    ZAMBIA Focal Point: Mr. Athanasius Mulenga Review of the use of ODL in Zambia, 2014 1.0 Introduction and Background 1.1 Introduction Zambia is a signatory to many world education interventions. A few such world education interventions are: the Convention on the Rights of the Children (CRC) in which it is prescribed that every child has a right to quality education, the Education For All (EFA) that took place in Jomtien, Thailand in 1996 and adopted during the International World Forum which took place in Dakar, Senegal in 2000, where it was decided that every child needs to be cared for and protected. EFA called for expanding and improving Early Childhood Care Development and Education (ECCDE), and that children should be in school and attain free and compulsory quality basic (Primary) education. Then later, the Millennium Development goals(MDGs) aimed at eliminating extreme poverty and hunger, reducing child mortality, improving maternal health, combating HIV/AIDS, malaria and other diseases; ensuring environmental sustainability, developing a global partnership for development and, like for EFA goals, achieving universal primary education and promoting gender equality. In order to meet increasing demand, Zambia has adopted Open and Distance Learning (ODL) as another mode of educational delivery to complement the regular mode. 1.2 Background Since Independence, ODL has been embraced. Currently, the Zambian Government through the Ministry of Science, Vocational Training and Early Education (MoSVTEE) offers open learning at school level in regular schools and ODL schools where learners attend school in the afternoon and evening at various grade level and age groups. In the same vein, Distance Learning (DL) at this level is done in organised centres and by individuals who enroll with the Zambia College of Distance Education(ZACODE) which produces self-study educational materials in print and electronic format [released as Open Education Resources]with financial and technical assistance from COL.

LUO, MP Mr Speaker, I wish to thank you most sincerely for according me this privilege and opportunity to respond to a Point of Order raised by the hon. Member of Parliament for Monze Central and Leader of the Opposition, Mr Jack Mwiimbu, MP, regarding the award of students loans to first year students at the Copperbelt University (CBU). Sir, it is important that before I give this ministerial statement, I emphasise the fact that the Patriotic Front (PF) Government attaches a lot of importance to education, and in particular, high education, skills development and entrepreneurship. This is because education is not only a precursor to economic development for any country but it is also a social and economic equaliser which enables the have-nots to have a fighting chance of living an economically independent and prospective life. Mr Speaker, it is because of this realisation that my Government places a high premium on education and this is evidenced by the increasing investments in education over the last few years, both in terms of infrastructure development as well as support to the learning environment and support students. In this regard, despite the austerity measures which the Government has embarked on, and the prudent fiscal discipline exhibited in the 2019 Budget which has resulted in budget cuts across the Board, the Government decided to retain student support as at the 2018 provisions.

Box 80415, Kabwe, Zambia Corresponding Author: phiria498@ gmail.com ABSTRACT In today’s fast changing world, science and technology are fundamental to sustainable socio-economic development of any nation. Sustainable development is anchored on the application of science and technology in the acquisition of knowledge, skills and technology that would build the capacity of the nation to meet its social and economic needs. In Zambia, over 51 percent of the population is female. Despite most of the populations in the sub- Saharan Africa having more women than men, women are underrepresented in almost all spheres of socio economic development. Worse STI, science engineering and technology has continued to record the lowest numbers of women participation. This desktop study involved review of documents from the Ministry of Higher Education, National Science Technology Council, Higher Education Authority, and Ministry of Gender. Careers in Science, Technology and Innovation (STI) and vocational training in Zambia is mostly dominated by males. Careers in engineering, agriculture, and medicine, technology and innovations continue to be male dominated. The Government of Zambia has recognized the importance of gender to promote science. Policies such as the Gender Policy, Higher Education Act, National Policy on Science and Technology, and Education Policy aim at ensuring gender based STI participation.
