SELGA is a regional subsidiary representing its Constituent Councils and is established pursuant to Section 43 of the Local Government Act 1999 by the Constituent Councils, and its objects are: Work in association with both the Local Government Association of South Australia and the Australian Local Government Association to assist in the achievement of their aims and objectives. Undertake co-coordinating, advocacy and representational roles on behalf of its Constituent Councils at a regional level. Facilitate and co-ordinate activities of local government at a regional level related to social, environmental and community development with the object of achieving improvement for the benefit of the communities of its Constituent Councils. Develop, encourage, promote, foster and maintain consultation and co-operation and to strengthen the representation and status of local government when dealing with other governments, private enterprise and the community. Develop further co-operation between its Constituent Councils for the benefit of the communities of its region. Develop and manage policies which guide the conduct of programs and projects in its region with the objective of securing the best outcomes for the communities of the region. Undertake projects and activities that benefit its region and its communities. Associate, collaborate and work in conjunction with other regional local government bodies for the advancement of matters of common interest. Implement programs that seek to deliver local government services on a regional basis. 2 Our Values We will value our common strategic direction. We will act with integrity. We will be united in our commitment to represent the region. We will demonstrate strong and considerate leadership when advocating on behalf of the region, our Constituent Councils and its people. We will consult with Constituent Councils on key regional issues. We will maintain a regional focus. Overall Goal To represent and serve our Constituent Councils and to advance the Limestone Coast communities through effective advocacy, facilitation and innovation. Outcomes All Constituent Councils are proud to be an active member of SELGA because it achieves results and delivers quality outcomes. The Limestone Coast region and its needs and aspirations are recognised and responded to by Local, State and Federal Governments. Increased access to government funding for the region. Coorong District Council attends SELGA meetings as observers. The Coorong District Council is represented by the Mayor, Roger Strother (Cr. Neville Jaensch – proxy) and the Chief Executive Officer of Coorong District Council, Mr. Michael Boyd (Mr. Timothy Tol, Proxy). 4 Elected under the provisions of the Constitution of the Local Government Association Delegate to the State Executive (SE Zone) Mayor Richard Vickery – Tatiara District Council Proxy Delegate to the LGA State Executive Mayor Evan Flint - Kingston District Council Delegates (2) to the South Australian Regional Organisation of Councils (SAROC) Mayor Richard Vickery Mr. Rob Forgan The South Australian Regional Organisation of Councils (SAROC) is an important LGA committee for non-metropolitan Councils. Membership is drawn from each of the six non-metro Regional Local Government Associations with members meeting bi-monthly the day before the State Executive Committee of the LGA providing a focus to the key issues affecting non- metropolitan Councils. 5 Presidents Report SELGA has continued its strong advocacy role for our region on an ever increasing range of issues as highlighted in the following pages, to various government agencies and Ministers. Changes by the State government to cooperative funding arrangements with local government to important regional services have been of concern. The State announced that their share of the funding of Regional Development Australia Boards was to be significantly reduced post June 2013. Additionally this lower level of funding was to become contestable with the result that funding for many important services would not be secure. Funding arrangements for heritage services were also changed. The restructuring of South Australian Tourism Commission resulted in the cessation of their funding of Limestone Coast Tourism which had been a highly successful partnership between the State government, SELGA councils and industry. SELGA councils, after consultation with Limestone Coast Tourism, tourism professionals and RDA Limestone Coast, decided to employ a tourism development officer for the benefit of the region. Biddie Tietz was appointed to this important role and employed through RDA Limestone Coast with SELGA being the majority funder. The South East Resource Information Centre (SERIC) has also had its viability diminished due to the withdrawal by State government agencies from their funding partners. This innovative organisation is of considerable value to councils, industry and government and securing its future will be important. Extensive interaction has commenced with the State government on enhancing the economic diversity and growth of the Southeast with high-level talks with the department chief executives. SELGA had significant input into the Local Government Association's policy on regional development and growing country communities. 6 A meeting with Minister for the Environment Paul Caica was held to progress the final stages of the Marine Parks legislation. Projects from three South-east councils were nominated by RDA Limestone Coast for funding from the second round of the Regional Development Australia Fund. Unlike the previous round where there were not any projects south of the Barossa Valley funded in South Australia, the Keith Sport and Recreation project was successful. Since being appointed to the portfolio of Local Government, Minister Russell Wortley has visited us on several occasions and shown a keen interest in the region and understanding our issues. The attendance at SELGA meetings by Coorong District Council representatives is warmly welcomed and fosters good relationships that are appropriate for the interests we share. The SELGA CEOs group continues to work with great effect between meetings to enhance the ability of councils to work productively with each other for our mutual benefit. I wish to thank Martin McCarthy for his role in chairing this forum and welcome Mark McShane as his successor. Executive officer Mr Rob Forgan has demonstrated significant skill in responding to and managing the many significant issues that have come before us. The regard in which Rob is held by the individuals and organisations with which he interacts is testament to his capabilities and professionalism. Ange Solly, Talie Teakle, Josephine Duigan, Julie Scott and Biddie Tietz are all to be congratulated on their contribution to our important work. SELGA is also well served by many elected members and council staff who make themselves available for our various committees and to represent local government on outside organisations. I wish to thank board members for their collective knowledge and dedication with special recognition of Mayor Evan Flint’s role as deputy president. Richard Vickery 7 Our Board The Board held six ordinary bi-monthly and two Special Meetings as well as their Annual General Meeting (February 2012) during the year. Board Members are generally the Mayors of each SE Council. Meetings are hosted by Member Councils on a rotational basis and attended by Council CEO’s with every second meeting held at the central location of Naracoorte.
