(iv) the QCA is to accept that, in setting prices from 1 July 2008, the councils applied a revenue offset approach to account for capital contributions received. This approach is to remain in effect until such time that the entity nominates, through their price monitoring information returns, to adopt the asset offset method. Where a change in methodology is adopted, the RAB is not to be adjusted retrospectively; (v) to assess Regulatory Depreciation in (ii) above, the QCA must take into account for the period 1 July 2008 to 30 June 2010 the apportionment of Council distribution/retail valuations in (i) above to individual assets and evidence that regulatory depreciation on the physical assets has been calculated using existing useful lives attaching to the individual assets; (vi) to assess the Indexation in (ii) above, the QCA must for the annual periods between 1 July 2008 and 30 June 2010 use the annual June to June Australian Bureau of Statistics Consumer Price Index (all groups, Brisbane); (k) monitor according to the QCA Final Report on the SEQ Interim Price Monitoring Framework (April 2010) and Information Requirements for 2011-12, except as amended by this referral, and excluding the process for triggering consideration of price setting regulation. Consultation The QCA must undertake an open consultation process with all relevant parties and consider submissions within the timetable for the review and reports. Consistent with section 34 of the QCA Act, all reports and submissions must be published on the QCA website. Timing The entities must provide their price monitoring information returns to the QCA by 31 August of each year. The QCA must provide to responsible Ministers and the Minister for Energy and Water Utilities a draft report by 31 January for each year; and a final report by 31 March for each year.

Electricity Act 1994 CODE REVISION NOTICE Pursuant to Section 120J of the Electricity Act 1994, the Queensland Competition Authority advises that a revision to the Queensland Electricity Industry Code (version 9) was approved by the Acting Minister for Energy and Water Utilities on 29 June 2011. The changes relate to a number of minor, administrative amendments. The revised Electricity Industry Code (version 9) will come into operation on and from 1 July 2011. Her Excellency the Governor, acting by and with the advice of the Executive Council and under the Marine Parks Act 2004, has approved on 30 June 2011 the Fitzroy Island National Park and Marine Management Area Management Plan prepared in accordance with sections 30 to 32 of the Marine Parks Act 2004 as a management plan under that Act for the part of the Great Barrier Reef Coast Marine Park specified in the plan.

Acts Interpretation Act 1954 Water Act 2000 AMENDMENT OF RURAL WATER PRICING DIRECTION NOTICE (No 01) 2011 Short title 1. This notice may be cited as the Amendment of Rural Water Pricing Direction Notice (No 01) 2011. Amendment of Notices (s.24AA of the Acts Interpretation Act 1954 and s.999 of the Water Act 2000) 2. (1) The Rural Water Pricing Direction Notice (No 01) 2006 made 30 June 2006 and published in the Gazette on 14 July 2006 at page 1187 (authorising SunWater to set rural irrigation water prices for SunWater water supply schemes), is amended as set out in subsection (2) and (3). (2) After paragraph 1 insert ‘1A. References to SunWater should be read as references to SunWater Limited ACN 131 034 985.’ (3) After paragraph 14 Insert ‘Consumer Price Index 15. The Consumer Price Index (CPI) under paragraph 7 does not apply for price setting purposes for 2011/126. Extension of Price Path Period 16. For the SunWater water supply schemes where the price path period ends 30 June 2011, the price path period is extended to 30 June 2012. 17. The rural irrigation water prices for the SunWater water supply schemes, except for the St George water supply scheme channel tariff group, determined in accordance with the Rural Water Pricing Direction Notice (No 01) 2006 and set out in the SunWater Irrigation Price Paths 2006/07 – 2010/11 Final Report7, continue until 30 June 2012 for price setting purposes for 2011/12. 18. From 1 July 2011, the rural irrigation prices for the SunWater water supply schemes, except for the St George Water Supply Scheme channel tariff group, as extended under paragraph 17, are to be adjusted by CPI in accordance with paragraph 15 and additional charges in paragraphs 19 and 20. 19. For the purpose of paragraph 18, the Part A price of the Beardmore Dam/Balonne River tariff group and the Thuraggi Watercourse tariff group in the St George Water Supply Scheme is to increase by $1 per megalitre from 1 July 2011. 20.
