and who would be also attacked in 1990 as “rebellious aristocrats” whose works displayed a “liumang mentality.” He wrote a positive interpretation of their way of “ridiculing the sacred, the lofty and commonly valued standards and traditional attitude.” He also drew a connection between traditional “individualists” such as Zhuangzi, the poet Tao Yuanming (365-427 CE) and the Seven Sages of the Bamboo Grove (竹林七) as related to this modem trend of irreverence.

    Chinese Government Influence on the U.S. Media Landscape Written Testimony by Sarah Cook Senior Research Analyst for East Asia, Freedom House Testimony before the U.S.-China Economic and Security Review Commission Hearing on China’s Information Controls, Global Media Influence, and Cyber Warfare Strategy May 4, 2017 Introduction Reuters establishes a new round of internal vetting on stories about human rights in China after its English and Chinese websites are blocked.1 Radio stations in fifteen U.S. cities broadcast content provided by Chinese state-run media.2 Tech giant Apple removes the New York Times’ mobile-phone applications from its download store in China with little explanation.3 And several rounds of crippling cyberattacks hit the New York-based servers of New Tang Dynasty Television and The Epoch Times newspaper’s websites.4 These are a small sample of incidents that have occurred over the past three years. Collectively, they illustrate various ways in which Chinese Communist Party (CCP) information controls—in terms of both censorship and propaganda—extend beyond mainland China’s borders and influence the media landscape in the United States. This testimony summarizes and supplements a 2013 study I authored of this phenomenon globally—The Long Shadow of Chinese Censorship,5 while attempting to offer updates on its recent evolution as it pertains to the American news media sector. The CCP and various Chinese government entities, have long sought to influence public debate and media coverage about China in the United States, particularly among Chinese language communities. However, over the past decade, these efforts have expanded and intensified.
